HomeMy WebLinkAbout2009-07-07 City Council Special MinutesCITY COUNCIL SPECIAL MEETING JULY 7, 2009 The special meeting of the City Council of the City of Apache Junction, Arizona, was held on July 7, 2009, at the Apache Junction City Council Chambers pursuant to the notice required by law. Mayor Insalaco called for any discussion.There being no discussion, he closed the item and moved on to the next item on the agenda. PUBLIC HEARING:TENTATIVE BUDGET FOR FISCAL YEAR 2009-2010 )Mayor Insalaco opened the public hearing on the item. Mr. Elliott Fisher, 547 E. Quail, Apache Junction, addressed the council.He spoke again about his belief that the city hall was $2 million over budget and that it is not the state's fault for the budget woes.He requested the city live within its means.He remarked on the monies spent on transportation studies yet there is no bus for the city after all these studies. Mayor Insalaco closed the public hearing with no one else wishing to speak.He opened the item to council discussion. Vice Mayor Eck commented Apache Junction is one of the most fortunate towns or cities when it comes to balancing the budget.He does not think they are getting enough credit for not laying off any employees.He asked if everyone knew how difficult that is.It is the easiest thing to do; to cut, cut and cut.We have worked around that. This city hall, all the buildings in the Capital Facilities Plan, will be paid off a year from now by simply having saved $6.5 million to get it started and collecting the .2 of a percent tax and managing it well.He thinks staff and council have done a very good job at setting the city up.The horrible economy that is hitting has gone more overboard than had been hoped.As far as being in debt to bonds like so many other cities and towns, we are not.A year from now, we will have a huge relief off our shoulders.He thinks they have been set up SPECIAL MEETING OF THE CITY COUNCIL JULY 7, 2009 PAGE 2 OF 7 very professionally.We listened to our staff and advisors and he believes a good job was done.He is very happy with it. Councilmember Serdy commented he does not think they are going to build any more city halls, so that should not be a problem anymore.They have weathered that and they should be okay. Councilmember Coleman commented he wanted to clarify one thing.They were not blaming the state legislature for the difficult budget situation they find themselves in.The city manager was alluding to the fact the state has not decided how they will balance their budget, which could affect our revenues.It is still a possibility that our revenues may be less than what we believed. Mayor Insalaco closed the discussion with no further comments and moved on to the next item. CONSIDERATION OF PROPOSED RESOLUTION NO. 09-35, ADOPTION OF TENTATIVE BUDGET FOR FISCAL YEAR 2009-2010 )Mayor Insalaco called for a motion. Councilmember Barker MOVED THAT RESOLUTION NO. 09-35, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE ADOPTION OF THE TENTATIVE BUDGET FOR THE CITY OF APACHE JUNCTION, ARIZONA, FOR FISCAL YEAR 2009-2010, HEREWITH SETTING FORTH THE TENTATIVE ESTIMATES FOR THE MONIES NECESSARY FOR THE PUBLIC EXPENSES OF THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE FISCAL YEAR 2009-2010 AND GIVING NOTICE OF THE TIME AND PLACE FOR HEARING TAXPAYERS FOR THE ADOPTION OF THE FINAL BUDGET, BE APPROVED. Councilmember Wilson SECONDED THE MOTION. VOTE:Unanimous. SPECIAL MEETING OF THE CITY COUNCIL JULY 7, 2009 PAGE 3 OF 7 The motion carried. CONSIDERATION OF PROPOSED RESOLUTION NO. 09-36, DECLARING AS A PUBLIC RECORD AND ADOPTING THOSE