CALL TO ORDER Mayor Serdy called the council meeting to order at 7:23 p.m. B. INVOCATION AND PLEDGE OF ALLEGIANCE Vice Mayor Wilson gave the invocation and Councilmember Schroeder led the meeting attendees in the Pledge of Allegiance. C. CONSENT AGENDA Councilmember Barker moved,seconded by Councilmember Evans that: •the agenda be accepted as presented •the minutes of the special and regular meetings of June 16th and the special meeting of June 17th be approved •receipt of the annual report of the Apache Junction Public Library Board of Trustees for Fiscal Year 200- 1 be acknowledged •award of contract to Sunland Asphalt for fog seal street preservation on select city streets in an amount of$131,796.00 plus a 1 % contingency for a total project cost not to exceed$144,974.00 be approved •award of contract to Sunland Asphalt for the reconstruction of Baseline Avenue from Winchester Road to Tomahawk Road in the amount of 7 7,911. 7,plus a 10% contingency for a total project cost not to exceed$811,702.27 be approved •award of contract to Sunland Asphalt for the reconstruction of Baseline Avenue from Ironwood Drive to Meridian Road in the amount of 711,107.5 ,plus a 1 % contingency for a total project cost not to exceed$782,217.50 be approved •the Second Amendment to the Tyler Technologies contract to add software modules for Human Resources,payroll with employee self-service,vendor self-service and bids with contracts for an implementation cost of$82,740.00 with an additional$21,920.00 in travel costs,if travel resumes and onsite assistance is needed,and an annual maintenance cost of$20,680.00 for a total cost not to exceed$125,340.00 be approved 1. 20- 3 Consideration of acceptance of agenda. Yes: 7- Mayor Serdy, Vice Mayor Wilson, Councilmember Barker, Councilmember Evans, Councilmember Rizzi, Councilmember Schroeder and Councilmember Struble No: 0 5. 20-224 Acknowledge receipt of the Annual Report of the Apache Junction Public Library Board of Trustees for fiscal year 2019-2020.A.R.S. 9-418 requires the Library Board to make an annual report to the governing body of the city on or before the first Monday of July of each year.The report was adopted and approved by the Library Board at a special meeting held on June 18, 2020. Yes: 7- Mayor Serdy, Vice Mayor Wilson, Councilmember Barker, Councilmember Evans, Councilmember Rizzi, Councilmember Schroeder and Councilmember Struble No: 0 6. 20-298 Consideration and approval of Fiscal Year 2020-2021 Health and Human Services Commission funding recommendations. Councilmember Barker moved,seconded by Councilmember Evans that Health and Human Services funding for Fiscal Year 2020-2021 be approved as follows: (1)Community Alliance Against Family Abuse in the amount of $17,450.00 (2)Horizon Health&Wellness in the amount of$9,500.00 (3)Superstition Food Bank in the amount of$19,800.00 (4)Genesis Project in the amount of$10,500.00 (5)Boys And Girls Club Of The East Valley in the amount of $16,750.00 (6)Apache Junction Community Development Corporation in the amount of $6,000.00 for a total allocation amount of$80,000.00 and that all agencies receiving funding for fiscal year 20-21 be advised that they will be obligated to strictly adhere to all terms and conditions as set forth in the contracts and be subject to contract cancellation if they fail to do so. Yes: 6- Mayor Serdy, Vice Mayor Wilson, Councilmember Barker, Councilmember Evans, Councilmember Rizzi and Councilmember Schroeder No: 1 - Councilmember Struble This item was removed from the consent agenda at Councilmember Struble's request and discussed during Old Business. Mr. Struble wanted to have this item as a vote on it's own and suggested alternative funding amounts to the applicants. Mayor Serdy stated that this is why we appoint members to the Health &Human Services commissions to make these sort of recommendations and we should trust their recommendations. Development Services Director Larry Kirch shared the recommendations from Health & Human Services commissions. 7. 20-309 Consideration of approval for the award of contract to Suniand Asphalt for fog seal street preservation on select city streets.The work would be through the 1 Government Procurement Alliance cooperative Contract No. 17-16P-05 in the amount of$131,795.00 plus a 10% contingency for unforeseen change orders, in the amount of$13,179.00 for a total project cost not to exceed $144,974.00. Work is planned for Fall 2020 and will result in a preserved street surface and new street striping for the streets, as presented and discussed for the FY 20121 CIP&Street Maintenance Plan at the June 16, 2020 City Council work session. Yes: 7- Mayor Serdy, Vice Mayor Wilson, Councilmember Barker, Councilmember Evans, Councilmember Rizzi, Councilmember Schroeder and Councilmember Struble No: 0 8. 20-310 Consideration of approval of the award of contract to Sunland Asphalt for the reconstruction of Baseline Avenue from Winchester Road to Tomahawk Road.The work would be through the 1 Government Procurement Alliance cooperative contract No. 17-1613-05 in the amount of$737,911.27, plus a 10% contingency for unforeseen change orders in the amount of$73,791.00 for a total project cost not to exceed$811,702.27. Work is planned for Fall 2020 and will result in a new paved surface, street striping and bike lanes for this portion of Baseline Avenue as presented and discussed for the FY 20/21 CIP &Street Maintenance Plan at the June 16, 2020 City Council work session. Yes: 7- Mayor Serdy, Vice Mayor Wlson, Councilmember Barker, Councilmember Evans, Councilmember Rizzi, Councilmember Schroeder and Councilmember Struble N o; 0 9. 