HomeMy WebLinkAbout2002-07-15 City Council Special MinutesCITY COUNCIL SPECIAL MEETING JULY 15,2002 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on July 15,2002,at thp Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Coleman called the meeting to order at 7:00 p. ROLL CALL Councilmembers Present:Mayor Coleman Vice Mayor Surra Councilmember Dietz Councilmember Durbala Councilmember Eck Councilmember Milkey Councilmember Urich Staff Present: Others Present: City Clerk Kathleen Connelly City Attorney Joel Stern City Engineer Ron Grittman Parks & Recreation Director Jeff Bell Library Director Pam Loui Finance Director Keith Lewis Public Works Director Doug Dobson Interim Dev.Svcs.Director Rudy Esquivias Assistant to the City Manager Bryant Powell Assistant Planner Steve Abraham Assistant Planner Juli McDaid Grants Specialist Roger Hacker Human Services Director Sue Stalcup Commander Brian Duncan SPECIAL MEETING OF THE CITY COUNCIL JULY 15,2002 PAGE 1 OF 6 DISCUSSION ON TENTATIVE BUDGET FOR FISCAL YEAR 2002-2003 )Assistant to the City Manager Bryant Powell briefed the council on the item.The changes previously outlined by the council in past budget work sessions have been incorporated into this tentative budget.Staff is recommending setting aside $75.000 in funding in the non -departmental professional services line item for purposes of security throughout the city systems.Staff has researched different enforcement issues related to the park ranger program and the skate park. Staff is unsure of the best fit regarding this and is open to suggestions from the council. Councilmember Eck asked if he was asking for direction on how to use the $75.000. Assistant to the City Manager Bryant Powell stated that is correct.It has been recommended to have an additional officer work under the supervision of Parks and Recreation in the role of patrol. Councilmember Eck commented he believes they have a feeling that someone is needed down there.He understood that Parks and Recreation might be making a recommendation. Parks and Recreation Director Jeff Bell stated they have done a lot of research and have found that other communities are struggling with the same issues.Some have park ranger programs that fall under the parks and recreation department and some have park ranger programs that fall under the police department.They do not have a recommendation ready for council because they are unsure which way they want to go.He is asking them to leave the $75,000 in the budget and allow them another 30 days or so to put together a recommendation. Councilmember Eck commented the amount is not just for the southern park. Councilmember Dietz asked if it could be used for different options,such as a full time person and a video camera. SPECIAL MEETING OF THE CITY COUNCIL JULY 15,2002 PAGE 2 OF 6 Parks and Recreation Director Jeff Bell stated MIS staff is exploring surveillance cameras and their cost.They just need some more time. Councilmember Durbala asked if the $11,000,000 is mostly HURF money that is listed on Page 33,48E. Public Works Director Doug Dobson stated is the Phase II Bond Project II. Councilmember Durbala asked if that consisted of Royal Palm and the other streets. Public Works Director Doug Dobson stated it is the 70 miles of reconstruction that has been brought before the council on several occasions this year. Councilmember Durbala asked if they are waiting to see what the state will be doing before this is put out,and if they will possibly hear about this by September. Finance Director Keith Lewis stated it would depend on the legislature,and September would be too early for the legislature.We probably will not know until January or February. Councilmember Durbala asked if the city could prepare an initial bid to be put out in October or November so that they would be ready to proceed if the money does come back in January.He would like to see a preliminary bid that can be cancelled if the money does not become available.This would allow them to start the project as fast as possible. Public Works Director Doug Dobson stated he had some plans for what he wants to do in the upcoming year.He wants to do Old West Highway and Apache Trail,Superstition from SR88 to the city limits,and the east side of the Royal Palm Subdivision.He was going to do these with the same process as he does the Phase II bonding,so he will go out for a bid with budget approval.The bid results will be back in September.He will not look at the entire 70 miles if it is not funded. SPECIAL MEETING OF THE CITY COUNCIL JULY 15,2002 PAGE 3 OF 6 Councilmember Durbala commented they would look at the ones in the most deplorable condition. Public Works Director Doug Dobson agreed.If they have enough money,they will then do the west side of Royal Palm and work on the area of the sewer failures in Royal Palm.They will then add to the existing bid. would then put them ahead of schedule. stated that is correct.- many miles would be left to be finished. Councilmember Durbala commented this Public Works Director Doug Dobson There was general discussion on how Councilmember Durbala asked if they would be able to finish the additional miles if they received the bonding from the state or would they have to wait a few years. Public Works Director Doug Dobson stated they would have to do some work. Assistant to the City Manager Bryant Powell stated the first phase that will be completed is in an amount near $1.2 million. Councilmember Durbala stated he realizes it is a significant amount,but he would like to be able to tell the citizens in the older areas that something is being done. Finance Director Keith Lewis stated in the last paragraph of the budget he has listed 2-5 vehicles and it needs to be included in this final dollar figure.This is because a hold has been placed on Crown Victorias at the end of the budget year per the governor and the attorney general.They were not delivered prior to June 30. Councilmember Milkey asked if any safety changes had been made to the Crown Victorias by Ford. SPECIAL MEETING OF THE CITY COUNCIL JULY 15,2002 PAGE 4 OF 6 Public Works Director Doug Dobson stated they have not.They have put on receiver hitches and they have designed a styrofoam form that goes in the back of the trunk and puts everything above the level of the gas tank. Mayor Coleman closed the item with no further discussion. CONSIDERATION OF PROPOSED RESOLUTION NO. 02-14,ADOPTION OF TENTATIVE BUDGET FOR FISCAL YEAR 2002-2003 AND GIVING NOTICE OF FINAL BUDGET ADOPTION )Mayor Coleman opened the public hearing on the item.There being no one wishing to speak,he closed the public hearing on the item and reopened the item to council discussion. There was general discussion on the date and time for budget adoption. Mayor Coleman closed the discussion and called for a motion. Councilmember Milkey MOVED THAT RESOLUTION NO.02-14,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,FOR THE ADOPTION OF THE TENTATIVE BUDGET FOR THE CITY OF APACHE JUNCTION,ARIZONA,FOR FISCAL YEAR 2002-2003,HEREWITH SETTING FORTH THE TENTATIVE ESTIMATES FOR THE MONIES NECESSARY FOR THE PUBLIC EXPENSES OF THE CITY OF APACHE JUNCTION,ARIZONA,FOR THE FISCAL YEAR 2002-2003 AND GIVING NOTICE OF THE TIME AND PLACE FOR HEARING TAXPAYERS FOR THE ADOPTION OF THE BUDGET BE APPROVED WITH THE FOLLOWING AMENDMENTS:THAT $117,165 BE INCLUDED IN THE BUDGET TO COVER THE PURCHASE COSTS OF FIVE CROWN VICTORIAS; AND THAT $49.311 TO COVER THE ADDITION OF A POLICE OFFICER FOR MONITORING THE SKATE PARK AND SUPERSTITION SHADOWS PARK; AND I FURTHER MOVE THAT THE PUBLIC HEARING FOR FINAL BUDGET ADOPTION BE HELD ON AUGUST 5 AT 7 P.M.IN THE CITY COUNCIL CHAMBERS. VOTE:Unanimous. The motion carried.
