HomeMy WebLinkAbout2009-06-02 City Council Regular MinutesCITY COUNCIL REGULAR MEETING JUNE 2, 2009 The regular meeting of the City Council of the City of Apache Junction, Arizona, was held on June 2, 2009, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Insalaco called the meeting to order at 7:05 p.m. INVOCATION Vice Mayor Eck gave the Invocation. PLEDGE OF ALLEGIANCE Councilmember Barker led the Pledge of Allegiance. ROLL CALL Councilmembers Present:Mayor Insalaco Vice Mayor Eck Councilmember Barker Councilmember Coleman Councilmember Dietz Councilmember Serdy Councilmember Wilson Staff Present:City Manager George Hoffman Assistant City Manager Bryant Powell City Clerk Kathleen Connelly City Attorney Joel Stern Public Safety Director Jerald Monahan Public Works Director David Fern Economic Dev. Director Steve Filipowicz Others Present:Business Advocate Janine Solley Program Coordinator Heather Patel REGULAR MEETING OF THE CITY COUNCIL JUNE 2, 2009 PAGE 1 OF 5 ACCEPTANCE OF CONSENT AGENDA )Vice Mayor Eck MOVED THAT THE CONSENT AGENDA BE ACCEPTED AS PRESENTED AFTER MOVING CALL TO THE PUBLIC TO FOLLOW ITEMS NO. M8 AND M9 AND THAT THE MAYOR OR VICE MAYOR BE AUTHORIZED TO ADJOURN THE MEETING IF ANYONE BECOMES DISORDERLY, UNCIVIL OR MAKES PERSONAL ATTACKS DURING CALL TO THE PUBLIC. Councilmember Dietz SECONDED THE MOTION. VOTE:Unanimous. The motion carried. AWARDS, PRESENTATIONS AND COMMUNICATIONS City Clerk Kathleen Connelly administered the Oaths of Office to Mayor -elect John Insalaco and Councilmembers-elect Douglas Coleman, Rick Dietz and R.E. Eck, Jr. Mr. Roger Schwerzon, president for the Habitat for Humanity - Central Arizona, gave a presentation on the completion of the Ironwood Trails subdivision. ANNOUNCEMENT OF CURRENT EVENTS None. CITY MANAGER'S REPORT None. PUBLIC HEARINGS None. OLD BUSINESS None. NEW BUSINESS REGULAR MEETING OF THE CITY COUNCIL JUNE 2, 2009 PAGE 2 OF 5 NOMINATION AND SELECTION OF VICE MAYOR )Mayor Insalaco opened the nominations for vice mayor. Councilmember Coleman NOMINATED R.E. ECK FOR THE POSITION OF VICE MAYOR. Mayor Insalaco called for any other nominations.There were none. VOTE:Unanimous. The motion carried. DESIGNATION OF CITY COUNCIL CHECK SIGNATORIES )City Clerk Kathleen Connelly briefed the council on the item. Mayor Insalaco called for a motion. Councilmember Barker MOVED THAT THE FOLLOWING COUNCIL REPRESENTATIVES BE DESIGNATED AS CHECK SIGNERS IN ADDITION TO THE CITY CLERK:MAYOR JOHN INSALACO AND VICE MAYOR R.E. ECK. Councilmember Dietz SECONDED THE MOTION. VOTE:Unanimous. The motion carried. COUNCIL DIRECTION TO STAFF None. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES Councilmember Dietz MOVED THAT AN EXECUTIVE SESSION AT 5:45 P.M. AND A WORK SESSION AT REGULAR MEETING OF THE CITY COUNCIL JUNE 2, 2009 PAGE 3 OF 5 7:00 P.M. BE HELD ON MONDAY, JUNE 15, 2009, IN THE CITY COUNCIL CONFERENCE ROOM AND CITY COUNCIL CHAMBERS, RESPECTIVELY; AND THAT AN EXECUTIVE SESSION AT 5:45 P.M. BE HELD ON TUESDAY, JUNE 16, 2009, IN THE CITY COUNCIL CONFERENCE ROOM. Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. CALL TO THE PUBLIC: Mr. John Kantowski, 835 W. Windsong, Apache Junction, addressed the council regarding a letter advising of the postal zip code change and city growth. Mr. Elliott Fisher, 547 E. Quail, Apache Junction, addressed the council regarding oaths of office, Call to the Public, and the Habitat for Humanity homes. Councilmember Coleman commented Mr. Fisher just got up and spoke to us.He is not sure what he means by the right to speak at council meetings.If he is talking about that they have a right to be televised, and he wants to be on television, then maybe he should say that.To get up and say that they limit the public's speaking is not accurate. Mayor Insalaco commented Call to the Public is not a right, it is something we.provide for people.If theywere in Mesa, they would only allow ,three people to speak.Do not say that the council does not listen to the public.
