A. CALL TO ORDER
Mayor Serdy called the meeting to order at 7:03 p.m.
INVOCATIONB.
Vice Mayor Wilson gave the invocation and Councilmember Evans led the meeting attendees in
the Pledge of Allegiance.

3. 20-016 Consideration of approval of proposed Resolution No. 20-01, a final plat
approval for case SD-2-18, a request by Lennar Homes(owner), represented
by Todd Skoro, for a 179 lot residential subdivision tentatively to be named
Goldview, located approximately at the Southwest corner of Old West
Highway and Goldfield Road.

E. AWARDS, PRESENTATIONS AND PROCLAMATIONS
4. 20-022 Presentation of award by Ray Villa, Executive Director of Community Alliance
Against Family Abuse (CAAFA), to Councilmember Rizzi for her help at
CAAFA's Holiday House.
Ray Villa, Executive Director of Community Alliance Against Family Abuse (CAAFA) presented
Councilmember Rizzi with an award recognizing her generous contributions to CAFFA.
Councilmember Rizzi stated how fortunate the city was to have such an organization in the
community to help domestic violence victims. She stated it is one more spotlight on the
residents'generosity.
F. ANNOUNCEMENT OF CURRENT EVENTS
5. 20-011 Announcement of current events from mayor and councilmernbers.
Councilmember Struble Reported on the 2nd Annual Prayer Walk and the gathering afterwards
at Flatiron Park. In a conversation with an attendee, Mr. Struble stated the gentleman and his
wife wished to thank the Apache Junction Police Officer they had been in contact with recently
for all their compassion and assistance they provided while the couple was down on their luck.
He announced the Community Appreciation Day event will be held on Saturday, January 25th at
Flatiron Park. It will be held from 2:00 p.m.to 8:00 p.m.with an open mic from 2-4 p.m.
He announced the AJ Kid Idol event on Sunday, January 26th. It will be held at Mountain View
Lutheran Church and 18 students will be competing.
Councilmember Evans reported she and Councilmember Barker attended a neighborhood
meeting at Meridian Manor where the residents expressed their appreciation to have trash
collection with a reduced price.
Vice Mayor Wilson stated he attended Heritage Days at the museum a while back. He stated
there was an actual signing cowboy on a real horse. He announced he and his wife took their
service pony out to the Elks Club for the antique car show. any people found it interesting that

a miniature horse was 1 of only 2 animals considered to be an ADA service animal. Some of
the attendees expressed surprise to here there was an actual business in the city for not only
animal training, but for training ADA animals.
Councilmember Schroeder congratulated Councilmember Rizzi on her award and thanked her
for all her contributions to the community. He stated his family was visiting from out of town and
several of them have now decided to move to Apache Junction. He also visited the Heritage
Days event and was enamored by the skill and talent in the artwork and crafts he saw and
flavors of the homemade food.
Councilmember Rizzi stated there is always something to do in Apache Junction. She attended
the Chamber of Commerce Business Expo event. any councilmembers attended the State of
the State address by the Governor. She also attended the John Denver tribute at Flatiron Park.
Mayor Serdy announced he attended Heritage Days, and the John Denver Tribute event. The
John Denver event exceeded the estimated attendance by several hundred. He attended the
kick-off event for Lost Dutchman Days where they honored the city with a heritage award for
being a long time community partner.
He announced the Arizona courts upheld the 1/2 cent sales tax the Pinal County voters approved
in 2017 for transportation projects such as the new freeway to connect Apache Junction with
Interstate 10 and the widening of State Route 347.
He announced the State of the City will be held at the Performing Arts Center at the high school
on February 12th at 7:00 p.m.
G. CITY MANAGER'S REPORT
6. 20-012 City Manager's Report.
City Manager Bryant Powell expressed excitement for the upcoming State of the City. The
reception begins at 6:30 and program starts at 7:00 p.m. He reminded everyone the 2020
census is underway. There are positions available to assist with the count.
He announced the formal notice of retirement of Spencer Paden which will be effective April 1.
7. 19-603 Introduction of and discussion with Pinal County Treasurer Michael McCord.
Mr. Powell then introduced Pinal County Treasurer Michael McCord.
Mr. McCord stated he is in his 3rd year of his first term in government. He spoke on three areas
the County Treasurer is responsible for, these were:
1. Tax collection
2. Tax Lien sale process
3. Invest excess county funds
8. 19-618 Presentation by Kevin Camberg of Fester& Chapman on the city's annual
financial audit.

