SPECIAL MEETING
SEPTEMBER 28,1994
The special meeting of the City Council of the City of Apache Junction,
Arizona,was held on September 28,1994 at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Mayor Perkins called the meeting to order at 7:00 p.m.

)Councilwoman Surra MOVED FOR AN
EXECUTIVE SESSION.
Councilwoman Richmond SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
City Clerk Kathy Connelly clarified
that the executive session was for 7:00 p.m.on this date in the City Council
Conference Room.
City Attorney Glenn Gimbut added
that it was for purposes of legal advice.

The council moved to the City
Council Conference Room for the executive session.
Mayor Perkins reconvened the special
meeting at 7:50 p.m.
ACCEPTANCE AND RESIGNATION OF CITY MANAGER
MICHAEL LEE TO INCLUDE TERMS AND
CONDITIONS OF RESIGNATION
)Vice Mayor Barker MOVED THAT THE
RESIGNATION LETTER OF MICHAEL LEE BE ACCEPTED WITH THE UNDERSTANDING THAT THE
CONDITIONS OF SAID RESIGNATION ARE INCORPORATED IN THE FORM OF A SEVERANCE
AGREEMENT PRESENTED AT THIS MEETING;THAT THIS FORM OF AGREEMENT IS HEREBY
APPROVED WITH THE EFFECTIVE DATE OF SEPTEMBER 28,1994;THAT THE PAYMENT OF
COMPENSATION REQUESTED BY MR.LEE IS CONTINGENT UPON THE EXECUTION OF SAID
AGREEMENT;AND THAT THE MAYOR IS HEREBY AUTHORIZED TO EXECUTE THE AGREEMENT ON
BEHALF OF THE CITY.
Councilwoman Surra SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
DESIGNATION OF ACTING CITY MANAGER IN
ACCORDANCE WITH CITY CODE SECTION 3-1-6(B))
)Vice Mayor Barker MOVED TO
APPOINT ASSISTANT CITY MANAGER AS INTERIM CITY MANAGER AT THIS POINT IN TIME.
Councilwoman Richmond SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
DIRECTION TO STAFF TO PROCEED WITH A
REQUEST FOR PROPOSALS FOR USE OF A
PROFESSIONAL SEARCH FIRM TO SELECT
A NEW CITY MANAGER
)Interim City Manager George
Hoffman stated that if the council wished to use the same process used for the
search of the police chief,staff could fax the Request for Proposals to the
companies the following day.He asked direction from the council if they
wished to change that process.
Vice Mayor Barker asked what would
be the time frame on the return of those RFPs and the closing.

Mr.Hoffman answered that staff
contacted four search firms and asked them if they could respond in five
working days and they confirmed that.
Vice Mayor Barker asked what would
be a reasonable time.
City Clerk Kathy Connelly answered
the most convenient and closest date would be Tuesday,October 11,but this
would be a time constraint for firms outside the state.She suggested the
closing for October 13 or 14 and have a meeting of the council October 17.
Mr.Hoffman added that if the
council wished to have a staff team review the proposals and narrow it down
for the council,that timing would work fine.
Ms.Connelly recommended to close
the Request for Proposals on Thursday,October 13,have staff review the
proposals on Friday to make a recommendation,and have the council convene on
Monday,October 17 at 6 o'clock to make their choice.
Vice Mayor Barker favored using the
search firm process.She added that choosing the firm on October 17 could
guarantee having someone in by late January or February,or sooner.
Councilwoman Surra MOVED TO DIRECT
STAFF TO CONTACT ALL OF THE VARIOUS COMPANIES OR ORGANIZATION THAT MAY WISH TO
BE A PART OF THE SEARCH FIRM FOR A NEW CITY MANAGER,WITH A DEADLINE TO CLOSE
THE REQUEST FOR PROPOSALS BY THE 13TH OF OCTOBER,SO THAT THE COUNCIL CAN
CONVENE OCTOBER 17,AT 6:00 P.M.IN ORDER TO MAKE A SELECTION OF A SEARCH
FIRM.
Vice Mayor Barker SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
ADJOURNMENT
)Mayor Perkins adjourned the
meeting at 7:58 p.m.
