E. AWARDS, PRESENTATIONS AND PROCLAMATIONS
F. ANNOUNCEMENT OF CURRENT EVENTS
Announcement of current events from Mayor and councilmembers.
3. 19-033 Announcement of current events from mayor and councilmembers.
Councilmember Evans announced she is working with several organizations in regards to the
city's homeless population and what the community can do to best serve these residents. The city
recently completed the Point in Time count and the homeless number was estimated to be at 88:
this is up 28%®from last year's count.
Councilmember Struble recognized his three sons who participated in the Lost Dutchman Days
marathon. He expressed his gratitude to all the volunteers who help out with the various events
held thoughout the year. He announced Peralta Trail Elementary has a Building America Club
and as part of a community service project the students put together and held a talent show to
raise funds for those less fortunate here in the city.
Vice Mayor Wilson mentioned the Sth grade students at Peralta Trail Elementary school,who
challenged other local schools to a food drive. The winning students received a pizza party and
the Mayor generously volunteered to have a pie in the face.
Councilmember Rizzi announced the Christmas light and decorating contest survey link was up
and running.she reminded everyone to vote on their favorite lighting and decorations. Voting
will be available until the end of February. She also announced the Lost Dutchman day parade
and rodeo being held Saturday,February 23rd. She thanked all the volunteers and the parks and
recreation staff for all their hard work in putting on these events.
Councilmember Barker thanked the volunteer committee,which she also serves on,and stated it
is a lot of work,but they enjoy it.
Mayor Serdy thanked everyone that helped in the making and production of the State of the City.
It was well attended and the video is up on the website and city's YouTube channel if those
unable to attend wanted to watch it.

4. 19-034 City manager's report.
City Manager Bryant Powell thanked the following departments for all their assistance in the Lost
Dutchman parade and rodeo: public works,parks and recreation,and the police department.
They coordinate with several businesses and organizations in the community which requires
great skill.
He also thanked the many volunteers for their time and dedication to making such great events
successful. He announce participation was up 20%®from last year. There were over 3,000
runners and over 800 volunteers. He stated every bit of profit goes directly to local charities.
H. PUBLIC HEARINGS
S. 19-043 Consideration of application for a special event liquor license for Apache
Junction Chamber of Commerce, 4949 E Shiprock Street, for a single day
event on Saturday, March 16, 2019. This event will be held at Flatiron
Community Park, 100 N. Apache Trail, Apache Junction, AZ, 85120. The
next step in this process is for the council to hold a public hearing on the
application and make a recommendation for approval or denial to be
forwarded to the Arizona Department of Liquor Licenses and Control.
City Clerk Kathleen Connelly provided information on the event and reported no department or
the Fire District expressed any concerns with the request. The applicant,Heidi Geldis,stated this
is the annual Blues and Brews festival held at Flatiron Community Park. She announced there
will be additional restroom facilities this year and more food trucks. Tickets are available on
Groupon and suggested people buy their tickets early.
Mayor Serdy called for public comments. Mr.John Chavez from Am Events and Entertainments,
the production company working with the Chamber of Commerce,stated he is looking forward to
the event,they are happy to be here in Apache Junction.
Mr.James Boerigter,1054 E.Roosevelt,inquired as to the dispersement of the profits that will be
raised from the event.
Ms.Geldis stated the funds will help fund scholarship applications that Apache Junction students
apply for. They are splitting funds with the Handlebar Pub and Grill,Apache Grayhound,and
Cowboys Up. The Chamber is not licensed to sell or handle liquor at such special events.
Councilmember Schroeder inquired if the Superstition Region Chamber of Commerce was also
hosting the event,Ms.Geldis replied that currently only the Apache Junction Chamber of
Commerce was hosting the event.
There were no further comments.

Councilmember Rizzi moved and Vice Mayor Wilson seconded the application for a special event
liquor license for the Blews and Brews festival on Saturday,March 16,2019 at Flatiron Community
Park.

6. 19-044 Consideration of application for an interim permit and a new series 12 liquor
license for Los Gringos Locos located at 280 S. Phelps Drive, Apache
Junction, AZ 85220. The next step in the process is for the council to hold a
public hearing on the application and make a recommendation for approval or
denial to be forwarded to the Arizona Department of Liquor Licenses and
Control.
City Clerk Kathleen Connelly provided information on the event and reported no department or
the Fire District had an issue with the license application. The applicant was not present for
comment.
Mayor Serdy called for public comment,seeing none,he closed the public hearing and called for
a motion.
Councilmember Evans moved and Vice Mayor Wilson seconded the application for the interim
permit and a series 12 liquor license for Los Gringos Locos restaurant.

7. 19-045 Consideration of application for a special event liquor license for Boys and
Girls Club of the East Valley-Superstition Mountain Branch for a fundraising
event on April 6, 2019 to be held at Dolce Vita, 3301 S. Goldfield Road,
Apache Junction. The next step in the process is for the council to hold a
public hearing on the application and make a recommendation of approval or
denial to be forwarded to the Arizona Department of Liquor Licenses and
Control.
City Clerk Kathleen Connelly provided an overview of the proposed event and stated no city
department or the Fire District had concerns or issues with the annual event. The applicant,
Russel St.John stated this is their 21st annual event.The event raises funds for the boys and girls
in Apache Junction to attend various functions of the Club.
Also present was Connie Lane-Van Drell president of the Board of Directors for the Apache
Junction Boys and Girls Club. She stated tickets are available on line and the theme this year is
Western.
Councilmember Rizzi moved and Vice Mayor Wilson seconded the application for a special event
liquor license for the Boys and Girls Club Doice Vita event on Saturday,April 6,2019.

