AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION ADOPTING THE CITY OF APACHE JUNCTION TRAFFIC
BARRICADE MANUAL 1986 BY REFERENCE;REPEALING ANY CONFLICTING
PROVISIONS:PROVIDING FOR SEVERABILITY,AND PROVIDING FOR PENALTIES.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE
JUNCTION,ARIZONA,THAT:
SECTION I IN GENERAL
Those certain documents which were made public record by Resolution
Number 86-35 and entitled "City of Apache Junction Traffic Barricade
Manual 1986"are hereby adopted by reference and as i f fully set
out i n this ordinance.
SECTION I I REPEALING ANY CONFLICTING PROVISIONS
All ordinances and parts of ordinances in conflict with the provisions
of this ordinance adopted herein by reference are hereby repealed.
SECTION III PROVIDING FOR SEVERABILITY
I f any section,sub—section,sentence,phrase,clause or portion
of this ordinance adopted herein by reference i s for any reason held
to be invalid or unconstitutional by the decision of any court of
competent jurisdiction,such decision shall not affect the validity
of the remaining portion thereof.
SECTION IV PENALTIES
Any person,firm or corporation,whether as principal,owner,or
agent,or otherwise,who violates any provisions of this ordinance
or violates or fails to comply with any order or regulation made
hereunder,shall be guilty of a misdemeanor and upon conviction
thereof shall be punishable by a fine of not more than one—thousand
dollars ($1,000)or by a term not exceeding six (6)months or by
both such fine and imprisonment,and each day's continuance of a
violation shall be deemed a separate offense.

his manual is presented to increase safety and minimize accidents involving
otorists, pedestrians and workmen and to reduce congestion and confusion by

ersons, contractors, utilities and agencies performing work in the public
ight-of-way.
I.NEED AND PURPOSE OF MANUAL
32 pie primary function of City streets is to provide for the movement of people
nd goods from place to place.A secondary use of the street right-of-way
is to provide for the placement of public utilities.In order to serve both
functions, streets and utilities must be constructed and maintained.
consequently construction and maintenance work must be coordinated with traf-
fic movement to provide optimum safety and convenience to the motorist, pede-
strian and workman.
The purpose of this manual is to establish basic uniform requirements for traf-
fic control in construction and maintenance areas.This manual prescribes
specific standards for the manufacture, application and maintenance of temp-
orary traffic control devices.Typical application of these devices is illu-
strated herein.Application of these devices to other situations shall be
handled in a similar manner consistent with the methods illustrated.
These requirements, standards and methods of application conform to the Manual
on Uniform Traffic Control Devices.
III.PURPOSE OF BARRICADING AND CHANNELIZATION
The purpose of barricading and channelization is to:
A.Protect the motoring public.
B.Protect pedestrians and workmen.
C.Provide a safe orderly flow of traffic and reduce congestion.
D.Maintain good public relations.
IV.PROCEDURE FOR OBTAINING PERMISSION TO RESTRICT CITY STREETS
ALL PERSONS, CONTRACTORS, UTILITIES AND OTHER AGENCIES SHALL OBTAIN PER-
MISSION TO RESTRICT (PARTIAL OR COMPLETE) ALL STREETS, SIDEWALKS, AND
ALLEYS IN THE CITY OF APACHE JUNCTION.
Permission to restrict all streets, sidewalks, and alleys shall conform
with Section V of this manual.Any deviations, except during emergency
conditions, must have prior approval.
Permission to restrict a street, sidewalk, or alley for construction,
utility or maintenance purposes, shall be requested and approved through
the Engineering Division, with concurrence of the Fire Department (982-
3221) and Police Department (982-8260).All other requests (parades,
block parties, etc.) shall be requested and approved through the Police
Department with notification to the Fire Department.
24 -hour advance notice is required for partial closures on major and
collector streets.A minimum of 72 -hours advance notice will be
required for review for complete closures of major and collector streets.
If detours are required, plans shall be required.
V.GENERAL TRAFFIC REGULATIONS
ALL TRAFFIC ON ALL STREETS, SIDEWALKS AND ALLEYS SHALL BE REGULATED IN
ACCORDANCE WITH THIS MANUAL.
UNLESS OTHERWISE PROVIDED FOR IN THE "SPECIAL TRAFFIC REGULATIONS"
LISTED ON THE PROJECT PLAN OR CITY PERMIT, OR IF APPLICABLE BY PRIOR
APPROVAL OF TEE ENGINEERING DIVISION OR DURING EMERGENCY CONDITIONS,
THE FOLLOWING ARE MINIMUM TRAFFIC CONTROL REQUIREMENTS FOR ALL TRAFFIC
RESTRICTIONS:
A.During the following PEAK TRAFFIC HOURS, traffic restrictions
are not permitted at signalized intersections or on Major or
Collector streets having two or more through -traffic lanes in
any one direction (multiple lanes) without the employment of
off -duty uniformed police officers:
1.7 to 8:30 a.m. and 4 to 6:00 p.m., weekdays.
2.9 to 10:00 a.m. Saturday near "Major Shopping Centers".

