CALL TO ORDER Mayor Wilson called the city council meeting to order. B. INVOCATION AND PLEDGE OF ALLEGIANCE Vice Mayor Rizzi gave the invocation and then council said the Pledge of Allegiance. C. CONSENT AGENDA Vice Mayor Rizzi moved,seconded Councilmember Evansto accept the consent agenda as presented. Yes: 7- Mayor Wlson, Vice Mayor Rizzi, Councilmember Evans, Councilmember Schroeder, Councilmember Biggs, Councilmember Nesser and Councilmember Gremmel o: 0 . 21-073 Consideration of acceptance of agenda. 2. 21-074 Consideration of approval of minutes of the regular meeting of February 16, City of Apache Junction,Arizona Page 1 City Council Meeting Meeting Minutes March 2,2021 2021. 3. 21-079 Consideration of approval of an Award of Contract to Sunland Asphalt for the reconstruction of Lost Dutchman Boulevard from Tomahawk Road to State Route 88. The work is planned for May/June, 2021 and will be through the 1 Government Procurement Alliance Cooperative Contract No.1 7-16P-05 in the amount of$347,458.20, plus a 10% contingency for unforeseen change orders in the amount of$34,745.82,for a total project cost not to exceed $382,204.02. As presented and discussed at the June 16, 2020 city council work session for the FY 20/21 CI P &Street Maintenance Plan,the work will result in a new paved surface,which includes street striping and bike lanes for this portion of Lost Dutchman Boulevard. E. AWARDS, PRESENTATIONS AND PROCLAMATIONS 4. 21-046 Presentation of proclamation designating 2021 as"Get Outdoors Arizona", Mayor Wilson proclaimed 2021 as"Get Outdoors Arizona"and presented the proclamation to Parks& Recreation Director Liz Langenbach and Park Ranger Supervisor Kelly Martin. Ms. Langenbach thanked the outdoor recreation groups for all of the activities they offer within the community. Mayor Wilson asked the outdoor recreation groups in attendance to stand and acknowledged them. F. ANNOUNCEMENT OF CURRENT EVENTS 5. 21-075 Announcement of current events from mayor and council hers. Councilmember Nasser shared that this weekend is the First Friday event.The Chamber is still offering the Spring Into Savings program.The Chamber is hosting a Women in Business speaker series which starts this Thursday.The March it hosted by the Chamber is March 18th. Councilmember Evans shared that this Saturday is the annual Household Hazardous Waste Event.The Community Development Corporation completed another property clean up this week. Council member Biggs shared that he attended an economic development course. The Founder Centennial Committee is meeting this Thursday. March 13th is the Star Family Honor Event. Vice Mayor Rizzi attended a budget session and it was very informative. Mayor Wilson shared that the Lost Dutchman Days Brat Fest is March 20th at VFW Post 7968. The Final County Junior Livestock Auction is March 20th as well, G. CITY MANAGER'S REPORT 6. 21-076 City Manager's Report. City Manager Bryant Powell introduced Brian O'Neill, executive director of the Phoenix-Mesa City of Apache Junction,Arizona Page 2 City Council Meeting Meeting Minutes March 2,2021 Gateway Airport, 7. 21-085 Presentation and discussion with the Executive Director of Phoenix-Mesa Gateway Airport, Brian O'Neill, regarding current events and new developments at the airport. Executive Director of Phoenix-Mesa Gateway Airport Brian O'Neill shared that the City of Apache Junction has become one of the most involved owners of the airport over the last few years and he looks forward to continuing the strong relationship with the city. Mr. O'Neill presented the growing nonstop route map and he believes that Gateway Airport will be one of the first airports to recover from the pandemic. Mr. O'Neill shared a photo that promotes Apache Junction that is now hanging at the airport. The airport has 3,000 acres of developable land and he shared projects that are coming to the airport and played a video about Gateway East Development. Mr. O'Neill provided an update on the Air Traffic Control Tower and the 2020 Airport Master Plan Update. Councilmember Schroeder stated that the council is very proud to be apart of the airport. Vice Mayor Rizzi commented that the airport is growing quickly. 8. 21-086 Discussion and update on membership renewal for participation in the Arizona Metropolitan Trust Program (employee insurance). Mr. Powell shared that the city is a part of Arizona Metropolitan Trust Program (AZMT)which offers health benefits to city staff and he wanted to give council a heads up that to be apart of this trust council must approve it every three years and that will be coming to council soon. H. PUBLIC HEARINGS 1. OLD BUSINESS J. NEW BUSINESS 9. 21-078 Presentation and discussion for an extinguishment request submitted by Gail Torchio and Rich Winters, of a Federal Patent Easement("FPE"), located at 1762 North Goldfield. Public Works Project Engineer Raquel Schatz presented that the applicants requested this extinguishment in order to keep a shaded structure in place that has been on the property prior to their purchase. Vice Mayor Rizzi asked what the$350 non refundable fee is for. Ms. Schatz replied that it covers staff time and Pinal County recording fees. City Attorney Joel Stern asked for clarification on the steps included in extinguishments and Ms. Schatz explained specific steps. This item will be back on the next agenda for consideration. K. COUNCIL DIRECTION TO STAFF L. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES City of Apache Junction,Arizona Page 3 City Council Meeting Meeting Minutes March 2,2021 10. 21-077 The next regularly scheduled or Session is Monday, March 15th and the next regularly scheduled Council Meeting is Tuesday, March 16th,2021. M. CALL TO PUBLIC is Winters, of Apache Junction, shared that his property was just discussed in regards to the extinguishment request and that the shade structure can be torn down if and when needed in the future. He finds it strange that this structure has been there for 30 years and it is just now a problem. He hopes that the council will consider it. George Schroeder, 2444 W.Virginia Street in Apache Junction, hopes that he doesn't get more air traffic over his house. He is concerned that he calls the police and they do not care what he says. His rights as a homeowner are being taken away. N. ADJOURNMENT Mayor Wilson adjourned the city council meeting.
