HomeMy WebLinkAbout2010-01-05 City Council Regular MinutesCITY COUNCIL REGULAR MEETING JANUARY 5, 2010 The regular meeting of the City Council of the City of Apache Junction, Arizona, was held on January 5, 2010, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Insalaco called the meeting to order at 7:00 p.m. INVOCATION Councilmember Wilson gave the Invocation. PLEDGE OF ALLEGIANCE Vice Mayor Eck led the Pledge of Allegiance. Director Steve Filipowicz Others Present:Public Works Manager Shane Kiesow Police Records Supervisor Rhonda Wise REGULAR MEETING OF THE CITY COUNCIL JANUARY 5, 2010 PAGE 1 OF 7 Program Coordinator Heather Patel ACCEPTANCE OF CONSENT AGENDA )Vice Mayor Eck MOVED THAT THE CONSENT AGENDA BE ACCEPTED AS PRESENTED; AND THAT RESOLUTION NO. 09-59, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AUTHORIZING CITY STAFF TO SUBMIT AN AMENDED WASTEWATER DESIGNATED MANAGEMENT AREA BOUNDARY, BE APPROVED. Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. AWARDS, PRESENTATIONS AND COMMUNICATIONS Department of Public Safety Director Jerald Monahan presented Police Records Supervisor Rhonda Wise with her 25 -year service award.He gave a brief summary of the highlights of her career. ANNOUNCEMENT OF CURRENT EVENTS Councilmember Coleman announced that the Arizona Republic named Apache Junction High School defensive lineman Si Maugmer to the All Arizona Football Team. Mayor Insalaco announced there is a citizens' group that is requesting donations for the July 4, 2010 city fireworks display. AWARDS, PRESENTATIONS AND COMMUNICATIONS (continued) Department of Public Safety Director Jerald Monahan and Apache Junction Drug Coalition Vice Chairperson Christa Rizzi gave a short presentation on recommended social host and unruly gathering regulations. NEW BUSINESS RESOLUTION NO. 09-61, APPROVING THE SUBMISSION OF A RURAL ECONOMIC DEVELOPMENT AND PLANNING ASSISTANCE GRANT Program Coordinator Heather Patel briefed the council on the item. Councilmember Barker commented the last time they had discussed grants she had stated if the grant was divided it would make it more difficult to get. She asked if this is a different type of grant. Program Coordinator Heather Patel stated it is a different type of grant.They all, to a certain extent, work together.They are all GIS based projects, there are just three components of it.This would be a different thing. Councilmember Barker asked where they are coming up with the $5,000 for leverage. Program Coordinator Heather Patel stated the $5,000 is already in the development services budget due to the loss of our GIS staff position. Mayor Insalaco closed the discussion with no more comments and called for a motion. Councilmember Coleman MOVED THAT RESOLUTION NO. 09-61, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, APPROVING THE REGULAR MEETING OF THE CITY COUNCIL JANUARY 5, 2010 PAGE 3 OF 7 SUBMITTAL OF A GRANT APPLICATION TO THE ARIZONA DEPARTMENT OF COMMERCE FOR A RURAL ECONOMIC DEVELOPMENT AND PLANNING ASSISTANCE GRANT, BE APPROVED. Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. RESOLUTION NO. 09-52, AN INTERGOVERNMENTAL AGREEMENT WITH APACHE JUNCTION UNIFIED SCHOOL DISTRICT TO PROVIDE A USED BROCE BROOM STREET SWEEPER AND OTHER FUTURE USED VEHICLES AND EQUIPMENT ) )Public Works Manager Shane Kiesow briefed the council on the item. Vice Mayor Eck asked what he would consider to be its value. Public Works Manager Shane Kiesow commented since he has been around this equipment, he would estimate it would be worth $1,000 to $1,500.It is hard to say with 25 years of use.It has a considerable amount of hours on it.It is at risk for having a major breakdown. Vice Mayor Eck commented he knows that Doug used to run that equipment to its end. Public Works Manager Shane Kiesow stated they want it for its capacity to do the parking lots. Mayor Insalaco commented it will work for what they need it for.They are not doing miles of streets.He then closed the discussion with no further comments and called for a motion. Vice Mayor Eck MOVED THAT RESOLUTION NO. 09-52, A RESOLUTION OF THE MAYOR AND CITY COUNCIL REGULAR MEETING OF THE CITY COUNCIL JANUARY 5, 2010 PAGE 4 OF 7 OF THE CITY OF APACHE JUNCTION, ARIZONA, AUTHORIZING THE CITY TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT FOR TRANSFER OF CITY OF APACHE JUNCTION USED EQUIPMENT TO THE APACHE JUNCTION UNIFIED SCHOOL DISTRICT, BE APPROVED.• Councilmember Wilson SECONDED THE MOTION. VOTE:Unanimous. The motion carried. FISCAL YEAR 2009-2010 PROFESSIONAL SERVICES AGREEMENT WITH APACHE JUNCTION MAIN STREET FOR ECONOMIC DEVELOPMENT SERVICES/FISCAL YEAR 2009-2010 PROFESSIONAL SERVICES AGREEMENT WITH APACHE JUNCTION COMMUNITY DEVELOPMENT CORPORATION FOR ECONOMIC DEVELOPMENT SERVICES ) )City Manager George Hoffman recommended staff work on additional refinements to both of these agreements with the staff and boards of Main Street and Community Development Corporation and that they return to the council at a subsequent meeting for consideration of these two agreements. COUNCIL DIRECTION TO STAFF None. SELECTION. OFMEETING DATES, TIMES, LOCATIONS, AND PURPOSES Councilmember Coleman MOVED THAT AN EXECUTIVE SESSION AT 5:45 P.M. AND A WORK SESSION AT 7:.00 P.M. BE HELD ON ..TUESDAY, JANUARY 19, 2010, IN THE CITY COUNCIL CONFERENCEuROOM.AND CITY COUNCIL CHAMBERS, RESPECTIVELY. Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous REGULAR MEETING OF THE CITY COUNCIL JANUARY 5; 2010 PAGE 5 OF7 The motion carried. CALL TO THE PUBLIC: Mr. Elliott Fisher, 547 E. Quail, Apache Junction, addressed the council regarding Lost Dutchman Days being privatized, his difficulty in getting a booth, the unruly gathering ordinance, and the Main Street Program.
