REGULAR MEETING
APRIL 4,1995
The regular meeting of the City Council of the City of Apache Junction,
Arizona,was held on April 4,1995,at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Vice Mayor Barker called the meeting to order at 7:01 p.m.
INVOCATION
Councilman Coleman gave the Invocation.
PLEDGE OF ALLEGIANCE
Councilwoman Richmond led the Pledge of Allegiance.

AWARDS,PRESENTATIONS AND COMMUNICATIONS
City Clerk Kathy Connelly read a proclamation from Mayor Perkins designating
April 1995 as Child Abuse Prevention Month.
Gary Mulholland representing Superstition Mt.Promotional Corp.,presented a
check for $696.00 to be used towards providing portable toilets at the rodeo
park.

CITY MANAGER'S REPORT
Interim City Manager George Hoffman reported that safety problems in
construction of the sewer system are being resolved by the district;that
results from the soil compaction testing done by the city were substandard and
the district will start doing their own testing to verify the city's results
with the City Engineer and the Public Works Director being present during
those tests.
Mr.Hoffman reported that inspection of sewer construction was not adequate
and the district has added an inspector;that the district will be developing
a testing program to determine any possible problems with soil compaction on
the fifteen -plus miles of roads where installation of the sewer system has
been completed;this will be presented to the city for review and will be
implemented by the end of April.
Mr.Hoffman informed the council about visits by City Manager Curtis Shook
with members of staff and gave them an update on the budget schedule,
Prospector Park,Public Safety facility,and Library expansion projects.
Mr.Hoffman informed the council there was a draft report by staff on the Teen
Town Hall which Chief Galloway distributed.He reminded the council of Pinal
County Town Hall on April 26-28 in Casa Grande and asked them to contact the
City Clerk by April 8 if they wished to attend.

recommended postponing this item for at least 30 days since review by staff
has not concluded and they also would like to see what other neighboring
jurisdiction have on this.
Vice Mayor Barker opened the public
hearing.There being no one wishing to speak,she closed the hearing.
Councilwoman Surra MOVED THAT THIS
ITEM BE POSTPONED FOR 30 DAYS until...
City Clerk Kathy Connelly repeated
that this item would be postponed until May 2.

NEW BUSINESS
SITE AND CONCEPT FOR PARK FACILITY
IN PALM SPRINGS SUBDIVISION
)Parks and Rec.Director Jeff Bell
briefed the council on this item explaining that the possible site for a park
at Linda Avenue was not acceptable by a majority of neighbors in the immediate
area.He added that the Parks and Recreation Commission voted against the
site and staff concurs with that recommendation.
Councilwoman Surra inquired about
the reasons given by people for not wanting a park at that site.
Mr.Bell answered that reasons were
an increase in traffic and pedestrians,improper accessibility to the site,
properties in the area not being fenced,graffiti,vandalism,the site being
on the east of Royal Palm Road and the majority of children live on the west

side so they would have to be crossing Royal Palm to get there,and the fact
that a park was not planned as part of the subdivision.
Councilman Coleman stated he liked
the concept of neighborhood parks but he understands opposition from people
who did not expect having one in their area.He added that in the future it
would be good to plan having neighborhood parks.
Councilwoman Richmond MOVED THAT THE
FOLLOWING DIRECTION BE GIVEN TO STAFF REGARDING NEIGHBORHOOD PARK IN THE PALM
SPRINGS SUBDIVISION:THAT WE NOT CONSIDER THE PROPERTY ON LINDA AVENUE BUT ASK
STAFF TO KEEP LOOKING FOR A MORE RECEPTIVE AREA FOR A NEIGHBORHOOD PARK.
Councilman Hendricks SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
AWARD FOR VOICE AND DATA CABLING FOR
THE APACHE JUNCTION PUBLIC LIBRARY
)Library Director Pam Loui briefed
the council on this item and recommended approval of this.
Councilman Hendricks MOVED THAT WE
APPROVE THE PROPOSAL BY DATAFLEX COMMUNICATIONS DIVISION FOR VOICE AND DATA
COMMUNICATION CABLING UNDER STATE CONTRACT NO.01328AB FOR THE APACHE JUNCTION
'LIBRARY IN THE AMOUNT OF $12,487.38.
Councilwoman Richmond SECONDED THE
MOTION.
VOTE:Unanimous.

PURCHASE OF VEHICLE FROM STATE BID LIST )
)Interim City Manager George
Hoffman briefed the council on this item explaining this vehicle would be
utilized by the City Manager;it would replace the 1988 Crown Victoria which
has an excess of 120,000 miles and this would go to the City Attorney.
Councilman Hendricks MOVED THAT WE
AUTHORIZE STAFF TO PURCHASE A 1995 CROWN VICTORIA FROM THE STATE BID LIST IN
THE AMOUNT OF $18,543.81:SAID VEHICLE TO BE UTILIZED BY THE CITY MANAGER'S
OFFICE.