B.During OFF-PEAK TRAFFIC HOURS, when one traffic lane is restricted at
multiple -lane signalized intersections with left -turn channels, the left
turn channels with special channelization shall be used to provide a
minimum of four traffic -through lanes (two lanes for each direction.)
(See Figures 16 and 17.)
C.Except as provided for in Items A and B above, a MINIMUM OF TWO TRAFFIC
LANES (one in each direction) shall be maintained open to traffic on all
Major and Collector streets at all times.
D.Local streets may be closed except for local access when construction
or maintenance requires.
E.Local access shall be maintained to all properties on all streets (Major
Collector and Local) at all possible times.When local access cannot
be maintained, the contractor, utility, or other agency shall notify the
affected property owner, resident or tenant, a minimum of 24 -hours in
advance and restore access as soon as possible.
F.Access to fire stations, hospitals and police stations shall be main-
tained at all times.When access restrictions are necessary, the con-
tractor, utility or other agency shall coordinate such access restric-
tions with the responsible person in charge of the affected fire station,
hospital or police station.
EXISTING TRAFFIC CONTROL DEVICES
A.Traffic signs
The contractor, utility or other agency shall maintain all existing STOP,
YIELD, and street -name signs, verifying they are erect, clean and in full
view of the intended traffic at all times.If these signs interfere with
construction, the contractor, utility or other agency shall temporarily
relocate the signs to allow construction, but still in full view of the
intended traffic.

removed by the contractor, utility or other agency without damage, and
salvaged on the adjacent property line.The ENGINEERING DIVISION SHALL
BE NOTIFIED OF ALL SIGN REMOVALS.
B.Traffic Signals
The contractor, utility or other agency shall maintain all
existing traffic signal equipment, except vehicle detector
sensing devices (when necessary) fully operational in the
existing locations and in full view of the intended traffic
at all times unless otherwise specified in this Manual or in
the project plans specifications or City permit requirements.
When any traffic signal equipment is damaged, including ve-
hicle -sensing devices, the contractor, utility, or other
agency shall make arrangements to correct the damage at their
expense, in a manner acceptable to the Engineering Division.
VII.TEMPORARY TRAFFIC CONTROL DEVICES
Temporary traffic control devices are used to delineate hazards, alert
and guide motorists and to protect pedestrians and workmen.They fall
into 4 basic categories:(1) Signs (2) Barricades and Channelizing
Devices (3) High Level Warning Devices, and (4) Flagmen.
THE CONTRACTOR, UTILITY OR OTHER AGENCY SHALL PROVIDE AND MAINTAIN ALL
NECESSARY TEMPORARY TRAFFIV CONTROL DEVICES, EXCEPT AS SPECIFIED IN THIS
MANUAL, TO PROTECT AND GUIDE VEHICLES AND PEDESTRIANS DURING TRAFFIC
RESTRICTIONS.
Temporary traffic control devices shall be installed prior to the start
of all restrictions.They shall be properly maintained and/or operated
during the time such restrictions exist.They shall be kept clean and
fresh -appearing at all times.They shall remain in place only as long
as they are needed and shall be removed immediately thereafter.Where
operations are performed in stages, there shall be in place only those
devices that apply to the restrictions present.All signs that do not
apply to the restricted conditions shall be removed, covered or turned
by the contractor, utility or other agency so as not be readable by
oncoming traffic.
CHANNELIZATION, INCLUDING "KEEP RIGHT" SIGNS SHALL BE PROVIDED WHENEVER
TRAFFIC IS MOVED ACROSS THE STREET CENTER LINE, THE EXISTING CENTER LINE
IS OBLITERATED, OR OPPOSING TRAFFIC IS MAINTAINED IN OTHER THAN THE NORMAL
TRAFFIC LANES.
Where existing or new signing and/or pavement markings must be installed
or replaced, the necessary temporary traffic control devices shall be
provided and maintained by the contractor, utility or other agency until
such permanent work is completed.

