HomeMy WebLinkAbout2010-01-19 City Council Regular MinutesCITY COUNCIL REGULAR MEETING JANUARY 19, 2010 The regular meeting of the City Council of the City of Apache Junction, Arizona, was held on January 19, 2010, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Insalaco called the meeting to order at 7:19 p.m. INVOCATION Councilmember Coleman gave the Invocation. PLEDGE OF ALLEGIANCE Councilmember Barker led the Pledge of Allegiance. REGULAR MEETING OF THE CITY COUNCIL JANUARY 19, 2010 PAGE 1 OF 8 ACCEPTANCE OF CONSENT AGENDA )Vice Mayor Eck MOVED THAT THE CONSENT AGENDA BE ACCEPTED AS PRESENTED. Councilmember Dietz SECONDED THE MOTION. VOTE:Unanimous. The motion carried. AWARDS, PRESENTATIONS AND COMMUNICATIONS None. ANNOUNCEMENT OF CURRENT EVENTS Mayor Insalaco commented he attended a Court of Honor for an eagle scout last Sunday.It was very heartwarming and the boy was very excited. CITY MANAGER'S REPORT City Manager George Hoffman stated the council and management team will be working on next fiscal year's budget in the months ahead.Key to understanding the budget is that we are a service industry with most services provided by paid staff.The chief will be talking about volunteerism at the police department tonight.Upcoming meetings will have presentations by the library and parks and recreation on volunteers. Public Safety Director Jerald Monahan gave a powerpoint presentation on the volunteer opportunities at the police department and animal _control, the explorer program, the police reserves program, community service_ program, police auxiliary program, business watch partnership program, and mentioned Will Haynes. Mayor Insalaco commented therehas-.been a lot of counterfeit money going around:in the city.Theibanks have been getting a bunch of tens.Best Hardware took in two twenty dollar bills that have been works .of art. REGULAR MEETING OF THE CITY COUNCIL JANUARY 19, 2010 PAGE 2 OF 8 Public Safety Director Jerald Monahan stated the Secret Service has agreed to provide training for city staff in the near future.He will try to expand it to the business community. They are the experts in identifying the funny money. Mayor Insalaco stated he saw one of the twenties and it was a work of art. PUBLIC HEARINGS APPLICATION FOR A NEW LICENSE, CORPORATION, SERIES 10 LIQUOR LICENSE FOR WALGREENS #06333 )City Clerk Kathleen Connelly briefed the council on the item. Mayor Insalaco requested the applicant address the council. A representative of Walgreen's addressed the council. City Clerk Kathleen Connelly commented this application is for the Ironwood Drive location. She asked if they would be getting one for the Idaho Road location soon. The representative of Walgreen's stated the Idaho location already has one. Mayor Insalaco opened the public hearing on the item.There being no one wishing to speak, he closed the public hearing and reopened the item to council discussion.There being no discussion, he called for a motion. Vice. Mayor Eck MOVED THAT ..THE APPLICATION FOR .A NEW LICENSE, CORPORATION, SERIES 10 LIQUOR. LICENSE FOR WALGREENS 40.6333, SUBMITTED BY RANDY GUSE,_ BE RECOMMENDED FOR APPROVAL TO THE ARIZONA DEPARTMENT OF LIQUOR LICENSES AND CONTROL. REGULAR MEETING OF THE CITY COUNCIL JANUARY 19, 2010 PAGE 3 OF 8 Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. OLD BUSINESS None. NEW BUSINESS FISCAL YEAR 2009-2010 PROFESSIONAL SERVICES AGREEMENT WITH APACHE JUNCTION COMMUNITY DEVELOPMENT CORPORATION FOR ECONOMIC DEVELOPMENT SERVICES/FISCAL YEAR 2009-2010 PROFESSIONAL SERVICES AGREEMENT WITH APACHE JUNCTION MAIN STREET FOR ECONOMIC DEVELOPMENT SERVICES )City Clerk Kathleen Connelly briefed the council on the items. Councilmember Barker commented B under the bullet points on the Community Development Corporation says the consultant will provide a speaker to explain the capitalized project.She asked what the project is. City Clerk Kathleen Connelly stated the project is the function of the Community Development Corporation itself. Councilmember Barker commented the function of the Community Development Corporation is what follows with those bullet points. City Clerk Kathleen Connelly stated the Community Development Corporation has a different 501(C) than Main