20-311 Consideration of approval of the award of contract to Sunland Asphalt for the reconstruction of Baseline Avenue from Ironwood Drive to Meridian Road.The work would be through the 1 Government Procurement Alliance cooperative contract No.17-1613-05 in the amount of$711,107.50, plus a 10%contingency for unforeseen change orders in the amount of$71,1110.00 for a total project cost not to exceed $782,217.50. Work is planned for Fall 2020 and will result in a new paved surface, street striping and bike lanes for this portion of Baseline Avenue as presented and discussed for the FY 20121 CIP &Street Maintenance Plan at the June 16, 2020 City Council work session. Yes: 7- Mayor Serdy, Vice Mayor Wilson, Councilmember Barker, Councilmember Evans, Councilmember Rizzi, Councilmember Schroeder and Councilmember Struble No: 0 City of Apache Junction,Arizona Page 4 City Council Meeting Meeting Minutes July 7,2020 10. 20-320 Consideration of approval of the proposed Second Amendment to the City's contract with Tyler Technologies, to add the following software modules at an annual maintenance cost of$20,680 for Phase 11 of the project: human resources, payroll with employee self-service, vendor self-service and bids with contracts. A one time implementation fee of$82,740 in addition to $21,920 in travel costs, if travel were to resume and onsite assistance is needed,will be incurred and billed as needed with City's consent. AWARDS, PRESENTATIONS AND PROCLAMATIONS F. ANNOUNCEMENT OF CURRENT EVENTS 11. 20-295 Announcement of current events from mayor and councilmembers. Councilmember Struble has nothing. Councilmember Evans shared that the CDC Board is making plans for the October Make a Difference Day for the Field of Dreams in front of the Boys&Girls Club. Vice Mayor Wilson has nothing. Councilmember Barker has nothing. Councilmember Schroeder has nothing. Councilmember Rizzi has nothing. Mayor Serdy commended Parks&Recreation and Republic Services on the 4th of July show. G. CITY MANAGER'S REPORT 12. 20-296 City Manager's Report. Assistant City Manager Matt Busby thanked city staff for making the 4th of July show happen. Mr. Busby stated that there were 220 viewers on the Facebook live broadcast. 13. 20-301 Discussion and presentation by Stephen Herring of Republic Services on free dump week and an update on Solid Waste, Recycling and Disposal Services contract. Stephen Herring of Republic Services shared that Republic Services is proud to sponsor the 4th of July show. Mr. Herring explained that the last free dump week brought in 165 tons at no cost to the residents.As of today, 10%of residents are signed up for recycling services and a little over 600 residents have utilized bulk trash pick up in May and June. He explained how bulk trash pick up and free dump week work. City of Apache Junction,Arizona Page 5 City Council Meeting Meeting its July 7,2020 H. PUBLIC HEARINGS 14. 20-267 Consideration of application for a special event liquor license for applicant Angela Davis of the Boys & Girls Club of the Valley for their annual Yesteryear fundraising event, to be held at Dolce Vita Retirement Community located at 3301 S. Goldfield Road, Apache Junction, AZ. This event will be held on Saturday, October 24, 2020 at 4:00 p.m. The next step in this process is for the council to hold a public hearing on the application and make a recommendation for approval or denial to be forwarded to the Arizona Department of Liquor Licenses and Control. Councilmember Rizzi moved,seconded by Vice Mayor Wilson that the application for a special event liquor license for the Boys and Girls Club"Yesteryear"fundraising event to be held at Dolce Vita,located at 3301 S.Goldfield Road on Saturday,October 24,2020 be recommended for approval to the Arizona Department of Liquor Licenses and Control. Yes: 7- Mayor Serdy, Vice Mayor Wilson, Councilmember Barker, Councilmember Evans, Councilmember Rizzi, Councilmember Schroeder and Councilmember Struble No: 0 City Clerk Jennifer Pena explained that this is the annual event held by the Boys and Girls Club at Dolce Vita. She explained that the Department of Liquor Licenses has suspended special event liquor licenses at this time but that council can still approve tonight as this event is not until October. Gretchen Long,Area Director of Boys&Girls Club, stated that the club is currently open for children to attend and they currently have about 50-55 children a day. Mayor Serdy opened the public hearing. Mayor Serdy closed the public hearing. I. OLD BUSINESS J. NEW BUSINESS K. COUNCIL DIRECTION TO STAFF L. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES 15. 20-297 Executive Session at 6:00 P.M. and or Session at 7:00 P.M.for Monday, July 20, 2020. Executive Session at 6:00 P.M. and Work Session at 7:00 P.M. for Tuesday, July 21, 2020 in the city council conference room and city council chambers located at 300 E. Superstition Boulevard,Apache Junction, Arizona, respectively; and other meetings if necessary. Councilmember Barker moved,seconded by Councilmember Evans that an Executive Session at 6:00 P.M.and Work Session at 7:00 P.M.for Monday,July 20,2020 and that an Executive Session at 6:00 P.M.and Work Session at 7:00 P.M.for Tuesday,July 21,2020 be held in the city council conference room and city council chambers located at 300 E.Superstition Boulevard,Apache Junction,Arizona,respectively;and other meetings if necessary. CALL TO PUBLIC George Schroeder, 2444 W.Virginia Street in Apache Junction, stated the Pinal County violated any agreement related to Mountain View Road and he has filed a complaint with the state. He agrees with Councilmember Struble regarding non profits getting money from the city. He objects any kind of service with Republic Services. He used to work for them and cannot have any contact with them. He takes his trash on a trailer to the dump twice a month for$30. N. ADJOURNMENT Mayor Serdy adjourned the council meeting at 8:08 pm.
