HomeMy WebLinkAbout2013-02-19 City Council Regular MinutesCITY COUNCIL REGULAR MEETING FEBRUARY 19, 2013 The regular meeting of the City Council of the City of Apache Junction, Arizona, was held on February 19, 2013, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Insalaco called the meeting to order at 7:00 p.m. INVOCATION Councilmember Wilson gave the Invocation. PLEDGE OF ALLEGIANCE Councilmember Evans led the Pledge of Allegiance. ROLL CALL Councilmembers Present:Mayor Insalaco Vice Mayor Dietz Councilmember Barker Councilmember Evans Councilmember Serdy Councilmember Waldron Councilmember Wilson Staff Present: Others Present: City Manager George Hoffman Assistant City Manager Bryant Powell City Clerk Kathleen Connelly City Attorney Joel Stern Public Safety Director Jerald Monahan Assistant to the City Manager Matt Busby Business Advocate Janine Solley Deputy Police Chief Tom Kelly Community Relations Manager Pat Brenner REGULAR MEETING OF THE CITY COUNCIL FEBRUARY 19, 2013 PAGE 1 OF 7 Assistant City Attorney Eric Yuva Revenue Development Manager Roger Hacker ACCEPTANCE OF CONSENT AGENDA )Vice Mayor Dietz MOVED THAT THE CONSENT AGENDA BE ACCEPTED AS PRESENTED; AND THAT APPROVAL BE GIVEN FOR THE EMPLOYMENT AGREEMENT WITH THE CITY ATTORNEY EFFECTIVE FEBRUARY 24, 2013; AND THAT RESOLUTION NO. 13-02, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, DESIGNATING POLLING PLACES AND VOTING DISTRICTS AND THE TIMES THAT SUCH POLLS WILL BE OPEN; APPOINTING ELECTION OFFICIALS AND FIXING THEIR RATE OF COMPENSATION, BE APPROVED. Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. AWARDS, PRESENTATIONS AND PROCLAMATIONS Revenue Development Manager Roger Hacker introduced Wayne Standage, vice president of Friends of Apache Junction, who, along with Jim Lamb of Golden Sun Recreational Vehicle Resort's Activities Department, presented Superstition Search and Rescue with a check for $1,000. Community Relations Manager Pat Brenner gave a video presentation on Home Rule Option that is also showing on the cable channel. ANNOUNCEMENT OF CURRENT EVENTS Mayor Insalaco welcomed Boy Scout Troop #380 from Mesa. Councilmember Wilson announced two weekends ago they had the Arizona Driving Team Competition at the rodeo grounds with 37 REGULAR MEETING OF THE CITY COUNCIL FEBRUARY 19, 2013 PAGE 2 OF 7 participants, one from as far away as Alberta, Canada.They really enjoyed it and will be passing the word back home. Councilmember Serdy commented he went this week to the Barleen show and encouraged everyone to attend a show. Councilmember Barker thanked the parks and recreation department for another great marathon this weekend. Mayor Insalaco commented he has been to every one of the house blessings for Habitat for Humanity, along with building some of them.Last week Tuesday three families' homes on one circle were completed; they were sponsored by the county and the city. It has turned a blighted area into a little community.Rosalie Gomez of the Gomez family wrote a letter and he requested County Supervisor Clark Smithson to read the letter. Pinal County Supervisor Clark Smithson read the letter from Rosalie Gomez on the building of their home. CITY MANAGER'S REPORT City Manager George Hoffman announced Congressman Paul Gosar will have a listening session in the city council chambers on February 21 and there will be a spring fling event March 23 on Hidalgo Street by the Mining Camp, read complimentary emails regarding Business Advocate Janine Solley and Pat who works at the multi-gen center, positive comments passed along from Revenue Development Manager Roger Hacker that originated from a top county administrator from Minnesota regarding the city campus, and publicly thanked Chief Monahan for his service to the community. Assistant to the City Manager Matt Busby gave an update on legislative issues. City Manager George Hoffman commented our chamber of commerce is a part of the East Valley Chambers of Commerce Alliance made up of 7 chambers.They and the Queen Creek Chamber of Commerce spoke up in support of the cities' concerns and requested they be taken into account.Because of the expression of concern from several chamber members, the committee did not make a recommendation on this matter.He appreciated the chamber REGULAR MEETING OF THE CITY COUNCIL FEBRUARY 19, 2013 PAGE 3 OF 7 looking at all sides of the issue and speaking in support of the cities. City Attorney Joel Stern introduced Assistant City Attorney Eric Yuva. PUBLIC HEARINGS APPLICATION FOR A SPECIAL EVENT LIQUOR LICENSE FOR THE BOYS AND GIRLS CLUB OF THE EAST VALLEY - APACHE JUNCTION BRANCH FOR A FUNDRAISING EVENT ON APRIL 27, 2013) )City Clerk Kathleen Connelly briefed the council on the item. Mayor Insalaco requested the applicant address the council. Ms. Sandie Smith, representing the boys and girls club, addressed the council. She stated she will be back with tickets and their theme is pirates.It is the second year at Dolce Vita. Mayor Insalaco opened the public hearing on the item.There being no one wishing to speak, he closed the public hearing and reopened the item to council discussion.There being no further discussion, he called for a motion. Councilmember Waldron MOVED THAT THE APPLICATION FOR A SPECIAL EVENT LIQUOR LICENSE FOR THE BOYS AND GIRLS CLUB OF THE EAST VALLEY - APACHE JUNCTION BRANCH FOR APRIL 27, 2013, SUBMITTED BY LAURIE ARMSTRONG, BE RECOMMENDED FOR APPROVAL TO THE ARIZONA DEPARTMENT OF LIQUOR LICENSES AND CONTROL. Vice Mayor Dietz SECONDED THE MOTION. VOTE:Unanimous. The motion carried. REGULAR MEETING OF THE CITY COUNCIL FEBRUARY 19, 2013 PAGE 4 OF 7 OLD BUSINESS QUARTERLY UPDATE ON THE DOWNTOWN REDEVELOPMENT AND IMPLEMENTATION STRATEGY )Assistant City Manager Bryant Powell briefed the council on the item. Councilmember Barker commented she would like to address the policy on the marquee sign.We have a lot of nonprofits with worthy events occurring that should definitely be getting out to the community. NEW BUSINESS None. DIRECTION TO STAFF None. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES Vice Mayor Dietz MOVED THAT AN EXECUTIVE SESSION AT 5:45 P.M. AND A WORK SESSION AT 7:00 P.M. BE HELD ON MONDAY, MARCH 4, 2013, IN THE CITY COUNCIL CONFERENCE ROOM AND CITY COUNCIL CHAMBERS RESPECTIVELY; AND THAT AN EXECUTIVE SESSION AT 5:45 P.M. BE HELD ON TUESDAY, MARCH 5, 2013, IN THE CITY COUNCIL CONFERENCE ROOM. Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. CALL TO THE PUBLIC: Mr. Jerald Monahan, 897 S. Phelps Drive, Apache Junction, addressed the council to acknowledge what his years of service REGULAR MEETING OF THE CITY COUNCIL FEBRUARY 19, 2013 PAGE 5 OF 7 to the city meant to him and to thank the council and staff for their support and encouragement.
