SPECIAL MEETING
OCTOBER 17,1994
The special meeting of the City Council of the City of Apache Junction,
Arizona,was held on October 17,1994 at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Mayor Perkins called the meeting to order at 6:04 p.m.

SELECTION OF CITY MANAGER SEARCH FIRM )
)Interim City Manager George
Hoffman recommended to retain either the firm of Ralph Andersen & Associates
or the firm of David Griffith & Associates.He briefed the council on the
process they followed on the Request for Proposals and stated that both of
these firms guarantee the recruitment.Ralph Andersen will do it again if the
city manager leaves within a year and David Griffith will do it again if the
council does not like the finalists.
Councilman Perkins asked if this
does not fall under the bid criteria.
Mr.Hoffman answered no,this falls
under professional services.

Councilwoman Surra stated they had
personal knowledge of David Griffith and asked if they knew any of the other
firms.
City Attorney Glenn Gimbut answered
that Chief Galloway indicated he has worked with Ralph Andersen before and
that the city has,in the past,worked with them as well.
City Clerk Kathy Connelly confirmed
that.
Vice Mayor Barker spoke in favor of
David M.Griffith.
Councilwoman Surra suggested trying
some other firm.
Mayor Perkins spoke in favor of
Ralph Andersen.
Councilman Perkins favored using
David and Griffith since they have just done a recruitment for the city.
Councilwoman Surra asked if that
firm will then reduce the cost for this recruitment since they already have a
pamphlet of the city laid out.
Mr.Hoffman answered he assumed they
would have factored that in when they did this proposal,but he could check on
that.
Councilwoman Surra suggested to try
and get the cost down since this proposal is close to the last one done and
they would have some of the work on the pamphlet already done.
Mr.Hoffman agreed there would be a
crossover of information on this recruitment but more of the value consists on
the individual operation.
Councilwoman Surra asked that they
try to get the cost down.
Councilman Perkins MOVED THAT WE
SELECT DAVID AND GRIFFITH M.ASSOCIATES,LTD.FOR THE SUM OF $16,000 FOR THE
CITY MANAGER EXECUTIVE SEARCH,AND AUTHORIZE THE INTERIM CITY MANAGER TO
FINALIZE AND EXECUTE THE CONTRACT FOR SERVICES.
Vice Mayor Barker SECONDED THE
MOTION.

The motion carried.
Interim City Manager George Hoffman
thanked those in the team for their participation reviewing the proposals.
SHORT-TERM ECONOMIC DEVELOPMENT SERVICES
WITH APACHE JUNCTION CHAMBER OF COMMERCE
FOR FY 1994-95 )
)Interim City Manager George
Hoffman stated that the City Attorney worked with the Chamber on this and
described the agreement to the council.
City Attorney Glenn Gimbut explained
there were some typographical changes made and further described the
agreement.
Councilwoman Surra stated she was
satisfied with the way this agreement reads.
Mr.Gimbut acknowledged the City
Clerk's participation on this agreement.
Councilman Perkins asked if the
Chamber of Commerce was agreeable on this.
Mr.Gimbut confirmed that.
Mayor Perkins commended staff for
their work as a team.
Councilwoman Surra MOVED TO APPROVE
THE SHORT-TERM ECONOMIC DEVELOPMENT SERVICES AGREEMENT WITH APACHE JUNCTION
CHAMBER OF COMMERCE FOR THE FY 1994-95,AND TO AUTHORIZE THE INTERIM CITY
MANAGER TO FINALIZE AND EXECUTE THIS CONTRACT.
Councilwoman Richmond SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
RESOLUTION NO.94-28:SUBMISSION OF AN
AMENDMENT TO CDBG CONTRACT NO.130-91,
CONSTRUCTION OF ACCESSIBLE RESTROOMS )

John Flumerfelt briefed the council on this item.

Interim City Manager George Hoffman
added he asked staff to explore all possible alternatives for utilizing the
CDBG money and this amendment for an extension of ninety days is one of them,
however,they do not anticipate using all that time but rather plan to act
aggressively on this project.
Mayor Perkins stated that grants
should be implemented as soon as possible and not dragged as long as this has
been.
Councilwoman Surra stated there was
a problem with overbidding on this project and that is why this is going back
out for bid but she would like to know why the first bids were sought in a
very late fashion.
Councilman Perkins recalled that the
city masterplan they were contemplating at one time caused this project to be
put on hold;that some of the discussion was whether to build this then or
wait until they determined the right location for the building in the
masterplan.
Mr.Flumerfelt agreed and further
explained how this project was postponed until now.
Mr.Hoffman further explained the
status of this project.
The council further discussed how
this project got sidetracked.
Councilwoman Surra MOVED THAT
RESOLUTION NO.94-28,"AUTHORIZING THE SUBMISSION OF AN AMENDMENT TO COMMERCE
CDBG CONTRACT NO.130-91 AND AUTHORIZING THE MAYOR TO SIGN A CONTRACT
AMENDMENT,"BE APPROVED.
Councilwoman Richmond SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
