July 11, 1979
A special meeting of the Apache Junction City Council was held at the City
Hall July 11, 1979, pursuant to notice as required by law.
An executive session was held from 6:00 p.m. to 7:00 p.m.
The Special Meeting was called to order at 7:07 p.m. by Mayor Virginia Seeman.
The Invocation was presented by Jimmy Eidson
The Pledge of Allegiance was presented by Vice -mayor John Granillo.
Council Members present
Mayor Virginia Seeman, Vice -mayor John Granillo, Thomas Damiano, Jerry
Burgess, Jimmy Eidson, Norman Hill and Marie Shanks.
Staff Present
Michael Curtis, City Attorney; Susan Goodwin, City Attorney; Isabel C.
Ballard, City Clerk.
Approval of the minutes
Regular meeting, June 20, 1979
Vice -mayor John Granillo made a motion to accept minutes from the Regular
Meeting of June 20, 1979 as presented and seconded by Thomas Damiano.Motion
carried unanimously.
Special Meeting June 27, 1979
Jimmy Eidson made a motion to accept the minutes as presented of Special Meeting
held on June 27, 1979 and seconded by Norman Hill. Five (5) voted yes,
Mayor Virginia Seeman, Vice -mayor John Granillo, Thomas Damiano, Jimmy Eidson,
and Norman Hill. Jerry Burgess and Marie Shanks abstained.Motion carried.
Special Meeting June 30, 1979
Vice -mayor John Granillo made a motion to accept minutes from Special Meeting
held on June 30, 1979 as presented and seconded by Norman Hill.Six (6)
voted yes, Mayor Virginia Seeman, Vice -mayor John Granillo, Thomas Damiano,
Jimmy Eidson, Norman Hill, Marie Shanks. Jerry Burgess abstained.Motion
carried.
Regular Meeting July 5, 1979
Marie Shanks made a motion to approve the minutes of July 5, 1979 as
presented and seconded by Vice -mayor John Granillo.Six (6) voted yes,
Mayor Virginia Seeman, John Granillo, Thomas Damiano, Jimmy Eidson, Norman
Hill and Marie Shanks. One (1) abstained, Jerry Burgess.
Petitions & Guests
Kenneth E. Young with Paul W. Mousel & Associates made a presentation to the
City Council.Mayor Virginia Seeman introduced Kenneth Young, Mr. Kenneth
Young introduced Jerry Navarchek, an engineer with Paul Mousel; Jim Roskowski
and Jim Harris.They presented a talk of the services their company offer
with emphasis placed on obtaining federal grants.Jerry Navarchek presented
designs on waste water treatment, methadeal plants, lagune treatment (holding
ponds), land application irrigation (gold courses, etc.), agricultural areas
for re -use of water, and on sanitary engineering.Waste water is a
specialized area for their firm.Their firm also does extensive work in
airport engineering.Brochures were given out and slides were shown of
designs done by their firm.

Jim Rowskoski presented different types of government complexes and designs
done with federal funding while showing the slides.
At the end of the presentation Mayor Virginia Seeman advised that we did not
have a Planner but would like information on retainer fee, etc. on their
firm on file for such time we do have a Planner.
Lena Pittman, who planned a presentation on Senior Citizens, was unable to
attend.
Martha Fox,who works with Regional #5 Information and Refe-ral, explained
their services ot the Mayor and Council and general public.Information
Referral can put anyone in contact with an agency to help where services
are needed, such as Food Stamps, Child Abuse.This organization is funded
by Title 20 under Social Security.
Reports by Officers
Thomas Damiano explained the Acting Zoning Administrator was hired
originally as a secretary and now has assumed additional responsibilities
and evening meetings.
Thomas Damiano made a motion that the salary for the position of Acting
Zoning Administrator be and the same is hereby set at $1000 per month
effective July 1, 1979, further that the current Acting Zoning Administrator
receive said salary only for so long as she so acts in said capacity and
seconded by Norman Hill.The motion carried unanimously.
Thomas Damiano made a recommendation from the Planning and Zoning Advisory
Committee that we set a date for public hearing to adopt in the Zoning
Ordinance, sub -division and mobile home sub -divisions. At this time we do
not have anything in our Zoning Ordinance for these two divisions.Mayor
Virginia Seeman stated the Planning and Zoning Administrator would be late.
John Granillo recommended to wait until further along in the evening for
discussion of this topic when possibly the Planning and Zoning Administrator
could be there.The Council agreed unanimously.
Marie Shanks reported she has been requested to form a Cruelty to Animals
Committee and is working on an ordinance for cruelty and general keeping of
animals.She reported that problems come up which cannot be handled because
there is nothing on the books to be enforced.Susan Goodwin explained the
problems could be handled thru Pinal County Ordinances.Marie Shanks
reported she was adding some ordinances she wanted enforced.They are forth
coming and on Council approval.
Jerry Burgess reported on the meeting with a representative from AORCC.
Jerry Burgess showed the representative sites the city has proposed for Ball
Fields and other recreational sites. Jerry Burgess also reported there are
a few more donations to the Swimming Pool fund and would like the donations
publicized in the newspaper with the possible forming of clubs for additional
donations.
Norman Hill met with State Highway officials on the Palm Springs entrance.
State Highway Department will definitely do something about it.Another
problem spot on Winchester and 12th Ave. will be taken care of.Norman
Hill made a notion to put out for sealed bids to be closed on July 31, 1979
on street maintenance with advertising to begin immediately.Motion was
seconded by Vice -mayor John Granillo.

