A. CALL TO ORDER
Mayor Wilson called the meeting to order at 7:04 p.m.
B. INVOCATION AND PLEDGE OF ALLEGIANCE
Councilmember Johnson gave the invocation and Vice Mayor Schroeder led meeting attendees
in the Pledge of Allegiance.

Councilmember Soller asked for a moment of silence for Scottsdale Detective Ryan So, killed in
the line of duty on June 13, 2024. Detective So served the Scottsdale Police Department for
over 9 years. Services will be held Thursday, June 20, 2024, at 9:00 a.m. at Highlands Church,
located at 9050 E. Pinnacle Peak Road, Suite 100, Scottsdale, AZ, with internment to follow at
Hansen Desert Hills Mortuary and Cemetery, located at 6500 E. Bell Road in Scottsdale.

Vice Mayor Schroeder moved,seconded by Councilmember Nesser to approve the Consent
Agenda,with Councilmember Cross and Heck recusing themselves due to a conflict of interest on
Item No. 13,Resolution No.24-25,Case P-22-72-SD.

Library Board of Trustees for 2023-2024 Fiscal Year.
4. 24-358 Consideration of approval, effective July 1, 2024, of Fiscal Year 2024-2025
Health and Human Services funding contracts between the City of Apache
Junction and A New Leaf in the amount of$6,750.00, the Apache Junction
Community Development Corporation in the amount of$3,937.50, the Boys
and Girls Club in the amount of$10,237.50, Superstition Community Food
Bank in the amount of$56,250.00, Bigger Than Us in the amount$5,625.00,
Begin Again Homes in the amount$3,375.00, Horizon Health &Wellness in
the amount of$450.00, and Desert Chapel in the amount of$3,375.00. This
item was presented for discussion at the May 20, 2024 Council Work
Session.
5. 24-440 Consideration of approval of a contract with Consultant Engineering, Inc., not
to exceed $450,000 per year beginning 7/1/2024 and ending 6/30/2028 for
Master Planned Communities Superstition Vistas Development Unit(DU)#1
and DU#2 for construction inspection services and possible engineering
services.
6. 24-464 Consideration of approval of Resolution No. 24-22, allowing the city to enter
into a Mutual Aid Compact with the Emergency/Management Division of the
Arizona Department of Emergency and Military Affairs.
7. 24-472 Consideration of approval of Map of Dedication for Warner Avenue Phase 1
(SV-23-9).
8. 24-473 Consideration of approval of Map of Dedication for Elliot Avenue Phase 1

13. 24-487 Consideration of approval of proposed Resolution No. 24-25, a final plat
approval for case P-22-72-SD for the proposed "Goldfield Estates"
subdivision, a 209-unit townhome development located at the southeast
corner of Starr Road and 28th Avenue requested by David Bohn of the BFH
Group, following the prior approvals of the rezoning by planned development
cases P-21-94-PZ and P-21-95-PZ, and the preliminary plat case P-21-96-PZ.
14. 24-490 Consideration of approval of extension through August 31, 2024, of the
individual towing contracts currently in place with Apache Sands Towing, CL
King Towing, and Phoenix Metro Towing which are due to expire on June 30,
2024.
E. AWARDS, PRESENTATIONS AND PROCLAMATIONS
F. REGIONAL INTERGOVERNMENTAL UPDATES
15. 24-494 Brief summary of intergovernmental updates from mayor and
councilmembers.
Mayor Wilson attended an 80th anniversary celebration in honor of D-Day, where a local veteran
was recognized. This gentleman is 101 years of age, and is also the original owner of James
Tire in Apache Junction. Mayor Wilson toured the Pinal Votes Election Center in Florence, AZ.
The facility has been constructed to leave room for growth, it is very open and has a viewing
area to see all ballot activity. He also attended the Superstition Regional Public Land Managers
Group meeting,where discussion was on the future growth in Pinal County, the number of
businesses coming, and with that the future job opportunities. Some very good information was
shared on additional grants that can be obtained through the State Parks Program. The Phoenix
Mesa Gateway Airport presented Mayor Wilson with an Outstanding Leadership Award, and
thanked him for serving as the Chairman of the Board this past year.
G. CITY MANAGER'S REPORT
16. 24-495 City Manager's Report.
City Manager Bryant Powell recognized and thanked Mayor Wilson for having served as the
Chairman of the Board for the Phoenix Mesa Gateway Airport, and shared photos of various
events the Mayor attended during this term served.
17. 24-496 Announcement of Current Events.
Management Analyst Eli Richardson shared highlights for the upcoming 4th of July Celebration,
beginning at 8:30 p.m., to be held at the Superstition Shadows Park, 1091 W. Southern Ave,
Apache Junction,AZ.

