The agenda was accepted. 2.19-110 Consideration of approval of minutes of regular meeting of March 19,2019. E.AWARDS,PRESENTATIONS AND PROCLAMATIONS 3.19-104 Proclamation designating the month of April 2019 as Fair Housing Month”. Councilmember Barker read the Proclamation designating the month of April,2019 as “Fair Housing Month”. 4.19-106 Proclamation designating the week of April 7,2019 through April 13,2019 as “National Crime Victims Rights Week”. Councilmember Rizzi read the Proclamation designating the week of April 7,2019 through April 13,2019 as “National Crime Victims Rights Week”. 5.19-1 07 Proclamation designating the week of April 7,2019 through April 13,2019 as “National Volunteer Week”. Councilmember Evans read a proclamation designating the week of April 7,2019 through April 13,2019 as ‘National Volunteer Week’. 6.19-108 Proclamation designating the week of April 14,2019 through April 20,2019 as “National Public Safety Telecommunications Week”. The Mayor read a proclamation designating the week of April 74,2019 through April 20,2019 as “National Public Safety Telecommunications Week”. F.ANNOUNCEMENT OF CURRENT EVENTS 7.19-111 Announcement of current events from mayor and councilmembers. Councilmember Barker announced that on March 27th she attended the Mayor’s Prayer breakfast that was held by the Town of Gilbert.She said it was a very moving breakfast.She and City Manager Bryant Powell attended the dedication of the City of Eloy’s new City Hall.She was very impressed with their Council Chambers. Councilmember Schroeder announced the Boys and Girls Club fundraising event taking place Saturday,April 6th and reminded everyone to pre-order their tickets.He announced the opening of the AZ Diamondbacks Little League that occurred last weekend where the Mayor and Banner Gold threw out the first pitch. Vice Mayor Wilson recapped the 4-H events that took place at the Pinal county Fair last weekend. He highlighted the kids from Apache Junction that participated announcing 13 kids participated, with 6 different species,12 animals,and other additional projects they did.They did quite well and brought home several ribbons. Councilmember Evans announced she recently attended a Board and Commission training session that Heather Patel had arranged.It was a guide to understanding Boards and their governances.She would like to see this aspect of training added to the Citizen Leadership Institute (CLI)program the city conducts.This weekend is the ladybug release at Earth Heart Park.She announced the peanut butter and jelly food fundraiser conducted by the United Food bank for the kid’s summer program.It sends home PB&J with kids who may need additional help with lunches during school break. City of Apache Junction,Arizona Page 2 City Council Meeting Meeting Minutes April 2,2019 She recognized the Scrub &Grub event the city just held.This is a day where the employees partake in the cleaning of their departments.The city provides a lunch that day,and it really is a fun event. She asked everyone to spread the word that while you may see the collection boxes around town from St.Mary’s Food Bank,the food does not remain in the city;it does not help one person here. She asked if you are able to donate,please donate to the AJ Food Bank. Councilmember Struble announced he also attended the opening ceremony for the little league last weekend.This Saturday will be the ladybug release,butthere will also be entertainment. The winners form the AJ Idol competition will also be performing.He announced several businesses have challenged each other for the PB&J food drive. Coundilmember Rizzi stated the United Way,in partnership with Empowerment Systems,had approached several local businesses to participate in the PB&J fundraising and they had suggested partnering with each other to then challenge other businesses.She stated the challenge is on and the loser will receive a PB&J pie in the face. Mayor Serdy announced he and the City Manager visited the Superstition Mountain Country Club for another fundraising event for the Boys and Girls Club. The Mayor presented a short video on the SkyBridge Arizona Project happening at the Phoenix Mesa-Gateway Airport.SkyPlus is a company dedicated to aerospace logistics and is becoming a leader in international trade.Currently there is 360 acres at the airport in various developmental stages.They are building an air unified cargo and inspection logistics hub but also a researc & development and aerospace manufacturing hub. He announce a film crew from California was visiting the Superstition area and that a local news station in San Francisco did a segment of their news highlighting Apache Junction and the surrounding area.He shared the newscast video. He mentioned how important social media is and referenced a situation where 80+tires were dumped at the edge of town recnetly.Local realtors,John Gordon and Travis Lucas,cleaned up the mess and Discount Tire agreed to take the 83 tires at a cost to them. G.CITY MANAGER’S REPORT 8.19-112 City managers report. City Manager Bryant Powell spoke on the annual scrub and grub cleaning event.He stated it is held every year at the anniversary when the city received the new City Hall building.It was the former City Manager George Hoffman who started the tradition and they have continued