Street.It has a greater ability to initiate and get funding for projects and be responsible for the funding of the projects.It is a higher level of economic development REGULAR MEETING OF THE CITY COUNCIL JANUARY 19, 2010 PAGE 4 OF 8 engine.In other communities, they actually own real estate and do real estate transactions.The West Mesa Community Development Corporation was very active in light rail and the redevelopment of West Mesa.The director of that is now a member of the Mesa City Council. Councilmember Barker commented in bullet C of the Main Street contract it states the consultant shall provide technical assistance for local businesses.She wondered what that meant, as some technical assistance would call for some pretty high qualifications, such as the understanding of codes, ordinances and development services. City Clerk Kathleen Connelly stated it is technical assistance that fits within their area of expertise, such as how to begin a business, how to do store front improvements, and business plans.People just do not wake up in the morning and start a business, although a lot of people might try. Councilmember Barker agreed. City Clerk Kathleen Connelly stated it is their level of technical assistance.They are very good, when they come across something they are not familiar with, at directing someone to Steve Filipowicz, Janine Solley or the city clerk. Councilmember Barker stated that clears everything up for her.While she was reading, those two things had jumped out at her. City Clerk Kathleen Connelly stated she does not expect them to interpret city ordinances. Councilmember Barker commented they could not expect them to do that.The council frequently cannot do it. Mayor Insalaco closed the discussion with no further comments and called for a motion. REGULAR MEETING OF THE CITY COUNCIL JANUARY 19, 2010 PAGE 5 OF 8 Councilmember Dietz MOVED THAT APPROVAL BE GIVEN FOR THE PROFESSIONAL SERVICES AGREEMENT FOR FISCAL YEAR 2009-2010 BETWEEN THE APACHE JUNCTION COMMUNITY DEVELOPMENT CORPORATION AND THE CITY OF APACHE JUNCTION FOR ECONOMIC DEVELOPMENT AND BUSINESS EDUCATION SERVICES IN THE AMOUNT OF $7,600; AND THAT AUTHORIZATION BE GIVEN FOR THE MAYOR TO SIGN THE AGREEMENT. Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. Councilmember Barker MOVED THAT APPROVAL BE GIVEN FOR THE PROFESSIONAL SERVICES AGREEMENT FOR FISCAL YEAR 2009-2010 BETWEEN THE APACHE JUNCTION MAIN STREET PROGRAM AND THE CITY OF APACHE JUNCTION FOR ECONOMIC DEVELOPMENT SERVICES IN THE AMOUNT OF $32,000; AND THAT AUTHORIZATION BE GIVEN FOR THE MAYOR TO SIGN THE AGREEMENT. Councilmember Dietz SECONDED THE MOTION. VOTE:Unanimous. The motion carried. Vice Mayor Eck asked if he could reopen Item No. 6 for discussion.He has been advised he did not get the number of the store correct.He missed a digit. He asked if he could make another motion with the accurate number.There are 3 threes there and he only said two.It might be petty. City Attorney Joel Stern stated that is just a clerical thing. City Clerk Kathleen Connelly stated we can change that. REGULAR MEETING OF THE CITY COUNCIL JANUARY 19, 2010 PAGE 6 OF 8 Vice Mayor Eck commented that is what he wanted to know.If it is okay, then that is fine. It was eating at him. City Clerk Kathleen Connelly stated that was for Item No. 5, the liquor license.We will just include this discussion as part of the minutes and make the change. COUNCIL DIRECTION TO STAFF None. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES Councilmember Dietz MOVED THAT AN EXECUTIVE SESSION AT 5:45 P.M. AND A WORK SESSION AT 7:00 P.M. BE HELD ON MONDAY, FEBRUARY 1, 2010, IN THE CITY COUNCIL CONFERENCE ROOM AND CITY COUNCIL CHAMBERS, RESPECTIVELY; AND THAT AN EXECUTIVE SESSION AT 5:45 P.M. BE HELD ON TUESDAY, FEBRUARY 2, 2010 IN THE CITY COUNCIL CONFERENCE ROOM. Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. CALL TO THE PUBLIC: Mr. Elliott FiSher, 547 E. Quail, Apache Junction, addressed the council regarding the ,Main Street Program; requested the names of the people in charge of organizations and what those organizations, have done with the funds received, thanked them for adding more recycling bins, and his problems in getting a booth at Lost Dutchman ,Days.