All temporary traffic control devices shall be sandbagged by the
contractor, utility, or,other agency when necessary.The use of rocks,
concrete or asphalt chunks, concrete blocks, etc., as ballast for traff
control devices is prohibited.
A.Signs
Signs are a very important part of temporary traffic control.Signs are use
to alert, advise and guide the motorist.Temporary traffic control signs
are necessary in advance of traffic restrictions and whenever a motorist has
to change his path of travel.It is especially important to use warning sig
well in advance of traffic restrictions.
Temporary traffic control signs fall into the same three major categories
as do other traffic signs, namely Regulatory signs, Warning signs, and Guide
signs.Many signs normally used elsewhere also find application for signing
construction and maintenance operations.They are included in this manual.
Each standard sign shall be displayed only for the specific purpose prescrib(
for in this manual and as indicated by the sign legend.Uniformity of signs
and sign usage is mandatory so that similar conditions will always be marked
with the same type of signs whenever the condition occurs.In this manner,
the motorist becomes conditioned to the required action indicated by signs.
The less variation in signs, the fewer responses the motorist must learn.
Temporary traffic control signs for construction and maintenance operations
follow the basic standards for all traffic signs as to shape.Warning and
Guide signs in construction and maintenance areas shall have a black legend
on an orange background.Color for other signs shall follow the standards
set by the Manual on Uniform Traffic Control Devices.
Standard minimum sign sizes and shapes are shown in the illustrations in the
text.The size and stroke of the legend or symbol shall be the largest poss-
ible permitted by the size and design of the sign consistent with good legibi
lity.
The dimensions of signs shown herein are for standard minimum sizes, which
may be increased when necessary for greater legibility or emphasis.Devia-
tions from standard sizes herein shall be in six-inch increments.
All warning signs, change of direction signs ("Keep Right", "Keep Left"),
"Street", "Sidewalk" or "Alley Closed" signs and "Detour" signs used during
hours of darkness shall be equipped with approved operating barricade warn-
ing lights.
Backs of signs to two directions of traffic shall have a minimum application
of 100 square inches of orange weatherproof reflectorized sheeting.The
reflectorized sheeting shall be placed in strips not less than 3 inches wide
along each outer edge of the sign.
All signs shall be mounted on suitable supports with the bottom a minimum
of 12 inches above the ground.Barricades, vertical panel channelizing
devices and flag -type high-level warning devices are acceptable sign sup-
ports.When flag -type high-level warning devices are used as sign sup-
ports, they shall be provided in addition to those required in Part C.,
Item I, of this section.
Signs shall be placed in positions where they will convey their message
most effectively.Placement must therefore be accomodated to street
design and alignment.Signs shall be so placed that the motorist will
have adequate time for response.
As a general rule, signs shall be located on the right side of the street
when right -lane traffic is restricted and on the center line or median
when left -lane traffic is restricted.Where special emphasis is required
and where more than one lane of traffic in any one direction is affected,
dual signs shall be provided approximately opposite each other.
For maximum mobility on certain types of maintenance operations, large
signs may be effectively mounted on a vehicle stationed in advance of
the work or moving along with it.This may be the working vehicle it-
self, as in the case of crack and chip sealing or pavement marking equip-
ment, or a vehicle provided expressly for this purpose.These mobile
sign displays may be mounted on a trailer, may be provided with self-
contained electric power units for flashers and lights, or may be mounted
on a regular maintenance vehicle.
1.Regulatory Signs
Regulatory signs impose legal obligations or restrictions on all traffic.
It is therefore required that their use be approved by the Engineering
Division.
The contractor,utility or other agency shall furnish all required regu-
latory signs as indicated in Figures 1 and 2.
"No Left Turn" signs shall be placed with a minimum of two (one on the
near side and one on the far side of the intersection) for each direction
of traffic affected.
Mandatory turn signs shall be placed with a minimum of two (one in ad-
vance and one at the intersection) for each direction of traffic affec-
ted.
The "Construction Zone Speed Limit" signs shall be placed with a minimum
of one in advance of construction and a minimum of three signs per one-
half mile for each direction of traffic affected.The "Speed Limit 15"
sign is used where the existing pavement has been removed, traffic is
being maintained on temporary detour roads, on unpaved shoulders or on

