HomeMy WebLinkAbout2013-09-17 City Council Regular MinutesCITY COUNCIL REGULAR MEETING SEPTEMBER 17, 2013 The regular meeting of the City Council of the City of Apache Junction, Arizona, was held on September 17, 2013, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Insalaco called the meeting to order at 7:00 p.m. INVOCATION Councilmember Waldron gave the Invocation. PLEDGE OF ALLEGIANCE Councilmember Wilson led the Pledge of Allegiance. ROLL CALL Councilmembers Present:Mayor Insalaco Vice Mayor Barker Councilmember Evans Councilmember Rizzi Councilmember Serdy Councilmember Waldron Councilmember Wilson Staff Present:City Manager George Hoffman Assistant City Manager Bryant Powell City Clerk Kathleen Connelly City Attorney Joel Stern Acting Public Safety Director/Deputy Police Chief Tom Kelly Others Present:Recreation Superintendent Liz Langenbach REGULAR MEETING OF THE CITY COUNCIL SEPTEMBER 17 2013 PAGE 1 OF 8 ACCEPTANCE OF CONSENT AGENDA )Vice Mayor Barker MOVED THAT THE CONSENT AGENDA BEACCEPTED AS PRESENTED; AND THAT THE FISCAL YEAR 2013-2014 LEGISLATIVE WORK PLAN BE APPROVED; AND THAT THE APPOINTMENT OF THOMAS KELLY TO THE POSITION OF PUBLIC SAFETY DIRECTOR - CHIEF OF POLICE BE RATIFIED. Councilmember Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. Public Safety Director Tom Kelly gave a brief presentation on his background and thanked the council for their vote of confidence. AWARDS, PRESENTATIONS AND PROCLAMATIONS Mayor Insalaco presented the League of Arizona Cities and Towns Legislative Champion 2013 award to former Apache Junction mayor and current member of the Arizona House of Representatives Doug Coleman. Revenue Development Manager Roger Hacker introduced four organizations that donated checks for the purchase of body armor for new canine officer Daimont.Mayor Insalaco was presented checks from Veterans of Foreign Wars #9399 in the amount of $500, American Legion and the Sons of the American Legion #27 in the amount of $400, Elks Lodge #2349 in the amount of $300 and Superstition Search and Rescue in the amount of $250. Ms. Danielle Reynolds, board member from the Friends of Apache Junction, gave a brief presentation on various projects they have worked on and requested Public Safety Director Tom Kelly to speak. Public Safety Director Tom Kelly stated this is important to them.They were talking with some people on how to get a bullet REGULAR MEETING OF THE CITY COUNCIL SEPTEMBER 17 2013 PAGE 2 OF 8 proof vest for the dog, including the mayor and Marta Saint James.The service organizations were contacted by them and they came to their support.He thanked all the agencies that contributed. Recreation Superintendent Liz Langenbach gave a brief presentation on awards recently received at the Arizona Parks and Recreation annual awards dinner and presented the Outstanding Community Event for Populations 25,000-100,000 at the annual Arizona Parks and Recreation Conference to Special Interest and Special Events Coordinator Chrystal Sawyer for the Holiday Event and Light Parade and presented the President's Award from the Arizona Parks and Recreation Association to Recreation Coordinator Jay Reynolds. ANNOUNCEMENT OF CURRENT EVENTS Councilmember Rizzi announced the Apache Junction Drug Coalition and the Boys and Girls Club have partnered up with their respective Carefree Youth Event and Day of the Kids on September 21 at the Boys and Girls Club. Councilmember Wilson announced the Lost Dutchman Days Rodeo royalty will be putting on a benefit barrel racing event on October 26 for a six -year -old girl who needs a liver transplant and other medical treatment. Vice Mayor Barker reminded everyone of the grand opening of the DeGrazia exhibit at the Superstition Mountain Museum on Saturday, September 28. Councilmember Serdy commented the DeGrazia exhibit will be free that weekend to local residents.There will be a small charge after that and it runs through April. Councilmember Evans commented Earth Heart Park and Community Gardens has received a grant to host four different farmers' markets.The dates are pending. CITY MANAGER'S REPORT City Manager George Hoffman thanked the council for ratifying the appointment of Tom Kelly as chief of police, read a letter REGULAR MEETING OF THE