HomeMy WebLinkAbout2005-06-14 City Council Special MinutesCITY COUNCIL SPECIAL MEETING JUNE 14,2005 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on June 14,2005,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Coleman called the meeting to order at 6:00 p.m. ROLL CALL Councilmembers Present:Mayor Coleman Councilmember Dietz Councilmember Insalaco Councilmember Sippel Councilmember Waldron Staff Present: (Vice Mayor Eck and Councilmember Severs were on vacation.) SPECIAL MEETING OF THE CITY COUNCIL JUNE 14,2005 PAGE 1 OF 7 DISCUSSION ON TENTATIVE BUDGET FOR FISCAL YEAR 2005-2006 )City Manager George Hoffman briefed the council on the item.He stated the latest version is in orange. He stated they have offered back into the budget two police officers,one communications manager,a detective,a records clerk,an animal control supervisor,a part-time kennel assistant,and a park ranger position.They have adjusted the city sales tax number by $300,000 in the event that additional revenues might come in in the future.Because of the two -tenths of a percent sales tax,the capital projects line is also increased by $30,000. After the first draft budget was presented,City Clerk Kathleen Connelly affirmed an additional $375.000 coming in for city sales tax audit:that has been included in the budget.The budget includes an amount sufficient to cover the recommendations set by the classification and compensation team and the insurance and benefits team.The classification and compensation team made an effort on implementation to reduce some of the compression issues;he believes they have been successful.This budget does not include a compensation adjustment by individual department or any potential increases that they might make for the contract employees.He believes the overall city budget could provide for such increases if they were to occur. City Engineer Ron Grittman,chair of the classification and compensation team,briefed the council on the implementation plan.He stated after they adopted the plan,a problem developed stemming from the police department.It was not,however,a police department issue.I t applied across the board to 25 positions.With this pay plan they are attempting to compensate employees who have been here for a long period of time and have gone through those doldrums the city has had with pay increases.An example was an employee who came to work for the city one week prior to the classification and compensation team adopting the program and who worked with another individual who was here longer.After the team looked at how it would be implemented,these two people would be paid the exact same even though one had been here a week and the other approximately 3 years.The committee wanted to be equitable to the employees who had been here for a longer term.They determined that anyone who had been hired after July 1, 2004,would be moved to the plan so that they would not be disadvantaged,but they do not receive the initial 4.3%increase on July 1,2005.On their anniversary date,with a successful evaluation,they will be moved their 4.3%. This would put them on Step 2 following the completion of their first year. This would apply to 25 positions of the 250 positions in the city. SPECIAL MEETING OF THE CITY COUNCIL JUNE 14,2005 PAGE 2 OF 7 •Councilmember Sippel asked if in the future everyone would get their increase on their anniversary date instead of on July 1.. City Engineer Ron Grittman stated future increases will always be on the anniversary date.They are doing the initial 4.3%increase on July 1 for employees who have been here a relatively long amount of time and not been given any compensation. Councilmember Sippel commented July I is essentially to get them on a step. City Engineer Ron Grittman stated i t is to get them on a step and to get them a little bit closer to where they are supposed to be. Councilmember Sippel stated that in the future it will always be on their anniversary date. City Engineer Ron Grittman stated that is correct. City Manager George Hoffman commented he had asked the team for their thoughts and agreement for him to talk to the council about further assessing the top management positions for compensation issues.The market may look at those positions differently; there are a lot of variables in the department director positions,what they do and what is required for them.He proposed they be included in the classification and compensation plan as recommended by the team,but that he receive direction