traffic lanes that are severely restricted.The "Speed Limit 25" sign is usec
where traffic is being maintained on new asphalt paving during the completion
of street paving projects.
Both "Speed Limit" signs shall always be used with the "Construction Zone"
signs above when reducing speed limits in the construction area.During the
times construction zone speed limits are in effect, the pre-existing speed
limit signs shall be covered by the contractor.
REGULATORY SIGNS PROVIDED BY THE CONTRACTOR,, UTILITY OR OTHER AGENCY ARE ILLU-
STRATED IN FIGURES 1 and 2.
The "Street Closed to Thru Traffic" signs shall be used for all complete clo-
sures of Major and Collector streets.When in use, the proper "Detour Arrow"
and other detour instructions shall be displayed."Street Closed Ahead" and
"Detour Ahead" signs shall be used a minimum of 300 feet and 600 feet respect-
ively in advance of all Major and Collector street closures on unlighted or
"rural type" streets.
The "Street Closed Local Traffic Only" sign shall be used for all local street
closures.
The "Alley Closed" sign shall be used for all alley closures.
The "Detour" sign with arrow shall be used to mark detour routes when required
by the Engineering Division.
"Keep Right" (Left) signs shall be used at or near the start of all channeliza
tion except where the "Double Arrow" warning sign is used.The "Keep Right"
sign shall be used on both sides of all intersections where temporary center
line channelization is required.
The "Sidewalk Closed" signs and "Pedestrians Prohibited" signs shall be used
for walkway closures.
2.Warning Signs
Warning signs are used to notify motorists of specific hazards or restrictions
in construction and maintenance areas.Within construction zones, there may
be a variety of temporary roadway facilities.Pavement width may be reduced,
open excavation may be present in or near the street, or travel across an
unpaved section may be required.Motorists must be properly alerted to
hazards or restrictions in advance so that they will have adequate time to
react safely to the situation.
WARNING SIGNS ARE ILLUSTRATED IN FIGURES 3 and 4.
Warning signs used in construction and maintenance areas shall be diamond-
shaped, except as shown in the warning sign illustrations.They shall have
a black legend and/or symbol on an orange background.The warning signs illu-
strated Shall be used for only those situations indicated by their legend or
symbol.9

