REGULAR MEETING
JUNE 6,1995
The regular meeting of the City Council of the City of Apache Junction,
Arizona,was held on June 6,1995,at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Mayor Perkins called the meeting to order at 7:02 p.m.
INVOCATION
Councilmember Coleman gave the Invocation.
PLEDGE OF ALLEGIANCE
Councilmember Hendricks led the Pledge of Allegiance.

AWARDS,PRESENTATIONS AND COMMUNICATIONS
City Clerk Kathy Connelly administered the Oath of Office to newly -elected
Mayor Coleman and council members Hagner,Durbala,and Surra.
Mayor Coleman presented awards to departing council members Mayor Perkins and
Council member Perkins.
CALL TO THE PUBLIC
Sandie Smith,Pinal County Supervisor,welcomed the new Council and thanked
departing council members for their cooperation in working with the County.
CITY MANAGER'S REPORT
City Manager Curtis Shook commended Assistant City Manager George Hoffman for
his work as Interim City Manager and acknowledged staff's professionalism.He
stated he was looking forward to building a strong council -management staff
and community relations as a partnership and a team for future development and
growth.
Asst.City Manager George Hoffman reported on the completion of the citywide
cleanup week by Public Works and acknowledged the help from the County with
some of their dump trucks for that project.He reported that Public Works
will clean up the State property at the intersections of the freeway and the
major arterial roads.He added that the city will continue requesting the
State that they do the maintenance,but in the interim the city will do it.
Mr.Hoffman reported that the ballfield lighting at Prospector Park is in
progress and is targeted for completion the middle of August:that no bids
were submitted for construction of the restrooms so they will have to be
readvertised,and staff is anticipating responses this time on June 28.
Mr.Hoffman reported that staff is modifying the plans for the proposed
landscape improvements for the Public Safety facility and the retention basin
at the county complex,and that the bid request is targeted for the middle of
June.He informed the council of compliments from the public about the Parks
and Recreation summer programs.

Mr.Hoffman reported on the first meeting of the animal control ordinance
review committee.He stated there were seventeen people in attendance which
seemed to be a cross -representation of the community;that this meeting was
primarily organizational in nature;that they will be meeting twice a month;
and that the second meeting will be on June 8 at 6:00 p.m.at the Public
Safety facility.
Mr.Hoffman reported that an air quality issue recently arose with the county
and Supervisor Smith was able to have the issue deferred in order that City
Manager Curtis Shook and the council would have time to consider the issue.
Mr.Hoffman reported that a grant application by Parks and Recreation was
approved for $2,300.He stated that it is about half of the requested amount
which will not allow for all that it was proposed,but it will allow for
additional recreational programs for the youth.
Mr.Hoffman reported that Police Chief Galloway and the schools were
successful in their grant application for $116,000 from the State.He stated
those funds will be used to fund two police officers plus one probation
officer who will be co -teaching and mentoring youth at the school.

DESIGNATION OF CITY COUNCIL CHECK SIGNERS )
)City Clerk Kathy Connelly
explained that with the seating of new council members there was the need to
designate the council members who will be authorized to sign city checks.She
stated that city checks require two signatures;that of the City Clerk and one
from a council member;that in the past the Mayor and the Vice Mayor have been
designated,but it was at the discretion of the council to choose whoever they
wished.
Councilmember Richmond stated that
according to the information three council members could be chosen.
Ms.Connelly replied the council
could designate a third council member in the event the other two are not
available.

The motion carried.
Mayor Coleman commented that his
full-time employment will not allow him to be as available as the past mayor
and since the current Vice Mayor was also a full-time employee,he would
suggest to have a vice mayor who is retired and available during the day.He

EXECUTIVE SESSION AT 6:00 P.M.AND A WORK SESSION AT 7:00 P.M.BE HELD ON
MONDAY,JUNE 19,1995,IN THE CITY COUNCIL CONFERENCE ROOM AND CITY COUNCIL
CHAMBERS RESPECTIVELY;AND
THAT AN EXECUTIVE SESSION AT 6:00 P.M.BE HELD ON TUESDAY,JUNE 20,1995,IN
THE CITY COUNCIL CONFERENCE ROOM.

INFORMATION AND REPORTS
Mayor Coleman invited everyone present to attend a reception of the new
council at Gold Miners Park immediately following the meeting.
Vice Mayor Richmond announced that Robson Community donated $1,500 for
playground equipment for Gold Miners Park.
Mayor Coleman reminded the council of the orientation work session by
Mr.DeBolske of the League of Arizona Cities and Towns on June 7 at 6:30 p.m.
