SPECIAL MEETING
MARCH 29,1994
The special meeting of the City Council of the City of Apache Junction,
Arizona,was held on March 29,1994,at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Mayor Perkins called the meeting to order at 6:00 p.m.

RESOLUTION NO.94-09:CANVASS OF VOTES
FOR MARCH 15,1994,SPECIAL ELECTION
)Mayor Perkins stated that the one
hundred "votes discrepancy"on the count does not make the City look good;not
so much for the City but for the election board workers that are selected.
City Clerk Kathy Connelly clarified
that it was not a vote discrepancy.She explained that the election board for
Precinct 42/43 made an error on their ballot report by transposing the
numbers;they actually processed 433 but they wrote 343.She further
explained how that discrepancy was verified with the help of a representative
from Maricopa County Elections who brought to the election a ballot card
counter;the count done by that machine matched the count done by the
computer;and that the next day Pinal County Elections staff again verified
the count through their audit.She agreed with Mayor Perkins that it should
have not happened and that accuracy will be stressed to board workers in the
future.

Mayor Perkins questioned how two
people working together can make the same error,that this was brought to her
attention,and that we should eliminate the possibility of a rumor that we did
not have a straight election.
Ms.Connelly replied that all the
necessary steps were taken to eliminate any type of rumors to include extra
testing of the equipment;that we have learned a lesson and board paperwork
accuracy will be stressed in the future.She stated that the State will
implement a new training program where inspectors will be trained for eight
consecutive hours on the election process and they will be ultimately
responsible for the election.
Mayor Perkins asked clarification on
the punched hole that appeared on vote cards before they were used.
Ms.Connelly explained.that the hole
appeared on the margin of the card and not on the voting area;that it served
the purpose of activating the computer with information as to the precinct
number and the ballot number of choices within the voting area,so if there is
only one choice and a person punches two,it counts the ballot for the sake of
a number but it voids the vote.
Mayor Perkins stated she was
approached with the issue that the cards were pre -punched and suggested to
publish an explanation in the newspaper.
Ms.Connelly replied that with the
exception of Mayor Perkins,nobody else has called in asking about that issue.
Councilwoman Surra suggested that
the mayor provide the name of the person who complained about it to
Ms.Connelly so that she can send a letter of explanation rather than make it
an agenda and public issue.
Mayor Perkins agreed with
Councilwoman Surra's suggestion.
Ms.Connelly also agreed on that.
She stated she intended to send a letter to Mr.Shumway,Maricopa County
Elections Director,regarding his assistance on this election and thanking him
for making staff and equipment available.
Councilman Perkins MOVED THAT
RESOLUTION NO.94-09,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION,ARIZONA,CONDUCTING AND ACCEPTING THE OFFICIAL CANVASS OF
VOTES FOR THE APACHE JUNCTION SPECIAL ELECTION HELD MARCH 15,1994,BE
APPROVED.

Councilwoman Richmond SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
SELECTION OF FIRM TO PERFORM POLICE CHIEF
RECRUITMENT AND ACCEPTANCE OF CONTRACT )
)Mayor Perkins called Mr.Jimmy
Eidson who wished to speak on this item.
Mr.Jimmy Eidson,944 W.3rd Avenue,
spoke opposing this item.
Vice Mayor Barker asked on what
specific grounds the selection team made the selection of this firm.
Asst.City Manager George Hoffman
explained how the assessment for selecting this firm was done,which included
references.
Vice Mayor Barker asked what makes
this company better than the others since the majority of the team decided on-
this one.
Mr.Hoffman answered that five out
of the six members rated DMG as their first choice and that this company has
more experience in the recruitment of police chiefs in the western United
States.
Councilwoman Surra asked if the City
is going to be looking at the same candidates that applied with Chandler or
Glendale and who did not make that selection.
Mr.Hoffman answered that one of the
reasons for utilizing a search firm is having an experienced professional to
find a good candidate who meets the organizational needs and community culture
that is unique to Apache Junction;that while there -maybe some crossover,he
expects there will be different candidates who would be interested in a
community our size than a community the size of Chandler or Glendale.He
added that there might be additional cost for psychological testing.
Mayor Perkins asked if there was a
specific number of finalists that will be brought in.
Mr.Hoffman answered no and
introduced Mr.Bob Murray of DMG to speak to the Council.

Mr.Bob Murray of David Griffith and
Associates,briefed the Council about the firm and the recruitment process for
this position stating he personally would be doing about ninety percent of the
work.
Mr.Hoffman asked Mr.Murray to
answer Councilwoman Surra's question of whether we will be looking at
candidates who applied for the positions at Chandler or Glendale or whether we
are going to look at a new pool of applicants.
Mr.Murray answered that the search
efforts will be driven on behalf of Apache Junction by the profile they will
help develop of the ideal candidate of what this council and staff think is
appropriate for Apache Junction;that it is very unlikely that the
qualifications for candidates for Glendale or Chandler will not be the same as
for candidates here.He further explained the process of selecting the
appropriate candidates for Apache Junction.
Vice Mayor Barker asked about the
time frame for the search.
Mr.Murray answered that a typical
time frame is generally governed by the publications in which they advertise
and it is usually about ninety days from the time they start the search until
such time as they present recommended candidates for consideration.
Councilman Hendricks asked if that
is the average time from start to finish.
Mr.Murray answered that the average
is four to five months.
Mayor Perkins asked if anyone else
had any questions;there being no one else wishing to speak,she asked for the
motion.
Councilman Hendricks MOVED THAT
DAVID GRIFFITH AND ASSOCIATES BE SELECTED TO PERFORM THE POLICE CHIEF
RECRUITMENT;THAT THE PROPOSED CONTRACT BE ACCEPTED AS PRESENTED;AND THAT THE
CITY MANAGER BE AUTHORIZED TO EXECUTE THE CONTRACT.
Councilman Coleman SECONDED THE
MOTION.
VOTE:Unanimous.
The motion carried.