3.Guide Signs
Guide signs are used to direct motorists on detour routes and provide infor-
mation in advance of street closures.
Guide signs used in construction and maintenance are generally rectangular.
They shall have a black legend on an orange background.
Guide signs most frequently used are the "Detour" signs and "Arrows" shown
with the "Street Closed" signs in Figure 2.The "Detour" signs and "Detour
Instructions" are incorporated into the design of the "Street Closed to
Thru Traffic" sign.
When required, the contractor, utility or other agency shall provide the
separate "Detour" sign wil the proper arrow at locations along a specific
detour route as directed by the Engineering Division.When required, detail-
ed detour route instructions and/or State and Federal route symbols shall
also be provided and attached to the detour signs.
B.Barricades and Channelizing Devices
Barricades and channelizing devices are the most important part of tempor-
ary traffic control in construction and maintenance areas.Barricades
are used to delineate all temporary hazards in the public right-of-way.
Channelizing devices are used to guide motorists and pedestrians when
hazards are present in streets, sidewalks, or alleys.
Barricades and channelizing devices are also used to protect workmen when
working in the street.They should be constructed in a substantial manner
to protect workmen.However, their construction should not be such that
they inflict severe damage to vehicles when hit.
Barricades and channelizing devices shall be kep clean and fresh appearing
at all times.
Typical uniform applications of barricades and channelizing devices are
shown in the barricading illustrations included in this manual.Situations
not illustrated shall be dealt with in conformance with the general methods
set forth.
1.Barricades
Barricades shall be constructed in three types: Type I, Type II and
Type III.(See Figure 5.)
Markings for barricade panels shall be alternate orange and white
stripes (sloping downward at an angle of 45 degrees in the direction
traffic is to pass).Both stripes (orange and white) on all barri-
cade panels shall be reflectorized with smooth surface weatherproof
reflectorized sheeting.

Type I and Type It barricades are used where traffic is maintained through
construction and maintenance areas.Type I barricades are used on City
streets.Type It barricades are used on freeways and expressways.
Type II can be used in lieu of Type I.
Type II barricades are used to delineate hazards in or near the street
or sidewalk, channel traffic, close part of a street and close sidewalks
and alleys.When used to close part of a street, they should be placed
not more than 5 feet apart.When used to delineate hazards parallel to
traffic, they should be placed not more than 75 feet apart.
Type II barricades used to channel traffic shall be placed on a taper with
barricades spacing not more than 30 feet.The taper should not be less
than one foot of street width for each 10 feet of street length.Addi-
tional taper length is required for higher speeds.The taper length, in
feet, should be equal to the speed limit times the width of street surface
to be closed.Tapers should be 100 feet minimum on a residential street,
and from 200 - 500 feet on Collector or Major streets.
Type III barricades are used for complete street closures of Major and
Collector streets.They shall be placed with a minimum of one on each
side of the "Street Closed to Thru Traffic" sign and one in the center
of the back of the sign.Additional Type III barricades shall be used
as required to close the street to through traffic.
All barricades used in the right-of-way during hours of darkness shall
have an approved barricade warning light attached and in operation.The
warning light shall be mounted above the top panel on the end of the barri-
cade closest to traffic.

Flagmen shall be stationed at a readily visible location in advance of the
restriction.Flagman stations shall be marked with a high level warning
device."Flagman Ahead" and "Be Prepared to Stop" signs shall be used in
advance of each station.
During hours of darkness, Flagman stations shall be illuminated.All
traffic control devices shall be reflectorized and have barricade warning
lights attached as provided for elsewhere in this manual.
The contractor, utility or other agency shall provide manual traffic con-
trol as required by the City of Apache Junction as specified in this
manual.
1.Police Officers
OFF -DUTY POLICE OFFICERS SHALL BE EMPLOYED BY THE CONTRACTOR, UTILITY
OR OTHER AGENCY, IF SO DETERMINED BY THE DIRECTOR OF PUBLIC WORKS
AND/OR THE DIRECTOR OF PUBLIC SAFETY.
VIII.PROTECTION OF PEDESTRIAN WALKWAYS DURING CONSTRUCTION, MAINTENANCE
OR DEMOLITION
The restriction (partial or complete) of a street, sidewalk, or alley for
the performance of work under a building permit shall be subject to the
provisions of the 1982 Edition Building Code under Part VIII (Chapter 44)
Regulations for Use of Public Streets and Projection Over Public Property
as adopted by the City.The restrictions or closure of all pedestrian
walkways shall be clearly identified, protected from motor vehicle traffic,
and free of pedestrian hazards (holes, debris, dust, mud, etc.).Pedest-
rian protection and temporary walkways may utilize any of the traffic con-
trol devices, including barricades, cones, signs, etc., approved herein.
IX SURVEYORS
Pedestrian fatalities account for one of every four traffic fatalities.
The nature of urban survey work is potentially hazardous.The surveyor,
as a pedestrian in the street, may be obscured from the motorist's vision
by the presence of a single car.The higher the traffic volume, the
greater is the chance of mishap.
Surveying that restricts traffic is not permitted at signalized inter-
sections or on Major or Collector streets during the peak traffic hours,
except when such work is in areas that are under construction or with the
prior approval of the Engineering Division.

