HomeMy WebLinkAbout1979-10-24 City Council Special MinutesCITY COUNCIL MINUTES SPECIAL MEETING OCTOBER 24, 1979 A Special Meeting of the City Council of Apache Junction was held on the 24th day of October, 1979 at the Apache Junction City Hall, pursuant to the notice as required by law. CALL TO ORDER Mayor Seeman called the meeting to order at 7:03 p.m. at the Apache Junction City Hall. PLEDGE OF ALLEGIANCE Vice -Mayor Granillo led the Pledge of Allegiance. INVOCATION Councilman Eidson gave the Invocation. ROLL CALL Councilmembers Present:Mayor Seeman, Vice -Mayor Granillo Councilmen Burgess, Damiano, Eidson, Hill, and Shanks Councilmembers Absent: None Staff Present Others Present :Isabel Ballard, City Clerk Susan Goodwin, Assistant City Attorney :Bill Vaughn, 1011 S. Maria Dr. Rene Lesieutre, 5820 E. 14th Ave. ACCEPTANCE OF THE AGENDA )The Council unanimously agreed to amend the agenda to include the setting of an executive session. Councilman Hill MOVED that the Council hold an Executive Session regarding personnel at 6:00 p.m. on November 7, 1979. seconded the motion. Vice -Mayor Granillo Special Meeting - Oct. 24, 1979 Page 2 VOTE:UNANIMOUS Motion carried. PROPOSED ORDINANCE REGARDING BATHHOUSES, MASSAGE PARLORS & THERAPY CENTERS (SECOND READING) Mayor Seeman addressed the citizens, expressing her "deep appreciation" for their attendance.She further stated that because of her Christian heritage, she believed that the elected officials of the City of Apache Junction were responsible to keep our city morally clean.She further reported that she had received numerous letters and telephone calls from citizens since the October 17th meeting, giving their full support on the passage of Ordinance No. 11.She reported that each Councilmember had received a copy of each letter received to date. Mayor Seeman asked the City Clerk if there were any requests to speak. City Clerk Ballard called upon Mr. Rene Lesieutre. Mr. Lesieutre of 5820 E. 14th Avenue, Apache Junction introduced himself as a representative spokesman for Father Burke of St. George's Catholic Church in support of the adoption of Ordinance No. 11. Mr. Bill Vaughn, 1011 S. Marie Dr., Apache Junction addressed the Chairman, urging the Council to put a stop to massage parlors in Apache Junction now, while they still can.He also stated that he wished to publicly announce that he supported the Mayor of Apache Junction and the City Council 100% and that the people who have been speaking out against them should try to spend more time listening and trying to help and not hender the Council; "it seems to always be the same 4 or 5 people who do all of the complaining about everything that goes on in Apache Junction."He pointed out the numerous meetings that were held when the City Code was being formed and at every meeting the citizens were asked for input. Attorney Goodwin reported that, though it was not necessary to read the Ordinance in full, it was necessary to have unanimous consent of the Council to waive the full reading; then it would only be necessary to read the heading of the ordinance. Vice -Mayor Granillo MOVED to waive the second reading in full of Ordinance No. 11. seconded the motion. VOTE:UNANIMOUS Motion carried. Councilman Hill Special Meeting - Oct. 24, 1979 Page 3 Councilman Eidson MOVED that Ordinance No. 11, an ordinance of the City of Apache Junction, Arizona amending Chapter 8 of the Code of the City of Apache Junction by adding Artical 8-4 relating to the operation of bathhouses, massage parlors and therapy centers, and declaring an emergency, be and hereby is approved. Councilman Hill seconded the motion. VOTE:UNANIMOUS Motion carried. ADJOURNMENT )Councilman Shanks MOVED to adjourn the meeting. seconded the motion.
