REGULAR MEETING
NOVEMBER 16, 2010
The regular meeting of the City Council of the City of
Apache Junction, Arizona, was held on November 16, 2010, at the
Apache Junction City Council Chambers pursuant to the notice
required by law.
CALL TO ORDER
Mayor Insalaco called the meeting to order at 7:00 p.m.
INVOCATION
Councilmember Wilson gave the Invocation.

THAT THE CONSENT AGENDA BE ACCEPTED AS PRESENTED; AND
THAT APPROVAL BE GIVEN FOR PROFESSIONAL SERVICES AGREEMENTS FOR
FISCAL YEAR 2010-2011 BETWEEN THE CITY OF APACHE JUNCTION AND
THE APACHE JUNCTION REACH OUT FOOD BANK IN THE AMOUNT OF
$14,400; THE BOYS AND GIRLS CLUB OF THE EAST VALLEY -APACHE
JUNCTION BRANCH IN THE AMOUNT OF $13,500; COMMUNITY ALLIANCE
AGAINST FAMILY ABUSE IN THE AMOUNT OF $12,000; EAST VALLEY ADULT
RESOURCES FOR THE APACHE JUNCTION SENIOR CENTER IN THE AMOUNT OF
$24,000; AND SUPERSTITION MOUNTAIN MENTAL HEALTH CENTER IN THE
AMOUNT OF $16,000; FOR A TOTAL AMOUNT OF $80,000, AND THAT
AUTHORIZATION BE GIVEN FOR THE MAYOR TO SIGN THE AGREEMENTS; AND
THAT AUTHORIZATION BE GIVEN FOR JUDGE HAZEL TO AMEND DEFENSE
ATTORNEY CONTRACTS WITH WILLIAM J. PEARLMAN AND JAMES F.
LACHEMANN REGARDING ALLOWABLE CASELOAD, COMPENSATION AND TERM
AND THAT AUTHORIZATION BE GIVEN FOR JUDGE HAZEL TO SIGN THE
AMENDED CONTRACTS PENDING FINAL APPROVAL AS TO FORM BY THE CITY
ATTORNEY; AND
THAT APPROVAL BE GIVEN FOR THE INTERGOVERNMENTAL AGREEMENT
BETWEEN FINAL COUNTY AND THE CITY OF APACHE JUNCTION FOR
ELECTION AND VOTER SERVICES FOR THE MARCH 2011 AND MAY 2011
ELECTIONS; AND THAT AUTHORIZATION BE GIVEN FOR THE MAYOR TO SIGN
THE AGREEMENT; AND
THAT APPROVAL BE GIVEN FOR THE AGREEMENT BETWEEN THE ARIZONA
REPUBLIC AND THE CITY OF APACHE JUNCTION FOR LEGAL ADVERTISING
FOR 2011 IN THE AMOUNT OF 33 CENTS PER LINE PER DAY IN THE MESA
REPUBLIC, 25 CENTS PER LINE PER DAY IN THE ARIZONA BUSINESS
GAZETTE, AND 80 CENTS PER LINE PER DAY IN THE ARIZONA REPUBLIC
FOR THE TERM OF JANUARY 1, 2011 THROUGH DECEMBER 31, 2011; AND
THAT AUTHORIZATION BE GIVEN FOR THE MAYOR TO SIGN THE AGREEMENT;
AND
THAT RESOLUTION NO. 10-40, A RESOLUTION OF THE MAYOR AND CITY
COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AUTHORIZING THE
CITY TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH MARICOPA
COUNTY (DEPARTMENT OF TRANSPORTATION)FOR TRAFFIC SIGNALIZATION

AWARDS, PRESENTATIONS AND COMMUNICATIONS
None.
ANNOUNCEMENT OF CURRENT EVENTS
Councilmember Serdy commented he had the first meeting with the
Tourism Advisory Committee in Phoenix and it was very
enlightening.The East Valley/Pinal County has not been
featured or highlighted and he learned a lot about what they can
be doing and what can be budgeted.They talked about the
upcoming centennial which has been taken on the by the focal
point and tourism committee locally.Apache Junction will be
having two centennials as 2011 is also the 100th anniversary of
the completion of Roosevelt Dam and when Teddy Roosevelt took
the Model T up there.They will be capitalizing on that aspect
and, starting at the focal point, they will get a Teddy
Roosevelt impersonator.Rather than have a separate event, they
will already be assembling for Lost Dutchman Days 2012, and they
will try to get him to be the Grand Marshal for the parade and
have speaking events throughout the day.The museum and
historical society will have some of the blocks from the
original dam.There will be a permanent monument there.They
will be working with them on their centennial.There is no
budget for this, so they will be asking for corporate donors.
Councilmember Barker is also on this committee and has
instrumental.Wayne Standage has been a tireless researcher and
has been instrumental on the Teddy Roosevelt part of this.If
anyone wants to help or donate, contact one of them after the
meeting.He believes this will be exciting for the community as
the dam is more ours than any other community in the valley.

Councilmember Barker commented they do have a budget; they just
do not have any money for it.
Councilmember Wilson commented this weekend at Prospector Park
the parks and recreation department had their Little Buckaroos
rodeo.They had 56 children attend and it was very well run.
He brought along a pony to assist for the activities.They had
a petting zoo with a turkey, rabbits, goats and chickens.He
enjoyed leading the kids around, especially for those riding a
horse for the first time.
Councilmember Barker commented the weekend before Animal Control
held an adoption day out at Kaufman Homes.Fourteen out of 19
dogs were adopted.There were a lot of people out there.
Unfortunately not a lot of cats went as well.Animal Control
did a good job out there.
Councilmember Barker commented the Community Alliance Against
Family Abuse event was held Saturday night.It closed down the
events for domestic violence month.They have held events all
month long.The final event was at Starbuck's.The community
and city staff are getting involved in this area.
Councilmember Barker commented the Veterans' Day Parade was an
amazing parade.They have had a very exciting week.
Mayor Insalaco commented Vice Mayor Dietz, Councilmember Barker
and he attended the groundbreaking this morning for the
expansion of Central Arizona College at Winchester and Old West
Highway.It is nice to go to a groundbreaking and know that
they are going to start right away.A lot of times you can go
to one of these things and 6 or 8 months later they might start
and they might not.This is the second groundbreaking they have
had in a short time, the first being Superstition Mountain
Mental Health and the next day they were there with the
bulldozers.Tomorrow they are mapping out the roads there.
CITY MANAGER'S REPORT
City Manager George Hoffman thanked city staff that worked on
the Wellness Event, and commented on comments from Central
Arizona College President Dennis Jenkins at the groundbreaking,
two multi -million dollar projects bookending the downtown, an

Arizona State Parks Board meeting tomorrow in this council
chambers, Chief Monahan being invited to speak at a 2 -day summit
in Houston on domestic violence, and the clearing of vegetation
on State Route 88 by Arizona Department of Transportation.
Recreation Superintendent Liz Langenbach gave a presentation on
the merger of the Holiday Event and Light Parade.The events
will take place on December 4, 2010, and will be used to promote
city businesses.

THAT AN EXECUTIVE SESSION AT 5:45 P.M. BE HELD ON TUESDAY,
DECEMBER 7, 2010, IN THE CITY COUNCIL CONFERENCE ROOM.

CALL TO THE PUBLIC:
Mr. Elliott Fisher, 547 E. Quail, Apache Junction, addressed the
council regarding charging stations for electric vehicles and
his term limit initiative.
Councilmember Coleman asked if Mr. Fisher had ever considered
limiting how many times you can unsuccessfully run for a public
office.
