REGULAR MEETING
JUNE 1,1999
The regular meeting of the City Council of the City of Apache Junction,
Arizona,was held on June 1,1999,at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Mayor Coleman called the meeting to order at 7:00 p.m.
INVOCATION
Vice Mayor Surra gave the Invocation.
PLEDGE OF ALLEGIANCE
Councilmember Durbala led the Pledge of Allegiance.

ACCEPTANCE OF CONSENT AGENDA
)Councilmember Eck MOVED THAT THE
CONSENT AGENDA BE ACCEPTED AS PRESENTED;AND THAT WE RECOGNIZE THE OUTSTANDING
SERVICE TO THE COMMUNITY BY THE FOLLOWING CITY EMPLOYEES:PARKS WORKER II JOE
ORNELAS;PARKS & RECREATION EMPLOYEE BILL LAWRENCE;PARKS WORKER I KENNY
RICHTIG;PARKS WORKER I RAUL GUERECA;AND THAT THE LIBRARY PLAN "BUILDING
LITERACY" BE ACCEPTED AS PRESENTED AND RECOMMENDED BY THE LIBRARY BOARD OF
TRUSTEES;AND THAT APPROVAL BE GIVEN FOR THE PURCHASE OF 5 SERVERS FOR THE
POLICE DEPARTMENT CAD/RMS SOFTWARE SYSTEM FROM MICROAGE UNDER ARIZONA STATE
CONTRACT IN AN AMOUNT NOT TO EXCEED $57,000,INCLUDING TAX,AND THAT THE
PURCHASE BE CONTINGENT UPON FINAL APPROVAL OF THE RELATED SOFTWARE PURCHASE
AGREEMENT.
Councilmember Insalaco SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
AWARDS.PRESENTATIONS AND COMMUNICATIONS
Mayor Coleman and the Council recognized several members of the audience in
attendance for this evening's ceremonies.Mayor Coleman introduced Pinal
County Supervisor Sandie Smith,his father Maurice Coleman,his wife Roxanne,
his children and various other members of his family.Councilmember Durbala
introduced his mother Irene Durbala,his wife Marie,his children and various
other members of his family.Councilmember Dietz introduced his wife Debbie.
Councilmember Urich introduced a number of her friends in the audience.
City Clerk Kathleen Connelly gave the Oath of Office to the re-elected Mayor
Doug Coleman and Councilmembers Joe Durbala,Anne Surra and Carol Urich.

City Manager Curtis Shook commented he has been pleased to work with a highly
effective council and he has enjoyed working with them over the last several
years.

NEW BUSINESS.
NOMINATION AND SELECTION OF VICE MAYOR )
)Mayor Coleman called for a motion
to open the nominations.
Councilmember Durbala MOVED
THAT WE OPEN THE NOMINATIONS FOR VICE MAYOR.(No second is necessary for
nominations.)
Councilmember Urich SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
Councilmember Durbala
nominated Anne Surra for vice mayor.
Mayor Coleman called for any
further nominations.After calling three times for further nominations and
receiving none,he called for a motion to close the nominations.
Councilmember Durbala MOVED THAT
NOMINATIONS FOR THE OFFICE OF VICE MAYOR BE CLOSED.

Councilmember Dietz SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
Mayor Coleman called for a vote on
the nomination of Anne Surra for vice mayor.
VOTE:Unanimous.
The motion carried.
Mayor Coleman presented Vice Mayor
Surra to the audience.
DESIGNATION OF CITY COUNCIL CHECK
SIGNATORIES
)City Clerk Kathleen Connelly
stated the auditors have recommended that there be a separation between the
writing and signing of the checks.Finance drafts the checks which are then
forwarded to the mayor's office and then her office for signature.Council
now needs to designate who the appropriate check signers will be;i t is
currently the mayor and vice mayor.
Mayor Coleman called for any council
discussion.There being no discussion,he called for a motion.
Councilmember Durbala MOVED THAT THE
FOLLOWING TWO REPRESENTATIVES BE DESIGNATED AS CHECK SIGNERS IN ADDITION TO
THE CITY CLERK:MAYOR COLEMAN AND VICE MAYOR ANNE SURRA.
Councilmember Urich SECONDED THE
MOTION.
VOTE:Unanimous.

COUNCIL DIRECTION TO STAFF ON PROPOSED LEGISLATION OR ACTION
None.
SELECTION OF MEETING DATES.TIMES.LOCATIONS.AND PURPOSES
Councilmember Durbala MOVED THAT AN
EXECUTIVE SESSION BE HELD AT 6:00 P.M.AND WORK SESSION AT 7:00 P.M.ON
MONDAY,JUNE 14,1999,IN THE CITY CONFERENCE CENTER AND CITY COUNCIL CHAMBERS
RESPECTIVELY;AND
THAT AN EXECUTIVE SESSION BE HELD AT 6:00 P.M.ON TUESDAY,JUNE 15,1999,IN
THE CITY CONFERENCE CENTER.
Councilmember Dietz SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
INFORMATION AND REPORTS
Councilmember Insalaco and Vice Mayor discussed the National Hockey League.
Councilmember Durbala commented he,the mayor,vice mayor and his son finished
third in the city employee golf tournament.He complimented the vice mayor on
her excellent play,even though she had never played a round of golf before.
Vice Mayor Surra stated she enjoyed herself and hoped to do it again next
year.
Mayor Coleman invited everyone to the reception in the conference room
following the meeting.
ADJOURNMENT
)Mayor Coleman adjourned the
meeting at 7:24 p.m.

Employees receiving recognition are:Joe Ornelas,Bill Lawrence,Kenny
Richtig,and Raul Guereca.
4.Acceptance of the Library Plan "Building Literacy".
5.Approval and authorization to purchase five (5)servers for the recently
approved Public Safety Department's CAD/RMS computing software.
