Tuesday,June 4,2024 7:00 PM City Council Chambers A. CALL TO ORDER Mayor Wilson called the meeting to order at 7:00 p.m. B. INVOCATION AND PLEDGE OF ALLEGIANCE Councilmember Heck gave the invocation and Councilmember Nesser led the meeting attendees in the Pledge of Allegiance. C. CONSENT AGENDA Councilmember Johnson moved,seconded by Councilmember Nesser to approve the Consent Agenda. City of Apache Junction,Arizona Page 1 City Council Meeting Meeting Minutes June 4,2024 2. 24-457 Consideration of approval of minutes of the special meeting of May 20, 2024. 3. 24-458 Consideration of approval of minutes of the regular meeting of May 21, 2024. 4. 24-412 Consideration of approval of Mears Group, Inc. Broadband Infrastructure Project using the master agreement for fiber connections at a cost of$1,151,095.00 to be paid using American Rescue Plan Act funding. 5. 24-414 Consideration of approval of Mears, Inc. retroactive approval for critical fiber project from water district treatment plant on Ironwood Drive to public works yard and animal control buildings at a cost of $327,572.00 using American Rescue Plan Act funding. 6. 24-418 Consideration of approval of Resolution No. 24-19, allowing the city to enter into an Intergovernmental Agreement with the East Valley Critical Incident Response Team. 7. 24-466 Consideration of approval of Case P-23-128-ART, a public art mural by artist Paige Reesor, along the eastern wall of the new multifamily development known as The Residences at Apache Trail, located on the southwest corner of Broadway Avenue and Tomahawk Road. E. AWARDS, PRESENTATIONS AND PROCLAMATIONS F. REGIONAL INTERGOVERNMENTAL UPDATES 8. 24-460 Brief summary of intergovernmental updates from mayor and councilmembers. Councilmember Heck shared that he and Mayor Wilson attended the Memorial Day service at Mountain View Funeral Home to honor the fallen soldiers. Apache Junction was well represented and the Mayor spoke of his experiences during the Vietnam War. Councilmember Soller asked for a moment of silence for a Gila River Indian Community training officer, Joshua Briese, who was killed responding to a disturbance call. His funeral service will be held Saturday, June 8, 2024, at Sun Valley Community Church. Mayor Wilson spoke at the Apache Junction High School graduation where he celebrated some special graduates, including Parks and Recreation Director Liz Langenbach's son. He stated there was a good turn out and the kids celebrated fiercely. City of Apache Junction,Arizona Page 2 City Council Meeting Meeting Minutes June 4,2024 G. CITY MANAGER'S REPORT 9. 24-461 City Manager's Report. City Manager Bryant Powell spoke about the Summer Reading Program Kick Off Adventure that took place Thursday, May 30, 2024, at the Apache Junction Library. This is an annual event to celebrate summer and to promote summer reading. He stated it was a fantastic event and over 700 people attended. They even ran out of ice cream, which was provided by Bluebell. Mr. Powell also shared the kick off to pool season is going really well. The Superstition Shadows Aquatic Center is open 7 days a week this year, and they are seeing terrific numbers in attendance daily and with swim lessons. 10. 24-462 Announcement of Current Events. There were no current events shared. H. PUBLIC HEARINGS 11. 24-441 Public Hearing and consideration of approval of Resolution No. 24-18, adopting tentative budgets and estimates of assessments of the Apache Junction Street Lighting Improvement Districts for Fiscal Year 2025. Councilmember Cross moved and Councilmember Soller seconded that Resolution No 24-18,a resolution of the Mayor and City Council of the City of Apache Junction,Arizona,adopting the statements and estimates of expenses of the Apache Junction Street Lighting Improvement districts,which shall constitute the Budgets of the Districts for Fiscal Year 2024-2025,pursuant to A.R.S.§48-616 and§42-17101 be approved. Yes: 7- Mayor Wilson, Vice Mayor Schroeder, Councilmember Nesser, Councilmember Heck, Councilmember Johnson, Councilmember Cross and Councilmember Soller No: 0 Assistant City Manager Matt Busby explained that the annual proposed budgets for the Apache Junction Street Lighting Improvement Districts was presented to council 2 weeks ago so there is nothing further to present. As required by law, a Public Hearing must be offered for this item. Councilmembers had no concerns for discussion. Mayor Wilson opened the public hearing, receiving no comments, he closed the public hearing. I. OLD BUSINESS 12. 24-450 Continued discussion and possible consideration of Fiscal Year 2024-2025 Health and Human Services funding recommendations. Councilmember Soller moved and Councilmember Heck seconded that Health and Human Services for Fiscal Year 2024-2025 as referenced in the staff memo dated June 4,2024, be approved. City of Apache Junction,Arizona Page 3 City Council Meeting Meeting Minutes June 4,2024 Yes: 7- Mayor Wilson, Vice Mayor Schroeder, Councilmember Nesser, Councilmember Heck, Councilmember Johnson, Councilmember Cross and Councilmember Soller No: 0 Assistant City Manager Matt Busby stated the funding recommendations were presented to Council two weeks ago and were moved to this meeting for further discussion. Council comments included keeping the funding recommendations as the Commission presented them, reviewing the process of the funding recommendations, why the commission was formed, receiving various emails from the non-profits explaining why the requests were made and that Chairman Dr. Brennan gave a great presentation. Council requested a special meeting or work session to further discuss the Health and Human Services Commission. City Manager Bryant Powell will work on scheduling this. J. NEW BUSINESS K. COUNCIL DIRECTION TO STAFF L. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES M. CALL TO PUBLIC Donna Carr, 2178 W. Virginia St, Apache Junction, stated the Food Bank needs to raise their guidelines to receive food. She also thanked the council for listening to her recent complaints regarding reclaimed water and the local mental health facilities. N.
