REGULAR MEETING
JANUARY 5, 2010
The regular meeting of the City Council of the City of
Apache Junction, Arizona, was held on January 5, 2010, at the
Apache Junction City Council Chambers pursuant to the notice
required by law.
CALL TO ORDER
Mayor Insalaco called the meeting to order at 7:00 p.m.
INVOCATION
Councilmember Wilson gave the Invocation.
PLEDGE OF ALLEGIANCE
Vice Mayor Eck led the Pledge of Allegiance.

ACCEPTANCE OF CONSENT AGENDA
)Vice Mayor Eck MOVED THAT
THE CONSENT AGENDA BE ACCEPTED AS PRESENTED; AND
THAT RESOLUTION NO. 09-59, A RESOLUTION OF THE MAYOR AND CITY
COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AUTHORIZING
CITY STAFF TO SUBMIT AN AMENDED WASTEWATER DESIGNATED MANAGEMENT
AREA BOUNDARY, BE APPROVED.
Councilmember Barker SECONDED
THE MOTION.
VOTE:Unanimous.
The motion carried.
AWARDS, PRESENTATIONS AND COMMUNICATIONS
Department of Public Safety Director Jerald Monahan presented
Police Records Supervisor Rhonda Wise with her 25 -year service
award.He gave a brief summary of the highlights of her career.
ANNOUNCEMENT OF CURRENT EVENTS
Councilmember Coleman announced that the Arizona Republic named
Apache Junction High School defensive lineman Si Maugmer to the
All Arizona Football Team.
Mayor Insalaco announced there is a citizens' group that is
requesting donations for the July 4, 2010 city fireworks
display.
AWARDS, PRESENTATIONS AND COMMUNICATIONS (continued)
Department of Public Safety Director Jerald Monahan and Apache
Junction Drug Coalition Vice Chairperson Christa Rizzi gave a
short presentation on recommended social host and unruly
gathering regulations.

RESOLUTION NO. 09-61, APPROVING THE
SUBMISSION OF A RURAL ECONOMIC
DEVELOPMENT AND PLANNING ASSISTANCE
GRANT
Program Coordinator
Heather Patel briefed the council on the item.
Councilmember Barker
commented the last time they had discussed grants she had stated
if the grant was divided it would make it more difficult to get.
She asked if this is a different type of grant.
Program Coordinator Heather
Patel stated it is a different type of grant.They all, to a
certain extent, work together.They are all GIS based projects,
there are just three components of it.This would be a
different thing.
Councilmember Barker asked
where they are coming up with the $5,000 for leverage.
Program Coordinator Heather
Patel stated the $5,000 is already in the development services
budget due to the loss of our GIS staff position.
Mayor Insalaco closed the
discussion with no more comments and called for a motion.
Councilmember Coleman MOVED

COMMERCE FOR A RURAL ECONOMIC DEVELOPMENT AND PLANNING

RESOLUTION NO. 09-52, AN
INTERGOVERNMENTAL AGREEMENT WITH
APACHE JUNCTION UNIFIED SCHOOL
DISTRICT TO PROVIDE A USED BROCE
BROOM STREET SWEEPER AND OTHER
FUTURE USED VEHICLES AND EQUIPMENT )

Kiesow briefed the council on the item.
Vice Mayor Eck asked what he
would consider to be its value.
Public Works Manager Shane
Kiesow commented since he has been around this equipment, he
would estimate it would be worth $1,000 to $1,500.It is hard
to say with 25 years of use.It has a considerable amount of
hours on it.It is at risk for having a major breakdown.
Vice Mayor Eck commented he
knows that Doug used to run that equipment to its end.
Public Works Manager Shane
Kiesow stated they want it for its capacity to do the parking
lots.
Mayor Insalaco commented it
will work for what they need it for.They are not doing miles
of streets.He then closed the discussion with no further
comments and called for a motion.

AGREEMENT WITH APACHE JUNCTION
COMMUNITY DEVELOPMENT CORPORATION
FOR ECONOMIC DEVELOPMENT SERVICES )

Hoffman recommended staff work on additional refinements to both
of these agreements with the staff and boards of Main Street and
Community Development Corporation and that they return to the
council at a subsequent meeting for consideration of these two
agreements.

CALL TO THE PUBLIC:
Mr. Elliott Fisher, 547 E. Quail, Apache Junction, addressed the
council regarding Lost Dutchman Days being privatized, his
difficulty in getting a booth, the unruly gathering ordinance,
and the Main Street Program.
ADJOURNMENT

the meeting at 7:30 p.m.

2. Acceptance of Minutes of Regular Meeting of December 15,
2009.
3. Consideration of Resolution No. 09-59, authorizing the

boundary.