to go do additional research and come back with a long term strategy for those positions,for ranges 65 and above.There would have to be integration between any plan for department directors and subordinate positions because the methodology of the team was to slot some of those in relationship to the department director position.It will require some integration and he would like direction to do additional research there. He asked if there was anything else from the classification and compensation team that needs to be noted. City Engineer Ron Grittman stated everything is as it was discussed at the last work session. PUBLIC HEARING ON TENTATIVE BUDGET FOR FISCAL YEAR 2005-2006 )Mayor Coleman opened the public hearing on the item.There being no one wishing to speak,he closed the public hearing.Mayor Coleman opened the item to council discussion.There being no discussion,he closed the item and moved on to the next item. PROPOSED RESOLUTION NO.05-21,ADOPTION OF TENTATIVE BUDGET FOR FISCAL YEAR 2005-2006 AND GIVING NOTICE OF FINAL BUDGET ADOPTION) )Mayor Coleman called for a motion. Councilmember Waldron MOVED THAT RESOLUTION NO.05-21,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,FOR THE ADOPTION OF THE TENTATIVE BUDGET FOR THE CITY OF APACHE JUNCTION,ARIZONA,FOR FISCAL YEAR 2005-2006,HEREWITH SETTING FORTH THE TENTATIVE ESTIMATES FOR THE MONIES NECESSARY FOR THE PUBLIC EXPENSES OF THE CITY OF APACHE JUNCTION,ARIZONA,FOR THE FISCAL YEAR 2005-2006 AND GIVING NOTICE OF THE TIME AND PLACE FOR HEARING TAXPAYERS FOR THE ADOPTION OF THE FINAL BUDGET,BE APPROVED. I FURTHER MOVE THAT THE PUBLIC HEARING FOR FINAL BUDGET ADOPTION BE HELD ON TUESDAY.JUNE 28,2005,BEGINNING AT 6:00 P.M.IN THE CITY COUNCIL CHAMBERS; AND I MOVE THAT THE RECOMMENDATIONS OF THE INSURANCE AND BENEFITS TEAM REGARDING EMPLOYEE HEALTH AND DENTAL INSURANCE COVERAGE AS PRESENTED AT THE WORK SESSION OF JUNE 6,2005,BE ACCEPTED AND THAT THE CITY MANAGER BE DIRECTED TO IMPLEMENT THESE RECOMMENDATIONS FOR FISCAL YEAR 2005-2006;AND I FURTHER MOVE THAT THE RECOMMENDATIONS OF THE CLASSIFICATION AND COMPENSATION TEAM AS PRESENTED AT THE WORK SESSION OF JUNE 6,2005 AND AS ALSO RECOMMENDED BY THE INSURANCE AND BENEFITS TEAM BE ACCEPTED AND THAT THE CITY MANAGER BE DIRECTED TO PREPARE THE DOCUMENTS NECESSARY TO IMPLEMENT THESE RECOMMENDATIONS FOR FISCAL YEAR 2005-2006 TO INCLUDE THE FOLLOWING: SPECIAL MEETING OF THE CITY COUNCIL JUNE 14,2005 PAGE 4 OF 7 1.EFFECTIVE JULY 1,2005,ALL CURRENT CLASSIFIED EMPLOYEES BE MOVED INTO THE NEW PAY PLAN TO THE NEAREST DOLLAR PLACEMENT WITHOUT BEING DISADVANTAGED:AND 2.EFFECTIVE JULY 1,2005,ALL CURRENT CLASSIFIED EMPLOYEES AT RANGE 60 AND ABOVE BE MOVED ONTO THE NEW PAY PLAN TO THE NEAREST DOLLAR PLACEMENT WITHOUT BEING DISADVANTAGED ACCORDING TO WHERE THEY WOULD BE PLACED HAD THE 2003 PLAN BE IMPLEMENTED FOR THESE POSITIONS;AND 3.EFFECTIVE JULY 1,2005,ALL CURRENT CLASSIFIED EMPLOYEES HIRED ON OR BEFORE JUNE 30,2004 SHALL MOVE ONE STEP TO THE NEXT CONSECUTIVE STEP IN THEIR RESPECTIVE PAY RANGE;AND 4.EFFECTIVE UPON THEIR RESPECTIVE CLASSIFICATION DATE,EACH CLASSIFIED EMPLOYEE IS ELIGIBLE TO MOVE ONE STEP TO THE NEXT CONSECUTIVE STEP IN THEIR RESPECTIVE PAY RANGE UNTIL THE MAXIMUM OF THEIR PAY RANGE IS REACHED SUBJECT TO RECEIVING AN OVERALL SATISFACTORY PERFORMANCE EVALUATION;AND 5.EFFECTIVE JULY 1,2005,ANY CURRENT CLASSIFIED EMPLOYEE ALREADY BEING COMPENSATED BEYOND THE MAXIMUM OF THEIR RESPECTIVE PAY RANGE SHALL RECEIVE NO FURTHER ADJUSTMENT UNTIL THEIR SALARY FALLS WITHIN THE STEP PLAN. I FURTHER MOVE THAT THE CITY MANAGER IS DIRECTED TO ASSESS TOP MANAGEMENT POSITIONS TO INCLUDE,AT A MINIMUM,POSITIONS AT PAY RANGE 65 AND ABOVE, DEVELOP A COMPENSATION STRATEGY FOR THESE POSITIONS AND INTEGRATE THIS STRATEGY WITH THE NEW PAY PLAN;AND I FURTHER MOVE THAT THE CITY ATTORNEY IS DIRECTED TO RESEARCH THE CITY PERSONNEL RULES AND ADMINISTRATIVE PROCEDURES TO CONFIRM THEIR COMPATIBILITY WITH THIS PLAN;AND I FURTHER MOVE THAT THE CITY MANAGER,IN CONJUNCTION WITH THE FISCAL YEAR 2007-2008 BUDGET,IS DIRECTED TO REVIEW THIS PLAN FOR APPROPRIATE PLACEMENT OF CITY POSITIONS ACCORDING TO THE LABOR MARKET. Councilmember Dietz SECONDED THE MOTION. SPECIAL MEETING OF THE CITY COUNCIL JUNE 14,2005 PAGE 5 OF 7 VOTE:Unanimous. The motion carried. Mayor Coleman thanked all of the employees that worked on the compensation plan and benefits plan.He realized it was not easy but was difficult to do.The council certainly appreciates i t as it makes it easier for them.