Marie Shanks made an amendment to the motion to run on a daily basis within
the state plus local weekly newspaper thru July, 1979.The amendment to the
motion and the motion carried unanimously.
Jimmy Eidson felt the Fire Dept. should be commendated for the good job
they are doing and made a motion to draft a letter with a copy going to
the Apache Junction Fire Department and the Fire Board for a job well done
and seconded by Thomas Damiano.Motion carried unanimously.
Jimmy Eidson reported a screening committee was set up for the Chief of
Police applications, which would meet next week.By the end of the month
the committee planned to submit applications for council action.

New Business
Tentative Budget
A review of the Tentative Budget was presented to Council by Vice -mayor
John Granillo and read Resolution No. 32.
A RESOLUTION OF THE COUNCIL OF THE CITY OF APACHE JUNCTION,
ARIZONA SETTING FORTH THE TENTATIVE BUDGET FOR THE CITY OF
APACHE JUNCTION FOR THE FISCAL YEAR 1979-80.THE TENATIVE
ESTIMATES OF THE AMOUNTS REQUIRED FOR THE PUBLIC EXPENSE
FOR THE CITY OF APACHE JUNCTION FOR THE FISCAL YEAR 1979-80,
THE RECEIPTS AND EXPENDITURES, THE AMOUNTS ESTIMATED AS COLLECTIBLE
FOR THE FISCAL YEAR, 1979-80, FOR VARIOUS PURPOSES GIVING
NOTICE OF THE TIME FOR HEARING TAXPAYERS, FOR THE ADOPTING OF THE
BUDGET AND DECLARING AN EMERGENCY.
Vice -mayor John Granillo made a motion to accept Resolution 79-32 as read,
adopting the tentative budget and seconded by Thomas Damiano.Six (6)
voted yes, Mayor Seeman, Vice -mayor Granillo, Jerry Burgess, Thomas Damiano
Jimmy Eidson and Norman Hill.One (1) abstained, Marie Shanks. Motion
carried.
Telephone Systems
Mayor Virginia Seeman stated her opinion on the phone system.She did not
want a rotation system where if one line was busy, the next would ring.
She thought it would cause confusion. Mayor Virginia Seeman turned the
meeting over to Vice -mayor John Granillo and made a motion for four separate
lines with an intercom, and seconded by Marie Shanks. Motion carried
unanimously.

Miscellaneous Business
Mayor Virginia Seeman announced to the Council and public the agenda would
remain open until noon on Fridays.Anything after that would have to go on
the next agends.There was also an announcement of a Health Screening
Clinic to be held on Sept. 15, 1979 at the Apache Junction Junior High
School for anyone over 18 years of age.

Planning and Zoning
Mayor Seeman explained the City had adopted Pinal County Zoning Ordinances
as an interim.. The County is lacking in Sub -division regulations. The
Zoning Administrator cannot do day to day business without having some way
to answer the public. Planning and Zoning Administrator made a recommenda-
tion to set a public hearing date for a sub -division regulation and mobil
home divisions.
A motion was made by Thomas Damiano to accept the recommendation of
the Planning and Zoning Advisory Committee that a hearing be,set as soon as
may be permitted by law at which time new ordinances be considered for
adoption by the Council on the subject of Sub -Division and mobile homes,
and seconded by John Granillo.Motion carried unanimously.
Michael Curtis, City Attorney, suggested it be entered into the minutes that
is is the opinion of the Planning and Zoning Advisory Committee that the
City does not have ordinances which govern these particular subjects.