2.Barricade Warning Lights
Barricade warning lights are alerting devices to be used for advance warn-
ing, the marking of unexpected hazards in the public right-of-way, and to
continually warn the motorist that he is traveling in a restricted area.
They shall be mounted on all signs, barricades,and channelizing devices,
as specified in this manual, when said devices are used in the right-of-
way during hours of darkness.Barricade warning lights shall be in opera-
tion during hours of darkness.
Barricade warning lights, as required in this manual, are portable, batter)
operated, lens directed, enclosed flashing lights commonly referred to as
"Type A" barricade warning lights and "Type C" Steady Burn Warning Lights,
Flashing Warning Lights are to be attached when barricades are used singly,
and steady burn lights when used in series.Type A and Type C warning
lights should be clearly marked to allow proper placement in daylight hours
Flashing warning lights shall have a flash rate of 55 to 75 flashes per
minute.Flash duration shall be 10% with a minimum effective intensity at
4.0 candelas.The measurement of flash duration and intensity shall be as
defined in the Manual on Uniform Traffic Control Devices.
• Barricade warning lights used on signs, barricades and channelizing devices
except high-level warning devices, shall be •bi-directional.Barricade warn-
ing lights used on high-level warning devices, shall be uni-directional,
incorporating the use of a parabolic reflector for increased intensity.
Barricade warning light lenses shall have a minimum effective diameter of
seven (7) inches.The color of the light emitted shall be yellow.

3.Channelizing Devices
Channelizing devices used in the City of Apache Junction are divided into
the following basic types:
(a)Traffic Cones
Traffic cones are effective for daytime channelization of traffic and to
delineate minor maintenance areas.Traffic cones are versatile because
they will not damage vehicles if hit and can be set up and removed quickly.
When traffic cones are used, it is necessary to check them often as they
are frequently disturbed by traffic.
Traffic cones may be conical or tubular devices generally with square
weighted bases.The conical devices shall be a minimum of 18 inches high.
The tubular devices shall be a minimum of 28 inches high.(See Figure 5).
The predominant color of both devices shall be orange or fluorescent red-
orange.
Traffic cones are used to channel traffic, divide opposing traffic lanes,
divide traffic lanes when two or more lanes are maintained open in the same
direction, and delineate minor maintenance operations in the street.
When traffic cones are used to divide traffic lanes or delineate minor
maintenance operations, cones should be placed not more than 50 feet apart.
When traffic cones are used to channel traffic, spacing should not exceed
25 feet and should have a minimum taper of one foot of street width for
each 10 feet of street length.Longer tapers are required at higher speeds.
The taper length, in feet, should be equal to the speed limit times the
width of street surface to be closed.
(b)Vertical Panel Channelizing Devices
Vertical panel channelizing devices are effective for 24 -hour channelization.
When used singly, "Type A" flashing warning lights should be mounted at
the top, and when used in series "Type C" steady burn warning lights should
be attached.Type A and Type C lights should be clearly labeled to permit
correct placement of warning devices during daylight hours.Vertical panel
channelizing devices are used in place of traffic cones for channelizations
during hours of darkness.They are versatile because they are light -weight
and use less street width than other barricades.
Markings for all vertical panel channelizing devices shall be alternate
four -inch orange and white stripes sloping down at an angle of 45 degrees
to the side of which traffic must pass.When used to divide two traffic
lanes in the same direction, the stripes shall slope down to the side on
which traffic is being diverted.(See Figure 17.)

