CALL TO ORDER Mayor Wilson called the city council meeting to order. B. INVOCATION AND PLEDGE OF ALLEGIANCE Vice Mayor Rizzi gave the invocation and then council said the Pledge of Allegiance. C. CONSENT AGENDA Vice Mayor Rizzi moved,seconded y Councilmember Nesser to accept the consent agenda and move item to NewBusiness. Yes: 7- Mayor Wilson, Vice Mayor Rizzi, Councilmember Evans, Councilmember Schroeder, Councilmember Biggs, Councilmember Nesser and Councilmember Gremmel City of Apache Junction,Arizona Page 9 City Council Meeting Meeting Minutes July 6,2021 No: 0 1 21-326 Consideration of acceptance of agenda. 2. 21-325 Consideration of approval of minutes of the special meeting of June 14, 2021. 3. 21-327 Consideration of approval of minutes of the regular meeting of June 15, 2021. 4. 21-288 Acknowledge receipt of the Annual Report of the Apache Junction Public Library or of Trustees for 2020-2021 fiscal year. 5. 21-323 Consideration on an award of contract to Viasun Corporation for asphalt crushing and screening.The work would be through the City of Scottsdale Cooperative Contract No. 20RP01 6 in a total amount not to exceed $308,096.00 and this service contract is a partial fulfillment of the Fiscal Year's Capital Improvement and Street Maintenance Plan. Council member Evans moved,seconded by Council member Biggs that an award of contract to Viasun Corporation for asphalt crushing and screening in a total amount not to exceed $308,096.00 be approved. Public Works Manager Shane Kiesow presented the process and uses of recycled asphalt. E. AWARDS, PRESENTATIONS AND PROCLAMATIONS 6. 21-338 Presentation of proclamation recognizing July 2021 as Parks and Recreation Month. Mayor Wilson proclaimed July 2021 as Parks& Recreation Month and presented the proclamation to Jamie Sullivan. Ms. Sullivan thanked council for their support and shared a video of the history of Apache Junction Parks& Recreation. F. REGIONAL INTERGOVERNMENTAL UPDATES 7. 21-332 Brief summary of intergovernmental updates from mayor and councilmembers. Councilmember Evans shared that the AJ CDC recently cleaned up a code compliance case yard with the help of 19 volunteers. G. CITY MANAGER'S REPORT 8. 21-329 City Manager's Report. Assistant City Manager thanked Parks& Recreation for their great 4th of July event over the City of Apache Junction,Arizona Page 2 City Council Meeting Meeting Minutes July 6,2021 weekend. He thanked Republic Services for the donation of fireworks for the 11 th year in a row. 9. 21-330 Announcement of current events. Public Information Officer Al Bravo presented the following current events: -Shop Local is still occuring -Water Drive hosted by Papa Murphy's and Genesis Project -First Friday is this Friday -Sonoran Farmers Market this Sunday H. PUBLIC HEARINGS 1. OLD BUSINESS J. NEW BUSINESS 10. 21-322 Presentation and discussion on the Pubic Work's Fiscal Year 2021/2022 Capital Improvement and Street Maintenance Plan. City staff will present information regarding the status of the city's streets and upcoming Capital Improvement and Street Maintenance Projects for the new Fiscal Year. Public Works Manager Shane Kiesow presented the 2021 street assets and ratings, the 2022 Capital Improvement Plan and 2022 Street Maintenance Plan and associated projects. 11. 21-331 Consideration of appointment of Aaron Doug LaSota as presiding magistrate and consideration of associated employment agreement; swearing in of Aaron Doug LaSota as presiding magistrate; and opportunity for comments by mayor, council and Judge LaSota. Councilmember Evans moved,seconded by Councilmember Nesser that Aaron Doug LaSota be appointed as presiding magistrate and that the employment agreement for Mr. LaSota be approved. Yes: 6- Mayor Wilson, Vice Mayor Rizzi, Councilmember Evans, Councilmember Schroeder, Councilmember is and Councilmember Nasser No: 1 - Councilmember Gremmel Assistant City Manager Matt Busby shared the interview process, Mayor Wilson shared that council went through a series of interviews and came up with what they believe to be the best qualified candidate. City Clerk Jennifer Pena swore in Judge LaSota and he thanked council for their vote of candidacy and promised to work hard and make the proud. K. COUNCIL DIRECTION TO STAFF L. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES 12. 21-328 Executive Session at 6:00 P.M.for Monday, July 19th and Executive Session at 6:00 P.M.for Tuesday, July 20th in the city council conference room located at 300 E. Superstition Boulevard in Apache Junction,Arizona and other meetings scheduled if necessary. City of Apache Junction,Arizona Page 3 City Council Meeting Meeting Minutes July 6,2021 Councilmember Evans moved,seconded by Councilmember Schroeder that an Executive Session at 6:00 P.M.for Monday,July 19th and Tuesday,July 20th,2021 be held in the city council conference room located at 300 E.Superstition Boulevard in Apache Junction,A;E,and other meetings be scheduled if necessary. Yes: 7- Mayor Wilson, Vice Mayor Rizzi, Councilmember Evans, Councilmember Schroeder, Councilmember Biggs, Councilmember Nasser and Councilmember Gremmel No: 0 M. CALL TO PUBLIC Donna Carr,2178 W.Virginia Street, is wondering what is happening with the Calling All Artist program. She has a neighbor who burns his trash and plays loud karaoke. George Schroeder, 2444 W.Virginia Street, says that Ms. Rizzi's empathy sounds like apathy. The homeless are still on our streets. It's been 40 years and his street still has not been fixed and he's not waiting 2 more years. He doesn't want to hear about Mesa. N. ADJOURNMENT Mayor Wilson adjourned the city council meeting.