H. PUBLIC HEARINGS
18. 24-491 Presentation, discussion, public hearing, and consideration of Resolution No.
24-24, authorizing the submission of Fiscal Year 2024 Community
Development Block Grant(CDBG) and State Special Project(SSP) grant
applications.
Councilmember Soller moved,seconded by Councilmember Nesser that Resolution No 24-24,a
resolution of the Mayor and City Council of the City of Apache Junction,Arizona,authorizing the
submission of applications for Fiscal Year 2024 State Community Development Block Grant
(CDBG)Regional Account(RA)and State Special Project(SSP)Funds be approved.

Finance Director Angelie Hawley presented a CDBG grant process review, which had been
shared at the May 21, 2024,Council Meeting.
Council items of discussion included specified funding requirements, qualifications for
consideration of funds, and inclusion of public input from the previous Public Hearing.
Assistant City Manager Matt Busby explained the purpose of this Resolution is to use the
funding for some park improvements and lighting retrofits to meet the Dark Sky requirements.
Parks and Recreation Director Liz Langenbach addressed the Council to explain the amount of
funding this grant equals, and the time frame the funds need to be used. She also expressed
due to the small amount, it will be used for other areas than at the Rodeo Grounds. She clarified
this Resolution is only for the$169,215. The application for the additional funding amount of
$750,000 is not due as immediate, and once that grant is approved the public comment
suggestions will be considered for use of those funds.
Mayor Wilson opened the Public Hearing, receiving no comments the Public Hearing was
closed.
I. OLD BUSINESS
J. NEW BUSINESS -Amended 06.17.2024 Adding Item #20
19. 24-469 Presentation, discussion, and possible consideration of approval of
Resolution No. 24-23, allowing the city to enter into an Intergovernmental
Agreement with the Town of Gilbert to exchange three Motorola 7500 radio
consoles and associated equipment for a recruit training officer position in
Gilbert Academy.
Councilmember Soller moved,seconded by Councilmember Nesser that Resolution No.24-23,a
resolution of the Mayor and City Council of the City of Apache Junction,Arizona,authorizing the
City of Apache Junction to enter into an Intergovernmental Agreement with the Town of Gilbert
for radio consoles in exchange for a recruit training officer position be approved.

Assistant Chief of Police Johnny John presented the possibility of Apache Junction Police
Department obtaining 3 Motorola 7500 radio consoles, valued at approximately$600,000, in
trade for a Police Recruit Training Officer position with the Town of Gilbert Police Academy for
the next 2 classes. When this Recruit Training Officer is supplied, the Gilbert academy will give
us 4 free slots for Recruits, valued at$4000.00 per officer. This exchange would allow for
growth in the dispatch department with the radio consoles, and training abilities for new staff.
20. 24-504 Presentation, discussion and consideration of Resolution No. 24-26
authorizing the city to enter into Intergovernmental Agreement (IGA)
Amendment No. 1 with Arizona Department of Transportation (ADOT) for
additional state funds to cover the increased construction costs in the amount
of$96,000 for street light improvements on Apache Trail between Palo Verde
Drive and SR88, and on Superstition Boulevard between Meridian Drive and
SR88.
Councilmember Heck moved,seconded by Councilmember Cross that Resolution No.24-26,a
resolution of the Mayor and City Council of the City of Apache Junction,Arizona,authorizing the
City to enter into Amendment No.One to the Intergovernmental Agreement with the State of
Arizona for the 2022 Street Light Improvement Project be approved.

Project Engineer Raquel Schatz explained that the City of Apache Junction pursued additional
state funds for street light improvements on Apache Trail, between Palo Verde Drive to SR88,
and on Superstition Boulevard, between Meridian Drive and SR88, to cover the increased
construction costs in the amount of$96,000 since the design began in 2022. Arizona
Department of Transportation (ADOT) attempts to utilize all the spending authority made
available to the region. Unobligated funds are available through the end of the current state fiscal
year(June 30th). Timing is extremely crucial since we are at the very end of the state's fiscal
year.
Ms. Schatz explained the overage of costs is due to the timing of the project, which actually
began in 2019. Since that time, costs of all products has increased significantly.
