August 7, 1979
The Special Meeting of the Apache Junction City Council was called to order
by Mayor Virginia Seeman.
The Pledge of Allegiance was led by Thomas Damiano.
Councilmembers Present:
Mayor Virginia Seeman, Jerry Burgess, Thomas Damiano, Jimmy Eidson, Norman Hill,
and Marie Shanks.
Councilmembers Absent:
Vice -Mayor John Granillo.
Staff Present:
Susan Goodwin, City Attorney; and Isabel C. Ballard, City Clerk.
New. Business:
City Magistrate:Jerry Burgess made a motion to hire Donald R. Brown as City
Magistrate at $750.00 per month starting September 1, 1979 with instructions to
the City Attorney Susan Gooswin to draw up the contract, which will include Judge
Brown to supply an Assistant Magistrate and seconded by Mayor Virginia Seeman.
City Manager:Joe Saggio asked for the names of the screening committee and
how many applicants there were for City Manager. Marie Shanks supplied Mr.
Joe Saggio with the information.Marie Shanks made a motion to appoint G. Ray
Lee as City Manager at a salary of $24,000 annually starting September 1,
1979, seconded by Norman Hill.Motion carried unanimously.
Executive Session, August 15, 1979:Norman Hill made a motion to call an Execu-
tive Session on August 15, 1979, at 6:00 P.M. and seconded by Marie Shanks.
Public Works Employees:Norman Hill reported after review of the applications,
Earl Black and Galen Monson are to be hired as public works employees.The City
Clerk is to take care of insurance and licensing the vehicle purchases.The City
Clerk and Norman Hill will supervise these employees.Marie Shanks asked how
much salary and someone should see that the Personnel Policy is read by the em-
ployee.Marie Shanks made a motion for the City Clerk to prepare a form for em-
ployees to sign stating that the Personnel Policy has been read and that it will
be abided by and seconded by Norman Hill. Motion carried unanimously.
There was discussion on physical examinations and the need for X-rays.Norman
Hill made a motion to hire Earl Black at $12,000.00 annually and Galen Monson at
a salary of $9,500.00 annually which figures $4.75 per hour and Public Works em-
ployees with ,no title and seconded by Thomas Damiano. Thomas Damiano made a
motion to amend the motion to start Earl Black at a salary of $5.75 per hour and
Galen Monson at a salary of $4.75 per hour and seconded by Norman Hill.The
amendment to the motion carried unanimously.The motion carried unanimously.
Norman Hill made a motion that Mr. Black and Mr. Monson start work effective upon
results of positive physical examinations and seconded by Thomas Damiano.Thomas
Damiano made an amendment to the motion to authorize the City Clerk to pick out
the best physical examination form for the City with the help of Marie Shanks
and seconded by Marie Shanks.The amendment to the motion was carried unanimously.
The amended motion carried unanimously.
Corporation Commission Hearing on Palm Springs Utility Co.:City Attorney, Susan
Special Meeting

Goodwin explained to the Council the hearing to be held by the Corporation
Commission August 17, 1979.Miss Goodwin explained the Order to Show Cause was
brought against Palm Springs Utility Company by the Corporation Commission, and
requested ficq' authorization to intervene on the behalf of the City of Apache
Junction, should intervention be needed.
Thomas Damiano made a motion to authorize Susan Goodwin to intervene on the
behalf of the City of Apache Junction with the Corporation Commission on August
17th, 1979 at the Public Hearing on the Palm Springs Utility Company if necessary
and seconded by Norman Hill.Motion carried unanimously.