CITY COUNCIL SEPTEMBER 17 2013 PAGE 3 OF 8 from the president of the board for the food bank thanking the library for the food collected there, read a letter from someone whose son went through the pool program and was impressed with an instructor named Quinton and read a note from Roger Hacker to Yanta Stepp and Joel Stern regarding a distraught resident with a safety issue. PUBLIC HEARINGS APPLICATION FOR A SPECIAL EVENT LIQUOR LICENSE FOR COMMUNITY ALLIANCE AGAINST FAMILY ABUSE )City Clerk Kathleen Connelly briefed the council on the item. Mayor Insalaco requested the applicant address the council. Ms. Sharon Stinard addressed the council.She commented she thinks they know Community Alliance Against Family Abuse as they have been in the community since 1996.They have formed deep, abiding relationships with both the community and the city, especially the police department and the victims' assistance volunteers.They look forward to their approval of the fundraiser liquor license. Mayor Insalaco opened the public hearing on the item.There being no one wishing to speak, he closed the public hearing and reopened the item to council discussion.There being no further discussion, he called for a motion. Councilmember Waldron MOVED THAT THE APPLICATION FOR A SPECIAL EVENT LIQUOR LICENSE FOR COMMUNITY ALLIANCE AGAINST FAMILY ABUSE FOR OCTOBER 5, 2013, SUBMITTED BY ELIZABETH DITLEVSON GARMAN, BE RECOMMENDED FOR APPROVAL TO THE ARIZONA DEPARTMENT OF LIQUOR LICENSES AND CONTROL. Councilmember Wilson SECONDED THE MOTION. VOTE:Unanimous. REGULAR MEETING OF THE CITY COUNCIL SEPTEMBER 17 2013 PAGE 4 OF 8 The motion carried. OLD BUSINESS None. NEW BUSINESS None. DIRECTION TO STAFF PROCEDURE FOR ANNUAL BOARD AND COMMISSION APPOINTMENTS AND REAPPOINTMENTS )City Clerk Kathleen Connelly briefed the council on the item. Councilmember Barker asked if this will be extended to all the leadership institute graduates. City Clerk Kathleen Connelly stated not unless they have applied. Councilmember Barker asked if there is still time for them to apply if they were to be notified that these are open. City Clerk Kathleen Connelly stated that would have to be done immediately.The deadline for the next packet is tomorrow.There have been notices in the newspaper. Assistant City Manager Bryant Powell stated staff has sent several emails out in the prior months to our Citizens Leadership Institute list. Mayor Insalaco closed the discussion with no further comments and called for a motion. Vice Mayor Barker MOVED THAT THE FOLLOWING DIRECTION BE GIVEN TO STAFF REGARDING THE PROCEDURE FOR ANNUAL BOARD AND COMMISSION APPOINTMENTS AND REGULAR MEETING OF THE CITY COUNCIL SEPTEMBER 17 2013 PAGE 5 OF 8 REAPPOINMENTS:THAT WE INTERVIEW ALL VALID APPLICANTS AND THOSE SEEKING REAPPOINTMENTS FOR THE BOARD OF ADJUSTMENT, PLANNING AND ZONING COMMISSION, PARKS AND RECREATION COMMISSION AND LIBRARY BOARD ON SEPTEMBER 30 WITH THE APPOINTMENTS/REAPPOINTMENTS FOR THOSE BOARDS/COMMISSIONS ON OCTOBER 1; AND THAT WE INTERVIEW FOR THE MUNICIPAL PROPERTY CORPORATION, CONSTRUCTION CODE BOARD OF APPEALS AND HEALTH AND HUMAN SERVICES COMMISSION ON OCTOBER 14 WITH THE APPOINTMENTS/REAPPOINTMENTS ON OCTOBER 15. Councilmember Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES Vice Mayor Barker MOVED THAT AN EXECUTIVE SESSION AT 5:45 P.M. AND A WORK SESSION AT 7:00 P.M. BE HELD ON MONDAY, SEPTEMBER 30, 2013, IN THE CITY COUNCIL CONFERENCE ROOM AND CITY COUNCIL CHAMBERS RESPECTIVELY; AND THAT AN EXECUTIVE SESSION AT 5:45 P.M. BE HELD ON TUESDAY, OCTOBER 1, 2013, IN THE CITY COUNCIL CHAMBERS. Councilmember Waldron SECONDED THE MOTION. VOTE:Unanimous. The motion carried. Mayor Insalaco commented that the community is very tight with all the organizations and service people, city hall and city staff.The city would not survive without a lot of the extra help it gets.It is what is great about living in the City of Apache Junction. Acceptance of Agenda. 2. Approval of Minutes of Regular Meeting of September 3, 2013. 3. Approval of Fiscal Year 2013-2014 legislative work plan. 4. As required by Chapter 3 of the city code of Apache Junction, the city manager is seeking ratification of Thomas Kelly for appointment to the position of Director - Chief of Police.
