HomeMy WebLinkAbout1996-05-21 City Council Regular MinutesCITY COUNCIL REGULAR MEETING MAY 21,1996 The regular meeting of the City Council of the City of Apache Junction, Arizona,was held on May 21,1996,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Coleman called the meeting to order at 7:00 p.m. INVOCATION Councilmember Surra gave the Invocation. PLEDGE OF ALLEGIANCE Vice Mayor Richmond led the Pledge of Allegiance. ROLL CALL Councilmembers Present:Mayor Coleman Vice Mayor Richmond Council member Barker Council member Durbala Council member Hendricks Council member Surra Staff Present: Others Present: City Manager Curtis Shook Asst.City Manager George Hoffman City Clerk Kathleen Connelly City Attorney Glenn Gimbut City Engineer Gordon Grandy Development Services Director Larry Harmer Planning Manager Jim Nakagawa ACCEPTANCE OF CONSENT AGENDA )Vice Mayor Richmond MOVED THAT THE CONSENT AGENDA BE ACCEPTED AS PRESENTED;AND THAT THE FOLLOWING CITY EMPLOYEES BE RECOGNIZED FOR THEIR OUTSTANDING SERVICE TO THE COMMUNITY: Library staff,Parks and Recreation Department staff,Assistant City Manager George Hoffman,Sgt.Rick Salmon,Code Enforcement Officers Martha Brown and Bob Mayes;and REGULAR MEETING OF THE CITY COUNCIL MAY 21,1996 PAGE 1 OF 7 THAT THE HOUSING REHABILITATION PROGRAM PLAN AND GUIDELINES FOR THE PROPOSED FY 96 HOME APPLICATION BE APPROVED AND ADOPTED. Councilmember Hendricks SECONDED THE MOTION. VOTE:Unanimous. The motion carried. AWARDS.PRESENTATIONS AND COMMUNICATIONS None. CALL TO THE PUBLIC Mrs.Midge Conway,902 S.Ocotillo Dr.,addressed the council regarding her satisfaction on the cleanup on Palo Verde and Saguaro.She then voiced her disapproval of some of the people on the boards for the sewer district and the water district,stating resumes should be used to help determine who is qualified to be on the board. CITY MANAGER'S REPORT City Manager Curtis Shook briefed the council on the Safety Award received from the State Compensation Fund in recognition of outstanding safety achievement by City of Apache Junction employees from July 1994 to June 1995. A report like this could lower our premiums in future years. PUBLIC HEARINGS None. OLD BUSINESS None. NEW BUSINESS RESOLUTION NO.96-16,CREATION OF A DOWNTOWN REDEVELOPMENT DISTRICT ) )City Manager Curtis Shook briefed the council that this item was originally scheduled for this meeting in order for the council to pass this resolution,however,the completed resolution and information were not available and consideration is not requested at this time,but is requested at the June 4 meeting.He wanted to make the council aware of the time schedule:the resolution to be heard by the council on June 4,appoint an advisory commission at the June 4 meeting,the anticipated first meeting of a district planning committee would be June 6,a second meeting of the district planning committee on June 10,council to consider the REGULAR MEETING OF THE CITY COUNCIL MAY 21,1996 PAGE 2 OF 7 preliminary plan on June 18,plan delivered to Planning & Zoning on June 23 for review,public hearing notices submitted on July 15 and on August 6 a public hearing in front of the council regarding possible adoption. these dates would be moved back two weeks. Councilmember Durbala questioned if City Manager Curtis Shook advised they are active dates.They are the target dates but it may be longer. THIS BE PUT ON THE JUNE 4 MEETING. Councilmember Durbala MOVED THAT Councilmember Barker SECONDED THE MOTION. VOTE:Unanimous The motion carried. APPOINTMENTS TO PLANNING AND ZONING COMMISSION ) )Councilmember Barker MOVED THAT JESSICA C.REYNOLDS BE APPOINTED TO THE PLANNING AND ZONING COMMISSION FOR A TERM TO EXPIRE JUNE 30,1997. Councilmember Surra SECONDED THE MOTION. VOTE:5 in favor,1 opposed.