SPECIAL MEETING
JULY 16,2001
The special meeting of the City Council of the City of Apache Junction,
Arizona,was held on July 16,2001,at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Mayor Coleman called the meeting to order at 7:00 p.m.

DISCUSSION ON TENTATIVE BUDGET FOR FISCAL
SPECIAL MEETING OF THE CITY COUNCIL

)Mayor Coleman opened the item to
council discussion.There was no discussion.Mayor Coleman asked the city
manager to outline the changes in the latest draft.
City Manager Curtis Shook gave a
brief'summary of the requested changes to the tentative budget.
Mayor Coleman reopened the item to
council discussion.There being no discussion,he closed the item and moved
on to the public hearing.
PUBLIC HEARING
TENTATIVE BUDGET FOR FISCAL YEAR 2001-2002)
)Mayor Coleman opened the public
hearing on the item.
Mr.Tom Schuelke,1889 S.Palo
Verde,Apache Junction,addressed the council.He pointed out that the
council was passing the budget on the last possible date and requested that
they not do so in the future.He gave his opinion on the sales tax revenue.
He queried whether new projects could be accomplished -without raising taxes.
He urged the city to complete a five year budget forecast.He again alleged
inequities in city tax policies.He requested an amount for voice recognition
software be included in the city clerk budget.He commented that since the
city residents have less than average income,the city cannot have a level of
government services and facilities equal to wealthier,nei.ghboring cities
without increasing the tax rate,which will hurt the lower income residents.
He gave his opinion on the.construction sales tax forecast versus the non-
construction sales tax forecast:
hearing with no one else wishing to speak.

Mayor Coleman closed the public
)There was general discussion:on-
the date for final budget adoption.The consensus was to have the special
meeting for final budget adoption on August 6.Mayor Coleman closed the
discussion and called for a motion.

OF APACHE JUNCTION,ARIZONA,FOR THE ADOPTION OF THE TENTATIVE.BUDGET FORJHE
CITY OF APACHE JUNCTION,ARIZONA,FOR FISCAL YEAR :2001,2002,HEREWITH SETTING
FORTH THE TENTATIVE ESTIMATES FOR THE MONIES NECESSARY FOR THETPUBLICIEXPENSES
OF THE CITY OF APACHE JUNCTION;ARIZONA,FOR THE FISCAL YEAR 2001-2002 AND
GIVING'NOTICE OF:THE TIME AND PLACE:FOR HEARING TAXPAYERS. FOR THE ADOPTION OF
THE FINAL BUDGET,WHICH SHOULD BE AUGUST 6,2001,IN THE CITY COUNCIL CHAMBERS
AT 7:00 P.M.,BE'APPROVED.
CouncilMember Dietz SECONDED THE
MOTION
VOTE:Unanimous.
The motion carried.
Mayor Coleman commented the
tentative budget approval sets atap.The only thing that can be Acme betWeen'
now and final budget .adoption: is to:cut the budget.
ADJOURNMENT
) Mayor Coleman adjourned the
meeting at 720 p.