8. 19-046 Consideration of application for a permanent extension of premises for
HandleBar Pub and Grill located at 650 W. Apache Trail, Apache Junction, AZ,
85120. The next step in the process is for the council to hold a public hearing
on the application and make a recommendation of approval or denial to be
forwarded to the Arizona Department of Liquor Licenses and Control.
City Clerk Kathy Connelly provided an overview of the proposed event and stated no city
departments or the Fire District had concerns or issues with the annual event. Applicant Patricia
Plzak stated they have purchased both adjoining lots and have been working with development
services on the building requirements. The area is more for hosting special events and expand
their game room activities.
No further discussion was held and the public hearing was closed.

9. 19-047 Consideration of application for a bingo license for Rancho Mirage, 2400 E,
Baseline, Apache Junction, AZ. The next step in the procedure is for the city
council to hold a public hearing on the application and make a
recommendation for approval or denial to be forwarded to the Arizona
Department of Revenue.
City Clerk Kathy Connelly provided an overview of the proposed request and stated no city
department or the Fire District had concerns or issues with the request. The applicants,Ms.Carol
Little and Ms.Carolyn Wilcox stated there bingo events have grown and need to change the type
of license they have. Currently their class A license allows gross receipts up to$15,600. They
raise funds to support social activities for their residents. They are asking for an extension of
their license to the end of the"snowbird"season.
There were no comments from the public,Mayor Serdy closed the public hearing.

license for Rancho Mirage.

10. 19-050 Presentation, discussion, public hearing and consideration of Ordinance No.
1463 (case PZ-2-18), by Amerco Real Estate Company and U-Haul
International LLC, represented by David Pollock, proposing to rezone 50 acres
of a 7 -acre property located at the southeast corner of US60 and S. Idaho
Road, from B-1/PD (General Commercial by Planned Development) to
B-5/PD (Light Industrial/Business Park by Planned Development); and
amending the development plan for the remaining 28 acres, also zoned
B-1/PD.
Councilmember Rizzi stated that while she does not have a true Conflict of interest,she recused
herself and left the room.
Senior Planner Rudy Esquivias stated the applicant has submitted a request to continue this item.
The applicant has paid the continuance fee but is still reviewing issues related to right-of-way
acquisition and other conditions requested by the city related to their rezoning case. They
request the case be continued to the April 16,2019 regular council meeting. The public hearing
will be continued as well.
Vice Mayor Wilson moved and seconded by Councilmember Evans to continue the rezoning case
#PZ-2-18 to the regular city council meeting of April 16,2019.

11. 19-027 Presentation, discussion and consideration of proposed Resolution No. 19-02,
approving the addition of parcel#s 104-07-001 B, 104-07-001 C and
104-07-001 D, currently located within the city boundaries, into the Superstition
Fire and Medical District.
City Manager Bryant Powell provided background on the request by the home builder Kauffman
Homes. The property owner is in favor of being included in the fire district,however a resolution
by the city is required prior to being added to the fire district
Mr.Powell stated there are two other areas in and around the city that would eventually need to
be added to the fire district.
Councilmember Evans moved and Councilmember Barker seconded to adopt Resolution No.
19-02 approving the addition of parcel#'s 104-07-001B,104-07-00IC and 104-07-001D,currently
located within the city be included in the Superstition Fire and Medical District.

12. 19-008 Presentation and discussion on Fiscal Year 18-19 Council Work Plan-2nd
Quarter Update.
Assistant City Manager Matt Busby provided an overall review of the City Council work plan.
There are 40 projects listed on the plan with 14 of them identified for interaction with council in
the second quarter. Mr.Busby then reviewed the list with the city council.
Councilmember Struble commented on the financial software staff is working dilegently to launch
in November.
13. 19-048 Presentation, discussion and consideration of a code of conduct applicable to
the council, board and commission members.
City Manager Bryant Powell recapped the direction council provided regarding the Code of
Conduct and the progress made regarding their modification requests. The current version was
presented for comments and any changes.
City Attorney Joel Stern stated the redline version was presented to reflect council's requests.
The city council had lengthy conversations regarding the items in the Code of Conduct and after
several comments related to only a few items,reqeusted the changes be addressed and brough
back to council at the next meeting.
Vice Mayor Wilson moved and seconded by Councilmember Rizzi to continue the item to the
March 4,2019 work session and March 5,2019 regular council meeting.

Councilmember Evans moved and seconded by Councilmember Rizzi that an executive session
at 6:00 P.M.and work session at 7:00 P.M.for Monday,March 4,2019 is cancelled in honor of
President's Day.And an executive Session at 6:00 P.M.and work session at 7:00 P.M.for Tuesday,
March 5,2019 be held in the city council conference room and city council chambers located at
300 E.Superstition Boulevard,Apache Junction,Arizona,respectively.

Frank Shanebeck,525 E.Shane Avenue,representing Mountain View Luthern Church,
announced the church has a new Pastor. Pastor Timothy Anderson came from New York and is
looking forward to reaching out to the youth in the community.
