August 22, 1979
A special meeting of the Apache Junction City Council was held at City Hall August
22, 1979 pursuant to notice as required by law.
The special meeting was called to order by Mayor Virginia Seeman.
The Invocation was presented by Jimmy Eidson.
The Pledge of Allegiance was led by Vice -mayor John Granillo.
Roll Call
Members Present:
Mayor Virginia Seeman, Vice -mayor John Granillo, Jerry Burgess, Thomas Damiano,
Jimmy Eidson, Norman Hill and Marie Shanks.
Staff Present
Mike Curtis, Susan Goodwin, City Attorneys; Isabel C. Ballard, City Clerk.
Special Business
Moratorium on Palm Springs Utility Co.
Mayor Virginia Seeman explained that "this is a special meeting called by City Council
to make their decision on the Palm Springs Utility Company moratorium.Based on
previous public hearings, the meetings and citizens' input, the chair knows there
has been adequate time for all council to be informed from all sources about the
problem that vitally affects the health, safety and welfare of the people of the
Palm Springs Utility Co. area.In the future even more demanding decisions will be
placed on the City Council.Therefore, all discussion will be limited to the City
Council. If it is the desire of any members of the Council to hear any additional
information or testimony, it will be allowed only by a majority vote of the City
Council."
Mayor Seeman then asked for any new information from Council members.
Marie Shanks stated she has read through the three alternatives from legal council
and feels the moratorium covers too broad an area.She stated she felt it should be
limited to the areas with problems.
Marie Shanks made a motion to enter into the third alternative offered by legal
council on the Palm Springs Moratorium.The motion failed for lack of a second.
Marie Shanks made a motion to adopt Resolution #79-35 which is a modification
of the moratorium and Norman Hill seconded. Four (4) voted no, Mayor Virginia
Seeman, Vice -mayor John Granillo, Jerry Burgess, and Thomas Damiano. Three voted
yes, Jimmy Eidson, Norman Hill and Marie Shanks. Motion failed.
The moratorium remains in effect.
1979 Arizona Tax Conference
Vice -mayor John Granillo made a motion to approve attendance to the 1979 Arizona
Tax Conference in Phoenix, of the City Clerk, one Councilmember and the City
Manager and pay $45 registration and mileage and seconded by Marie Shanks.Motion
carried unanimously.
John Granillo made a motion to adjourn and seconded by Jerry Burgess.Six (6)
voted yes, Mayor Virginia Seeman, Jerry Burgess, Thomas Damiano, Jimmy Eidson,

Norman Hill.One (1) voted no, Marie Shanks. Motion carried.
Meeting Adjourned:8:30 P.M.