the event ever since.It is a great way for employees to work together when they may over the course of regular business not have that much interaction,and a way to take pride in their work areas. He thanked the telecommunications officers who help so many people on what is usually the worst day of their life.A call to them is a call for emergency help and they do an amazing job. 9.19-042 Discussion and presentation by Marieke Curley and Stephen Herring of Republic Services on the February 4th -9th free dump week. Representatives from Republic Services were present to provide a report on the City’s quarterly free dump week at the landfill. The following are a few highlights from that week: City of Apache Junction,Arizona Page 3 City Council Meeting Meeting Minutes April 2,2019 •598 residents visited the dump during the one week period •149.5 tons of trash received •During that time the city brought out 5 trucks with a total of 2.59 tons •Total value for residents $4,800 •Groundwater wells at the dump have been tested and there are no issues •A list of recycling products can be found at hftps:!Irecyclingsimplified.com/ •Hard hats and safety vests must be worn when emptying your trash —it is a safety issue. 10.19-117 Presentation,discussion and update on the Downtown Redevelopment and Implementation Strategy (DRIS).The DRIS,adopted by the city council with the approval of Resolution No.10-34,recommends specific goals and strategies geared toward fostering revitalization in the downtown.The resolution requires staff to provide updates to the mayor and city council on the status of the items. City Manager Bryant Powell spoke on the Downtown Redevelopment Implementation Strategy (DRIS).Within the DRIS there are several aspects addressing public space and partnerships.He provided a brief presentation on many of the achievements that have been reached and presented several slides on these various projects.He stated part of this project also meant a review of the City Code.As the city grows and develops there are aspects in the City Code and possibly the Zoning Code that will need to be reviewed and amended. H.PUBLIC HEARINGS OLD BUSINESS J.NEW BUSINESS 11.19-099 Presentation,discussion and possible consideration of approval of proposed construction agreement with DBA Construction for infrastructure improvements to the Grand View neighborhood in an amount not to exceed $555,690.98.This work is partially funded by the Fiscal Year 2017 State Special Project grant application ($282,203.50)and the Fiscal Year 2018 Community Development Block Grant Regional Account allocation ($155,195.60)as requested by city council under Resolution Nos.17-09 and 18-07 respectively.A local match of $1 18,291.88 from the city is requited to leverage this funding. Development Services Projects Coordinator Heather Patel briefed the Council on the item. Councilmember Evans moved,seconded by Councilmember Rizzi to approve the proposed construction agreement with DBA Construction for infrastructure improvements to the Grand View neighborhood in an amount not to exceed $555,690.88. Councilmember Evans amended her motion to $555,690.98,Councilmember Rizzi seconded. Development Services Projects Coordinator Heather Patel briefed the Council on the item. Councilmember Rizzi moved,seconded by Vice Mayor Wilson to approve Resolution No.19-04 committing local funds in the amount of $70,915 as leverage for the Fiscal Year 2018 State Special Project grant application. Yes:7 -Mayor Serdy,Vice Mayor Wilson,Councilmember Barker,Councilmember Evans,Councilmember Rizzi,Councilmember Struble and Councilmember Schroeder No:0 13.19-103 Presentation,discussion and possible consideration of approval of proposed Resolution No.19-03 authorizing the submission of applications to the Governor’s Office of Highway Safety Federal Fiscal Year 2020 Grant Program.The Police Department submitted five applications totaling $290,250.00 ($43,844 for DUI enforcement overtime and PBTs,$82,503 for two motorcycles,$31,358 for speed enforcement overtime and radars, $27,713 for accident investigations training and $104,832 for two vehicles). Councilmember Barker moved,seconded by Councilmember Evans to approve Resolution No. 19-03 authorizing the submission of applications to the Governor’s Office of Highway Safety Federal Fiscal Year 2020 Grant Program. Development Services Project Coordinator Heather Patel briefed the Council on upcoming Resolution No.19-05 that will allow the city to submit for FY 2019 Community Development Block Grant and Fiscal Year 2019 State Special Project grant applications. Yes:7 -Mayor Serdy,Vice Mayor Wilson,Councilmember Barker,Councilmember [vans,Councilmember Rizzi,Councilmember Struble and Councilmember Schroeder No:0 M.CALLTO PUBLIC Chief Mike Farber,565 N.Idaho Rd.,from the Superstition Mountain Fire District announced last week they received their ISO rating.They achieved a rating of 2,which puts them in the top 4% of all fire departments in the nation.This is a significant matter for those in the district.Those persons in the district should contact their insurance company and update that rating.This usually means a decrease in the insurance. He stated it is an arduous process they have been working on over several years.Apache Junction used to have a rating of a 9 and a 5.
