HomeMy WebLinkAbout1979-07-18 City Council Regular Minutes1 Regular Meeting Apache Junction City Council July 18, 1979 A regular meeting of the Apache Junction City Council was held at the City Hall July 18, 1979, pursuant to notice as required by law. An executive session was held from 6:00 p.m. to 7:00 p.m. The Regular Meeting was called to order at 7:00 p.m. by Mayor Virginia Seeman. The Invocation was presented by Marie Shanks. The Pledge of Allegiance was lead by Vice -mayor John Granillo. Council Members Present Mayor Virginia Seeman, Vice -mayor John Granillo, Jerry Burgess, Thomas Damiano, Jimmy Eidson, Norman Hill and Marie Shanks. Staff Present Susan Goodwin, City Attorney; Isabel C. Ballard, City Clerk Approval of Minutes Special Meeting July 11, 1979 Jimmy Eidson made a motion to accept the minutes from the Special Meeting of July 11, 1979 as written and seconded by Norman Hill.Motion carried unanimously. Petitions/Guests None Reports by Officers Treasurer's report was read by Vice -mayor John Granillo. Thomas Damiano made a motion to accept the treasurer's report and seconded by John Granillo.Motion carried unanimously. Unfinished Business Norman Hill reported that prices on equipment are still being obtained. New Business Mayor Virginia Seeman asked Isabel Ballard, City Clerk, to explain the meaning of per diam.City Clerk explained reimbursement of city employees for travel expenses.This policy would be governed by City Manager. After some discussion by Council, it was decided to place the (travel) per diam policy on the agenda next week for action. Mayor Virginia Seeman read a letter from Acting Planning and Zoning administrator, Althea Nunn, requesting supplies for the Planning and Zoning Department. The City Council decided the City Clerk may authorize the expenditures. Marie Shanks made a motion any employee who must go out to meet the public should have proper identification with Norman Hill seconding.An amendment was made to the motion by Norman Hill that all identification cards should have picture of the employee, with Thomas Damiano seconding. The motion and the amendment to the motion carried unanimously. Regular Meeting July 18, 1979 Page 2 Claims none Miscellaneous Business Thomas Damiano stated he has received a lot of complaints on dirt bikes and motorcycles.He stated the Sheriff's office had been notified but are unable to do anything in a lot of cases. City Attorney, Susan Goodwin, explained some cities provide in their Ordinances for licensing and permits for dirt bikes. The problem lies in enforcement of such ordinances.Mayor Virginia Seeman instructed the city attorney to look into an ordinance to control this problem. Pricilla Gardner, Midge Conway and Harvey Morris all stated their problems and opinions with the dirt bike problem. John Granillo asked Bill McDaniel how much time and deputies it would take to enforce ordinances against dirt bikes. Bill McDaniel stated the problems the Sheriff's office had trying to enforce these ordinances. He gave an opinion he had received from the County Attorney's office. Norman Hill asked for a progress report on the city seal. Marie Shanks made a motion to set a deadline for receiving entries on August 1, 1979 at 5:00 p.m. and seconded by Norman Hill. Motion carried unanimously. Council reconviened to the Executive Session.
