HomeMy WebLinkAbout2003-07-15 City Council Special MinutesCITY COUNCIL SPECIAL MEETING JULY 15,2003 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on July 15,2003,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Coleman called the meeting to order at 6:00 p.m. ROLL CALL Councilmembers Present:Mayor Coleman Vice Mayor Eck . Councilmember Dietz Councilmember Insalaco Council member Milkey Councilmember Sippel Councilmember Waldron Staff Present City Manager George: Hoffman Interim Assistant City Manager/City Clerk Kathleen Connelly City Attorney Joel Stern Parks &IRecreation Director Jeff Bell Finance Director Keith :Lewis Interim Dev.Svcs Director Rudy Esquivias Interim Assistant :city Manager/Assistant to the City Manager Bryant Powell Others Present:Finance -Manager John White. ,DISCUSSION ,ON FINAL BUDGET FOR FISCAL YEAR -2001-12004 )Finance Director Keith Lewis briefed the council on the item.He stated the only change from the last meeting 18 the 'additional 2% ,onto the -salary of those employees in:the:range SPECIAL MEETING OF THE CITY COUNCIL JULY 15,2003 PAGE 1 OF 5 60 and above that had more than 11 years of service to the city.That cost the city an additional $9,020.I t is reflected in this budget and we are still to the good. increase is 3% to 4%annually. we were back then. 3.75% this year; that is the general fund. Vice Mayor Eck asked if the average Finance Director Keith Lewis stated Vice Mayor Eck commented we are at Finance Director Keith Lewis Vice Mayor Eck asked if they are pretty consistent with that increase in the general fund. Finance Director Keith Lewis stated we are. Vice Mayor Eck asked if they ever determined the percentage of payroll to the budget. Finance Director Keith Lewis stated' he did but hedoes.not have the information with him Vice Mayor Eck requestedthe information be ,dropped in their mail boxes sometime-in the future.He complimented him for a great job on the budget: There wasAeneral discussion on the percentage of payroll to the budget. Vice Mayor Eck commentedhe believes they went -uplthe average percentage and they did what their plan was..One of the three top goals last year wastheAob -study and-to do.right by their employees'.He believed i t had to bEddne:and-they got it done in -thistudget. SPECIAL MEETING OF THE CITY COUNCIL JULY 15,2003 PAGE 2 OF 5 Mayor Coleman stated there is an article in the paper stating the budget was decreased by 23%.He asked i f most of that is due to the road bonds. Finance Director Keith Lewis stated that is the major decrease.In the past there has been bond money and bond expense.We do not have those this year. Interim Assistant City Manager/Assistant to the City Manager Bryant Powell stated i t is kind of a scary comparison as next year the city will be putting in a specific amount towards capital;that is including capital and operating.The general fund operating is the one we really look at;that is the 3.75%increase,and those are the ones we really have to watch.They will be building a $5.3 million city hall and multi -generational center in the next budget. Finance Director Keith Lewis stated that is why he does not like them to do some of these comparisons.He added that those employees who will be getting any increase in their salary will receive that on Friday's paycheck. Council member Dietz complimented staff for a good job on the budget. Mayor Coleman closed the item with no further discussion. PUBLIC HEARING:PROPOSED FINAL BUDGET FOR FISCAL YEAR 2003-2004 .•) )Mayor Coleman opened the public hearing on the item.There being no one wishing to speak,he closed the public hearing. CONSIDERATION OF PROPOSED RESOLUTION NO. 03-17,ADOPTION OF FINAL BUDGET FOR FISCAL YEAR 2003-2004 AND DECLARING AN EMERGENCY )Mayor Coleman called for a motion. SPECIAL MEETING OF THE CITY COUNCIL JULY 15,2003 PAGE 3 OF 5 cbuncilmember Dietz MOVED THAT RESOLUTION NO.03-17,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,FULLY ADOPTING. ESTIMATES OF EXPENDITURES BY THE CITY OF APACHE JUNCTION FOR THE FISCAL YEAR BEGINNING JULY 1,2003,AND ENDING JUNE 30,2004;DECLARING ESTABLISHMENT OF THE BUDGET FOR THE CITY OF APACHE JUNCTION FOR FISCAL YEAR 2003-2004;AND DECLARING AN EMERGENCY,BE APPROVED. I FURTHER MOVE THAT WE AUTHORIZE THE FINANCE DIRECTOR TO MAKE ANY ADJUSTMENTS NECESSARY TO IMPLEMENT THE PAY PLAN AND THAT THESE ADJUSTMENTS BE MADE FROM THE CONTINGENCY ACCOUNT. Councilmember Waldron SECONDED THE MOTION. VOTE:6-1 (Councilmember Insalaco voted in opposition.) CONSIDERATION OF PROPOSED RESOLUTION NO. 03-16,DECLARING AS A PUBLIC RECORD AND ADOPTING THOSE CERTAIN DOCUMENTS ENTITLED "THE CLASSIFICATION PLAN 'FOR FISCAL YEAR 2003-2004"AND "THE COMPENSATION SCHEDULE FOR FISCAL YEAR 2003-2004";AND DECLARING AN EMERGENCY )City Manager George Hoffman briefed the council on the item.There are no changes that he is aware of. Councilmember Dietz commented i t is another job well done. Mayor Coleman closed the council discussion on the item and called for a motion. Councilmember Waldron MOVED THAT RESOLUTION NO.03-16,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,DECLARING AS A PUBLIC RECORD AND ADOPTING CERTAIN DOCUMENTS FILED WITH THE CITY CLERK ENTITLED "THE CLASSIFICATION PLAN FOR FISCAL YEAR 2003-2004"AND "THE COMPENSATION AND CLASSIFICATION SCHEDULE FOR FISCAL YEAR,2003-2004":AND DECLARING AN EMERGENCY,BE APPROVED. SPECIAL MEETING OF THE CITY COUNCIL JULY 15,2003 ' PAGE 4 OF 5 Councilmember Dietz SECONDED THE MOTION. VOTE:6-1 (Councilmember Insalaco voted in opposition.) The motion carried.