When surveyors are working in areas that are under construction, the traffic
regulations applying to the contractor, utility or other agency shall also

All vertical panel channelizing devices used in the right-of-way during
hours of darkness shall have a barricade warning light attached and in
operation.The warning light shall be mounted above the marked panel.
Vertical panel channelizing devices are used to channel traffic, divide
opposing lanes of traffic, divide traffic lanes when two or more lanes are
maintained open in the same direction and in place of barricades where spacE
is limited.
When used in place of barricades to delineate hazards parallel to traffic,
they should be placed not more than 50 feet apart.When used to divide
opposing lanes of traffic or divide two or more lanes traveling in the same
direction, they should be placed not more than 75 feet apart for short dis-
tances and 150 feet apart for extended distances.
When vertical panel channelizing devices are used to channel traffic, spac-
ing should not exceed 25 feet with a taper of one foot of street width for
each 10 feet of street length.Longer tapers are required at higher speeds.
The taper length, in feet, shall be equal to the speed limit times the width
of street surface to be closed.
(c)High -Level Warning Devices
High-level warning devices are used to alert the motorist of an obstruction
in the street.They can be seen over the top of preceding vehicles.This
height feature is very effective in diverting traffic around obstructions.
HIGH-LEVEL WARNING DEVICES ARE REQUIRED FOR ALL WORK IN THE STREET such
as new construction, street painting, pavement patching, manhole work,
surveying, cranes, excavations, etc.High-level warning devices may be
attached to a vehicle located at or placed in advance of the obstruction.
The required high-level warning devices shall be positioned with or behind
the channelization and in the center of the areas closed.

High-level warning devices used in the City of Apache Junction will
be as follows:
1.All flag -type high-level warning devices shall display
three or more flags.At least three of the flags displayed
shall be supported so that the lowest point of all three flags
is eight feet or more above the street.(See Figure 5).The
flag shall be 16 inches square or larger.Flgas shall be orange
or fluorescent red -orange in color.The flag support shall
be substantial to resist overturning by wind.
2.During hours of darkness, each flag -type high-level warning
device must be equipped with a minimum of one operating flasher
with lens mounted more than eight feet above the street.
3.Uni-directional parabolically reflected barricade warning
lights, as specified in Part B, Item 2 of this section, are
the minimum acceptable flashers for use on the flag -type high-
level warning device.High -intensity type flashers are desirable.
4.One flag -type high-level warning device is required for
each direction of traffic affected.They shall be placed with
or behind the required channelizations in the center of the
area closed.Additional flag -type high-level warning devices
may be used for sign supports.They shall be located at the
location required by the sign legend.
D.Flagmen
Manual traffic control is mandatory at locations where equipment
is intermittently blocking or crossing a traffic lane or where only
one traffic lane is available for two directions of traffic.
Flagmen shall be alert, courteous, neat and possess a sense of respon-
sibility for the safety of the public and the work crew.Flagmen
shall wear orange or fluorescent red -orange vests when assisting
with traffic control.The use of orange or fluorescent red -orange
hats is optional.
Flagment shall use a 24 -inch by 24 -inch red or fluorescent red-
orange flag on a three-foot long staff or a 24 -inch diameter STOP/SLOW
paddle with six-inch series "C" letters to control traffic.
The STOP face shall have a red octagon background with white letters
and border.The SLOW face shall have an orange diamond background
with black letters and border.
Flagging procedures are illustrated in Figure 6.
