HomeMy WebLinkAbout2003-06-02 City Council Special MinutesCITY COUNCIL SPECIAL MEETING JUNE 2,2003 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on June 2,2003,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Coleman called the meeting to order at 6:09 p.m. ROLL CALL Councilmembers Present:Mayor Coleman Vice Mayor Surra Council member Dietz Councilmember Eck Councilmember Mil key Councilmember Urich Staff Present: Others Present: (Councilmember Durbala was absent.) City Manager George Hoffman Interim Assistant City Manager/City Clerk Kathleen Connelly City Attorney Joel Stern Public Works Director Doug Dobson City Engineer Ron Grittman Library Director Pam Loui Interim Development Svcs.Dir.Rudy Esquivias Interim Assistant City Manager/Assistant to the City Manager Bryant Powell Community Relations Manager Pat Brenner SPECIAL MEETING OF THE CITY COUNCIL JUNE 2,2003 PAGE 1 OF 5 DISCUSSION ON PROPOSED PAY PLAN; ADOPTION OF PROPOSED PAY PLAN )City Manager George Hoffman briefed the council on the item.He stated they have added for their consideration a mechanism for them to phase in the manager and director compensation.There was some concern about the rapid movement to market of those positions.It will take three years time to reach the market:they do not believe it will take away any money from any incumbent.If they got a full 5% merit,they would not be able to keep up with that movement.I t is an alternative for their consideration. Councilmember Eck commented he liked i t as it does not cost the employees any difference.The city needs to face the fact that they are always in the public eye:if they see positions increased by $30.000,they think the employees are actually getting $30,000. He likes it being phased in.He added he had a question about the process, and commented the city has $170,000 to implement the program. City Manager George Hoffman stated the city council budgeted $1.70,000.this,year to implement the program.Staff is trying to provide a like' amount in 'next year's budget for a total around $340,000.They are trying:to provide an amount for a merit increase,possibly around 4%.- Councilmember Eck commented he is confused on how it works.It brings the employee up to the bottom range i f their range goes up. City Manager George Hoffman stated there is everything from do nothing to the upper step of bringing employees to the start of the new range:the cost of doing that will be about $95.000. They are still working to provide movement among multiple incumbent positions if council desires that movement. Councilmember Eck asked what happens to the 20 year employee who has been topped out for five years,their range has increased dramatically,yet they are above the bottom. City Manager George Hoffman stated they have not explored that far.There are a number of different SPECIAL MEETING OF THE CITY COUNCIL JUNE 2,2003 PAGE 2 OF 5 methodologies.They have not explored beyond what it would cost to get the incumbents to the start of the range.He commented they would look at some policy preferences if the council has them.They are realistically looking at approximately $700,000 to do a merit increase and these.It depends on where they want to emphasize the money. Councilmember Eck commented the original plan was to get the people up to the minimum and that is what has been budgeted. City Manager George Hoffman stated they budgeted $170,000,but he could not remember why that amount was picked. Councilmember Dietz stated he thought they were going to start with $300,000. Interim Assistant City Manager/Assistant to the .City Manager Bryant Powell stated they thought at this time last year that they were going to get the plan done six months ago. A half year of funding was therefore included, Councilmember Dietz commented they were originally around a $300,000. figure when they first discussed this. Councilmember Urich thanked the employee pay study team for their hard work and the many hours of dedicated effort. Councilmember Eck commented he takes a large responsibility for resurfacing this.He started on this two years ago and he thought they were below the competitive job market.His intention was that if you were in any range,he thought everyone across the board would get at least a 5% to 10%raise.The results did not come out the way he' originally intended.However,he did learn a lot with this study and commended the people for working on it.I t is very difficult to come up with co-workers salaries. Vice Mayor Surra commented she is comfortable with making sure that no one will fall below the new beginning for a range.She would like them to address the incumbents that were already SPECIAL MEETING OF THE CITY COUNCIL JUNE 2,2003 PAGE 3 OF 5 beyond the beginning of this new range;that they be moved progressively with the new person who would be started.The disparity and compression should be alleviated as much as possible.If it costs $95,000 to bring everyone up to minimum,they should have some dollars to move some of the other people further along that have been in the positions longer.She wants to make sure that is part of the process. Councilmembers Dietz,Eck and Urich agreed. Mayor Coleman closed the discussion with no more comments and called for a motion. Councilmember Urich MOVED THAT THE PAY PLAN ENTITLED "DRAFT 5/28/03"FOR FISCAL YEAR 2003-2004,BE ADOPTED AS PRESENTED,AND THAT POSITIONS IN THE RANGE OF 60 AND ABOVE BE INCREMENTALLY AND AUTOMATICALLY PHASED INTO THE MARKET OVER A 3 YEAR PERIOD EFFECTIVE JULY 1,2003,AND FOR JULY 1 OF EACH SUBSEQUENT YEAR THROUGH AND INCLUDING JULY 1, 2006,AS SHOWN ON THE DOCUMENT ENTITLED "ADJUSTMENTS TO DIRECTOR AND MANAGEMENT POSITIONS TO PHASE IN NEW RANGES"; I FURTHER MOVE THAT IF THERE IS ANY ADJUSTMENT TO THE MAXIMUM OF OTHER RANGES IN THE PLAN,INCLUDING BUT NOT LIMITED TO,BASE WAGE ADJUSTMENT,COST OF LIVING ALLOWANCE,OR ANY OTHER COMBINATION THEREOF,IT SHALL APPLY ACROSS THE BOARD TO ALL EMPLOYEES IN ALL RANGES; I FURTHER MOVE THAT STAFF BE DIRECTED TO PROVIDE AN IMPLEMENTATION PLAN IN CONJUNCTION WITH THE FISCAL YEAR 2003-2004 BUDGET. MOTION. VOTE:Unanimous. The motion carried.
