CALL TO ORDER Mayor Serdy called the meeting to order at 7:01 p.m. B. INVOCATION ! Vice Mayor Wilson gave the invocation and Councilmember Evans led the meeting attendees in the Pledge of Allegiance. C. AGENDA Councilmember Barker moved and Councilmember Rizzi seconded the consent agenda be accepted as presented. 1. 19-060 Consideration of acceptance of agenda. The agenda was accepted. . 19-01 Consideration of approval of minutes of regular meeting of February 19, 2019. The minutes were approved. PRESENTATIONSE. AWARDS, ! None. City of Apache Junction,Arizona Page 1 City Council Meeting Meeting Minutes March 5,2019 F. ANNOUNCEMENT OF CURRENT EVENTS 3. 19-062 Announcement of current events from mayor and councilmembers. Councilmember Struble stated that he was riding the float along with the winners of the Apache Junction Kids Idol competition in the Lost Dutchman Day's Parade. The event was well attended and staff did a great job with all the preparations and traffic control. Councilmember Evans stated through a grant from Allstate,the City,and the Community Development Corporation,she was able to pass out house numbers to those shopping the local farmers market. This is a great safety measure allowing the Fire and Police to easily find homes. She and Councilmember Barker attended a neighborhood meeting at Rancho Mirage.The topic of discussion was safety; what the residents can do and how they can be more active in making their community a safer place. She announced the music festivals taking place over the next few weekends. Vice Mayor Wilson thanked all the volunteers and city staff in the preparations for the Lost Dutchman Day's rodeo and parade. He announced the upcoming Antique Tractor show. Councilmember Barked announced the city's fact sheet is out and stated the city received$1.5 million in grants,issued over 4,000 business licenses,the library checked out over 168,000 books, the Parks Department took care of over 2,050 acres of open space and trails,as well as maintaining 152 acres of parkland,provided 1,092 swim lessons,and served the local seniors 17,287 meals. She stated these statistics only covered a few highlights. Councilmember Rizzi thanked the Apache Junction Chamber of Commerce,all the volunteers, and the city for all the collaboration and planning that made the Lost Dutchman Day's Parade such a successful event. Mayor Serdy announced the Blues and Brews festival will be held on the 16th of March starting at 11:00 a.m.,and this weekend is the music festival that will be held Earth Heart Park. He thanked all the volunteers and the Apache Junction Chamber of Commerce for all the hard work and hours the Lost Dutchman Day's event requires to make it so successful. There were several events taking place over that specific weekend that did cause some congestion and traffic flow issues. He would like to see how the city might be alerted to other events not requiring the city to be notified so they can prepare for such congestion. Councilmember Rizzi mentioned the Apache Junction Chamber of Commerce has a link on their website to vote for the best float for the Lost Dutchman Day's Parade. She then announced the votes were tabulated for the Christmas Holiday"Light the Trail"lighting contest. The winner was the Little Prospector Preschool. Mayor Serdy presented the award to the owners of the preschool. G. CITY MANAGER'S REPORT 4. 19-063 City manager's report. City Manager Bryant Powell congratulated the winners of the"Light the Trail"Christmas lighting competition. He thanked Councilmember Barker for highlighting a few of the 2018 statistics related to city services. He and staff will be holding a debriefing on the Lost Dutchman Day's event. The program provides a lot of help to the city on maintenance issues related to community parks and public areas. He announced that he and Councilmember's Barker and Rizzi attended the last Pinal Partnership breakfast where the topic of discussion was water. It focused mostly on the Pinal County Active Management Area,but Apache Junction,which resides in the Phoenix Active Management Area, has spent years working on surface and ground water preservation and treatment efforts to manage the city's growth. He stated it was a very interesting discussion. 5. 18-551 Introduction of and discussion with new Chief Executive Officer, Laura Larson-Huffaker, of Horizon Health and Wellness. He then introduced Gustavo McGrew who introduced Laura Larson-Huffaker,the new Horizon Health and Wellness Chief Executive Officer. Ms.Huffaker stated she was excited to be here and looks forward to working with the City. 6. 19-059 Introduction of and discussion with new Chief Executive Officer, Denny Barney, of East Valley Partnership. Mr.Denny Barney of the East Valley Partnership had a previous engagement and was not present. H. PUBLIC HEARINGS 1. OLD BUSINESS 7. 19-067 Consideration of a code of conduct applicable to the council, board and commission members. City Attorney Joel Stern stated he had made the requested changes to the Code of Conduct and proceeded to review those changes with the city council. Councilmember Barker moved, seconded by Councilmember Evans to approve the amended and final version of the Code of Conduct applicable to the council and board and commission members.