(Councilmember Durbala voted in opposition.) The motion carried. CONSIDERATION OF RECOMMENDATION FROM HEALTH AND HUMAN SERVICES COMMISSION FOR FISCAL YEAR 1996-97;DIRECTION ON SERVICE CONTRACTS ) )Health and Human Services Chairman Carmen Huerta briefed the council on their recommendations. .Councilmember Barker commended the commission for taking their time going through these packages and asking the right questions so the money goes where it is most needed. Barker's commendation. RECOMMENDATIONS OF FUNDING FOR FISCAL REGULAR MEETING OF MAY 21,1996 PAGE 3 OF 7 Mayor Coleman seconded Councilmember Councilmember Barker MOVED THAT THE THE HEALTH AND HUMAN SERVICES COMMISSION FOR HUMAN SERVICE YEAR 1996-97 BE ACCEPTED AS PRESENTED;AND THAT STAFF BE THE CITY COUNCIL DIRECTED TO PREPARE THE NECESSARY CONTRACTS FOR CITY COUNCIL CONSIDERATION IN CONJUCTION WITH THE FINAL BUDGET ADOPTION. Councilmember Surra SECONDED THE MOTION. VOTE:Unanimous. The motion carried. PROPOSED RESOLUTION 96-17;ENDORSEMENT OF AN APPLICATION FOR FY 96 HOME AND HOUSING TRUST FUNDS BY SUPERSTITION MOUNTAIN MENTAL HEALTH CENTER,INC.AND THE ARIZONA DEPARTMENT OF HEALTH SERVICES )Development Services Director Larry Harmer briefed the council on the item.There was no representative from Superstition Mountain Mental Health Center attending the meeting. Councilmember Surra MOVED THAT RESOLUTION 96-17,A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,ENDORSING AN APPLICATION FOR FY 1996 HOME AND STATE HOUSING TRUST FUNDS BY SUPERSTITION MOUNTAIN HEALTH CENTER INC.AND THE ARIZONA DEPARTMENT OF HEALTH SERVICES BE APPROVED. Vice Mayor Richmond SECONDED THE MOTION. VOTE:Unanimous. The motion carried. COUNCIL DIRECTION TO STAFF ON PROPOSED LEGISLATION OR ACTIONS DIRECTION TO STAFF REGARDING GENERAL PLAN AMENDMENT FOR FREEWAY CORRIDOR AND STATE LANDS AREA )Development Services Director Larry Harmer briefed the council on the item.The State Land Department has granted approval for future land annexation south of the city.This will be a general plan map amendment;it will extend down to the extension of Ray Road and has the cooperation of the State Land Department and Pinal County. Councilmember Barker MOVED THAT THE FOLLOWING DIRECTION BE GIVEN TO STAFF REGARDING A GENERAL PLAN AMENDMENT FOR THE FREEWAY CORRIDOR AND STATE LANDS AREA:THAT THEY PROCEED ON THE GENERAL PLAN MAP AMENDMENT FOR THE AREA SOUTH OF SOUTHERN AVENUE TO THE RAY ROAD ALIGNMENT AND FROM MERIDIAN DRIVE EAST TO THE BARKLEY ALIGNMENT. DIRECTION TO STAFF REGARDING WAIVER OF FEES FOR APACHE JUNCTION SCHOOL DISTRICT SUBJECT TO CERTAIN CRITERIA )City Manager Curtis Shook briefed the council on this item.It is common practice among other valley cities to establish a cooperative agreement on the use of school facilites for different programs to the benefit of students and residents.This is being offered by Superintendent Sutter.This direction to staff is to whether or not discussions should be continued to develop a memorandum of understanding and an enjoining ordinance. Councilmember Durbala MOVED THAT THE FOLLOWING DIRECTION BE GIVEN TO STAFF REGARDING A POSSIBLE WAIVER OF FEES FOR THE APACHE JUNCTION UNIFIED SCHOOL DISTRICT SUBJECT TO THEIR MEETING SPECIFICATIONS THAT:ALL INSPECTIONS BY THE BUILDING CODES BE PERFORMED EITHER BY CITY STAFF OR OTHER PROFESSIONALS ENGAGED BY THE CITY AND RESPONSIBLE TO THE BUILDING OFFICIALS,WITH THE COST BEING REVERTED BACK TO THE SCHOOL DISTRICT. MOTION. clarify if this motion meant yes, having staff just investigate and memorandum was to be created with Councilmember Hendricks SECONDED THE Councilmember Barker wanted to but there were stipulations rather than bring it back. City Manager Curtis Shook asked if a those things in it. Councilmember Durbala stated that was one of the stipulations he wanted. Councilmember Barker and Councilmember Durbala discussed that they were to research the possibility and reflect those items in their final thoughts back to the council. SELECTION OF MEETING DATES.TIMES,LOCATIONS,AND PURPOSES EXECUTIVE SESSION AT 6:00 P.M.AND A WORK MONDAY,JUNE 3,1996,IN THE CITY COUNCIL CHAMBERS RESPECTIVELY;AND THAT AN EXECUTIVE SESSION AT 6:00 P.M.BE THE CITY COUNCIL CONFERENCE ROOM. Councilmember Barker MOVED THAT AN SESSION AT 7:00 P.M.BE HELD ON CONFERENCE ROOM AND CITY COUNCIL HELD ON TUESDAY,JUNE 4,1996,IN Councilmember Hendricks SECONDED THE MOTION. VOTE:Unanimous. The motion carried. INFORMATION AND REPORTS None.