CERTAIN DOCUMENTS ENTITLED "CLASSIFICATION PLAN FOR FISCAL YEAR 2009-2010" AND "COMPENSATION PLAN FOR FISCAL YEAR 2009-2010" AND DECLARING AN EMERGENCY )City Manager George Hoffman stated he had no additional information. Mayor Insalaco called for a motion. Councilmember Dietz MOVED THAT RESOLUTION NO. 09-36, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, DECLARING AS A PUBLIC RECORD AND ADOPTIONG CERTAIN DOCUMENTS FILED WITH THE CITY CLERK ENTITLED "THE CLASSIFICATION PLAN FOR FISCAL YEAR 2009-2010" AND "THE COMPENSATION PLAN FOR FISCAL YEAR 2009- 2010"; AND DECLARING AN EMERGENCY, BE APPROVED. Vice Mayor Eck SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISCUSSION AND DIRECTION ON PROPOSED TEMPORARY PERSONAL LEAVE FOR CITY EMPLOYEES FOR FISCAL YEAR 2009-2010 )City Manager George Hoffman briefed the council on the item. Councilmember Barker _asked if they gave the employees 24 hours last year. SPECIAL MEETING OF THE CITY COUNCIL JULY 7, 2009 PAGE 4 OF 7 City Manager George Hoffman stated it should be spoken of in terms of 24 hours instead of 3 days. Councilmember Barker asked if the date would change to July 20 in the motion everywhere it says July 1. City Manager George Hoffman stated that is correct; it would not then begin midway through a pay period. Mayor Insalaco closed the discussion with no further comments and called for a motion. Vice Mayor Eck MOVED THAT WE APPROVE 24 HOURS OF TEMPORARY PERSONAL LEAVE FOR CITY EMPLOYEES FOR. FISCAL YEAR 2009-10, BEGINNING JULY 20, 2009, AND ENDING JUNE 30, 2010, SUBJECT TO THE FOLLOWING TERMS:THIS LEAVE WILL BE PLACED IN A SEPARATE BILLING ACCOUNT APART FROM VACATION AND SICK LEAVE; IT WILL BE CONSIDERED STRAIGHT TIME AND WILL NOT BE CONSIDERED IN THE CALCULATION OF OVERTIME; THIS LEAVE WILL ONLY BE AVAILABLE FOR USE BEGINNING JULY 20, 2009 AND UP TO AND INCLUDING JUNE 30, 2010; THERE WILL BE NO CARRYOVER OF THIS LEAVE BEYOND JUNE 30, 2010; PRIOR TO TAKING THIS LEAVE AN EMPLOYEE SHALL OBTAIN APPROVAL FROM HIS/HER DEPARTMENT DIRECTOR; THIS LEAVE SHALL BE EXTENDED TO NON-EXEMPT AND EXEMPT CITY EMPLOYEES WHO REGULARLY WORK 24 HOURS OR MORE PER WEEK; IT SHALL BE PRORATED FOR PART TIME CITY EMPLOYEES; THIS LEAVE SHALL.BE EXTENDED ONLY TO THOSE CITY EMPLOYEES WHO ARE AN EMPLOYEE OF RECORD ON OR BEFORE JULY 20, 2009 (corrected to July 1, 2009); THIS LEAVE SHALL NOT BE ADDED TO OR INCLUDED IN ANY PAY OUT PROVISIONS.I FURTHER MOVE THAT THE CITY MANAGER IS AUTHORIZED TO MAKE FINAL ADMINISTRATIVE ADJUSTMENTS TO THESE TERMS. Councilmember Barker SECONDED THE MOTION. City Manager George Hoffman asked them to amend the section to July 1 where it states for employees to be on the record.That one should have stayed July 1, not July 20. SPECIAL MEETING OF THE CITY COUNCIL JULY 7, 2009 PAGE 5 -OF 7- Vice Mayor Eck AMENDED HIS MOTION TO READ THIS LEAVE SHALL BE EXTENDED ONLY TO THOSE CITY EMPLOYEES WHO ARE AN EMPLOYEE OF RECORD ON OR BEFORE JULY 1, 2009. Councilmember Baker SECONDED THE AMENDMENT. Vice Mayor Eck commented that it is very difficult when you are getting in a career and you get a step increase that is made up by your council, and hope to be getting that when times get tough.It cannot be funded.He hoped that employees would look at this as an attempt to show the council is concerned about the employees and is trying to give them something rather than just nothing.There were no layoffs, and at least they were able to give them an additional 3 days off.The goal is to get back into the step program where they can gradually start accumulating salaries as they should. VOTE:Unanimous. The motion carried.