Mr. Powell then introduced Kevin Camberg of Fester&Chapman, conducting the city's annual
financial audit.
Mr. Camberg provided the Council with a brief overview and summary of the City's financial well
being. He presented a Powerpoiint of the 190 page audit. They usually look at the number of
corrections or errors they find, they had no audit findings this year and the only adjustments
were proposed by staff. It was a very impressive and clean audit.
He then provided an overview of what they do during an audit. He also addressed the Federal
compliance audit they do when reviewing the books.
It is always called an unmodified opinion which means the numbers and presentation of the
numbers are in compliance with the accounting principles.
H. PUBLIC HEARINGS
9. 20-019 Reconsideration of application for a special event liquor license from applicant
Ed Shockley for Superstition Mountain Promotional Corporation, application
formally submitted under the Superstition Mountain Rotary Club#1246. This
is for the Lost Dutchman Days event, to be held at the Apache Junction
Rodeo Grounds located at 1590 E. Lost Dutchman Blvd.,Apache Junction,
AZ. This event will be held for three consecutive days, starting on Friday,
February 28, 2020 through Sunday, March 1, 2020 from 10:00 a.m. to 10:00
p.m. Council recommended approval of the initial application on December 3,
2019.
Councilmember Barker moved,seconded by Vice Mayor Wilson to recommend approval to the
Arizona Department of Liquor Licenses and Control of the special event liquor license
application,sponsoring entity Superstition Mountain Promotional Corporation for the Lost
Dutchman Days event.

City Clerk Jennifer Pena stated the City Council had approved the special event liquor license at
the December 3rd council meeting. It was discovered the Rotary Club is not one of the entities
allowed to be a sponsor for a special event liquor license.
Applicant Mr. Ed Shockley was present to answer questions, but spoke on the sponsoring party
change.
Mayor Serdy opened the public hearing, receiving no comments, he closed the public hearing.

10. 19-632 Presentation, discussion, and consideration of approval of an agreement with
the Arizona Department of Homeland Security for Fiscal Year 2018
reallocation funds in the amount of$7,773.00 to purchase handheld radios for
the Apache Junction Police Department.

Councilmember Evans moved,seconded by Vice Mayor Wilson that the agreement with the
Arizona Department of Homeland Security,for fiscal year 2018 reallocation funds,in the amount

Chief Tom Kelly presented the agreement in Ms. Patel's absence. He stated these are
reallocated funds from 2018. In October of 2019 the city entered into an agreement with
Homeland Security and was granted approximately$30,000. The city went back and asked
about the 2018 remaining funds and if they would consider granting the city additional funds for
handheld radios.

11. 20-013 Executive Session at 6:00 P.M. and Work Session at 7:00 P.M.for Monday,
February 3, 2020 and Executive Session at 6:00 P.M. and Work Session at
7:00 P.M. for Tuesday, February 4, 2020 in the city council conference room
and city council chambers located at 300 E. Superstition Boulevard,Apache
Junction,Arizona, respectively; and other meetings if necessary.
Councilmember Barker moved,seconded by Councilmember Rizzi that an executive session at
6:00 p.m.and work session at 7:00 p.m.for Monday,February 3,2020 and an executive session at
6:00 p.m.and work session at 7:00 p.m.for Tuesday,February 4,2020 be held in the city council
conference room and city council chambers located at 300 E.Superstition Boulevard,Apache
Junction,Arizona,respectively;and other meetings if necessary.

M. CALL TO PUBLIC
George Schroeder, 244 West Virginia St., inquired as to where all the funding is coming from
that allows County Supervisor Todd House to re-orientation of Mountain View Road. He
expressed concern over who is living within the City of Apache Junction. There are thousands
of RV's in the city with people living in them, some parked in backyards, and we do not know
who they are. He reference The Terrorist Act and thought it allows us to know who is living in
our neighborhoods.
He implied the residents will find a solution to the garbage issue.
