HomeMy WebLinkAbout2008-06-03 City Council Special MinutesCITY COUNCIL SPECIAL MEETING JUNE 3, 2008 The special meeting of the City Council of the City of Apache Junction, Arizona, was held on June 3, 2008, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Insalaco called the meeting to order at 6:00 p.m. ROLL CALL Councilmembers Present:Mayor Insalaco Councilmember Dietz Councilmember Serdy Councilmember Severs Councilmember Wilson Staff Present: (Vice Mayor Eck and Councilmember Barker were absent.) Director Steve Filipowicz Asst. to the City Manager Matt Busby Others Present:Sergeant Phil Freeman Community Relations Manager Pat Brenner SPECIAL MEETING OF THE CITY COUNCIL JUNE 3, 2008 PAGE 1 OF 6 DISCUSSION ON TENTATIVE BUDGET FOR FISCAL YEAR 2008-2009 )City Manager George Hoffman briefed the council on the item. Councilmember Dietz asked if they could make the motion this evening on personal days off for the employees this evening. City Manager George Hoffman stated he could make the motion this evening. Mayor Insalaco closed the item with no further discussion and moved on to the next item. PUBLIC HEARING:TENTATIVE BUDGET FOR FISCAL YEAR 2008-2009 )Mayor Insalaco opened the public hearing on the item.There being no one wishing to speak, he closed the public hearing and reopened the item to council discussion. Councilmember Dietz commented he would like to thank staff for doing a wonderful job, especially Keith Lewis, Bryant Powell and Matt Busby.These are tough times and for the time being the city is looking pretty good.We are very fortunate considering the position a lot of the other cities in this valley are in.They are at least holding it for right now and he hopes it continues.He thinks they all did a wonderful job. Councilmember Severs commented that in his dealings with all the other cities and towns, it is frustrating when he needs an inspection and he finds out that 33 inspectors have been laid off.When he has needed planned review he finds out that one-third of their staff has been laid off.It is with every city in the valley right now, and for this staff to do what it has done without laying off anyone is a wonderful thing.He hopes they can keep it that way and move forward into the future. SPECIAL MEETING OF THE CITY COUNCIL JUNE 3, 2008 PAGE 2 OF 6 Councilmember Wilson stated he wanted to congratulate staff for being able to work through this budget and maintain a level of employment, service to the city and protection to the city.The city council and the community appreciate all the hard work that they have done. Mayor Insalaco closed the discussion with no further comments and moved on to the next item. CONSIDERATION OF PROPOSED RESOLUTION NO. 08-13, ADOPTION OF TENTATIVE BUDGET FOR FISCAL YEAR 2008-2009 )Mayor Insalaco called for a motion. Councilmember Dietz MOVED THAT RESOLUTION NO. 08-13, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE ADOPTION OF THE TENTATIVE BUDGET FOR THE CITY OF APACHE JUNCTION, ARIZONA, FOR FISCAL YEAR 2008-2009, HEREWITH SETTING FORTH THE TENTATIVE ESTIMATES FOR THE MONIES NECESSARY FOR THE PUBLIC EXPENSES OF THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE FISCAL YEAR 2008-2009 AND GIVING NOTICE OF THE TIME AND PLACE FOR HEARING TAXPAYERS FOR THE ADOPTION OF THE FINAL BUDGET, BE APPROVED. Councilmember Severs SECONDED THE MOTION. VOTE:Unanimous. The motion carried. DISCUSSION ON PROPOSED EMPLOYEE HOLIDAYS FOR FISCAL YEAR 2008- 2009 )Mayor Insalaco called for discussion. SPECIAL MEETING OF THE CITY COUNCIL JUNE 3, 2008 PAGE 3 OF 6 Councilmember Dietz asked if everyone was in agreement with 24 hours, or 3 days, of additional leave. Councilmember Severs asked if anyone had talked to staff about it. Councilmember Dietz commented he believed that recommendation was from staff. Councilmember Severs asked if one of staff's recommendations was for the 3 days. City Manager George Hoffman stated they did not present a recommendation on the number of hours per se. Councilmember Severs stated he was fine with it. Councilmember Dietz commented he liked the idea of temporary personal leave.It would possibly alleviate some overtime.The employees can use it at their leisure or whenever they see fit. Mayor Insalaco closed the discussion with no further comments and called for a motion. Councilmember Dietz MOVED THAT WE APPROVE 24 HOURS OF TEMPORARY PERSONAL LEAVE FOR CITY EMPLOYEES FOR FISCAL YEAR 2008-09, BEGINNING JULY 1, 2008 AND ENDING JUNE 30, 2009, SUBJECT TO THE FOLLOWING TERMS:THIS LEAVE WILL BE PLACED IN A SEPARATE BILLING ACCOUNT APART FROM VACATION AND SICK LEAVE; IT WILL BE CONSIDERED STRAIGHT TIME AND WILL NOT BE CONSIDERED IN THE CALCULATION OF OVERTIME; THIS LEAVE WILL ONLY BE AVAILABLE FOR USE BEGINNING JULY 1, 2008 AND UP TO AND INCLUDING JUNE 30, 2009; THERE WILL BE NO CARRYOVER OF THIS LEAVE BEYOND JUNE 30, 2009; PRIOR TO TAKING THIS LEAVE AN EMPLOYEE SHALL OBTAIN APPROVAL FROM HIS/HER DEPARTMENT DIRECTOR; THIS LEAVE SHALL BE EXTENDED TO NON-EXEMPT AND EXEMPT CITY EMPLOYEES WHO REGULARLY WORK 24 HOURS OR MORE PER WEEK; IT SHALL BE PRORATED FOR PART TIME CITY EMPLOYEES; THIS LEAVE SHALL BE SPECIAL MEETING OF THE CITY COUNCIL JUNE 3, 2008 PAGE 4 OF 6 EXTENDED ONLY TO THOSE CITY EMPLOYEES WHO ARE AN EMPLOYEE OF RECORD ON OR BEFORE JULY 1, 2008; THIS LEAVE SHALL NOT BE ADDED TO OR INCLUDED IN ANY PAY OUT PROVISIONS.I FURTHER MOVE THAT THE CITY MANAGER IS AUTHORIZED TO MAKE FINAL ADMINISTRATIVE ADJUSTMENTS TO THESE TERMS. THE MOTION. VOTE:Unanimous. The motion carried.
