HomeMy WebLinkAbout1997-08-05 City Council Special MinutesCITY COUNCIL SPECIAL MEETING AUGUST 5,1997 The special Arizona,was held Chambers pursuant CALL TO ORDER Mayor Coleman called the meeting to order at 6:00 p.m. ROLL CALL meeting of the City Council of the City of Apache Junction, on August 5,1997,at the Apache Junction City Council to the notice required by law. Councilmembers Present:Mayor Coleman Vice Mayor Surra Councilmember McClain Councilmember Durbala Councilmember Urich Councilmember Insalaco Councilmember Eck Staff Present: PUBLIC HEARINGS City Manager Curtis Shook Assistant City Manager George Hoffman City Clerk Kathleen Connelly Interim City Attorney William Farrell Public Safety Director Robert Galloway City Engineer Gordon Grandy Parks & Recreation Director Jeff Bell Finance Director Keith Lewis Development Services Director Larry Harmer Management Assistant Michael Munroe Eng.Admin Assistant Theryn Hansen FINAL BUDGET AND CONSIDERATION OF PROPOSED RESOLUTION NO.97-24,ADOPTION FINAL BUDGET FOR FY 1997-98 ) ) discussion by the council. Mayor Coleman opened the item to Councilmember McClain asked if the city engineer would address the problem of insufficient help in the engineering department.She is concerned that he needs additional help in the subdivision work,and she believes there are other councilmembers who are also concerned. SPECIAL MEETING OF THE CITY COUNCIL AUGUST 5,1997 PAGE 1 OF 4 City Engineer Gordon Grandy stated he had discussed the position with the city manager and he is in agreement with his position on getting some help in the engineering department. However,insofar as development review timing,he believes the assistance through the bond engineering position will only relieve him of about 5% of his duties.The rest of his time is spent in meeting attendance,department management,building department review,subdivision plats and civil drawings for subdivision review.The bond position will help him,but how much is yet to be determined. Councilmember McClain asked if there would be room in the budget for additional help if after a few months it was determined more help was needed. City Manager Curtis Shook stated while the person would have main oversight responsibility for the streets and roads program,that should not occupy more than 30-40% of their time.It is anticipated the engineer will have a civil background and would be able to assist Gordon in some of his activities.He does not think it would be responsible to hire two engineers.He thinks it will relieve some of the things in his office and at the same time serve a second purpose.He added he is obligated to present them with the most cost-efficient way to go.He stated he is sensitive to the issues,especially development -wise,in the engineering department. City Engineer Gordon Grandy stated he wanted to thank the city manager for doing that. Councilmember McClain asked if it does not relieve him enough,is there a way to get additional help. City Manager Curtis Shook stated in the past for other departments they have brought in a private firm to assist for three to six months at a time.They would consider that if it is needed. He added if they are attempting to convince qualified developers that the city is different from the bureaucratic red tape of other communities,than the city must be able to process things in a time -efficient manner. Vice Mayor Surra stated she liked the approach of keeping the volume handled without making a long term commitment for another person,for if the volume dropped they might have to lay someone off.She likes the idea of hiring one engineer that can work in both areas and then contracting additional personnel as necessary.She added it would also save in benefits. Mayor Coleman stated he was not in attendance the evening of the tentative budget adoption,but agrees with the actions of the council during that meeting.He then called for a motion. SPECIAL MEETING OF THE CITY COUNCIL AUGUST 5,1997 PAGE 2 OF 4 Councilmember Durbala MOVED THAT RESOLUTION NO.97-24,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,FULLY ADOPTING ESTIMATES OF EXPENDITURES BY THE CITY OF APACHE JUNCTION FOR THE FISCAL YEAR BEGINNING JULY 1,1997,AND ENDING JUNE 30,1998;DECLARING THAT SUCH SHALL ESTABLISH THE BUDGET FOR THE CITY OF APACHE JUNCTION FOR FISCAL YEAR 1997-1998 AND DECLARING AN EMERGENCY,BE APPROVED. Councilmember Urich SECONDED THE MOTION. VOTE:Unanimous. City Manager Curtis Shook stated he wanted to thank the council for the good questions during the budget deliberations.He appreciated the comments that were made and the direction they are headed in supplementing the budget.Most of all he thanked the council on behalf of the entire organization for showing the organization that they care and are concerned about compensation and benefits by adding the additional increment.
