HomeMy WebLinkAbout1993-06-01 City Council Regular MinutesCITY COUNCIL REGULAR MEETING JUNE 1,1993 The regular meeting of the City Council of the City of Apache Junction, Arizona,was held on June 1,1993 at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Damiano called the meeting to order at 7:00 p.m. INVOCATION Vice Mayor Eidson gave the Invocation. PLEDGE OF ALLEGIANCE Councilman Coleman led the Pledge of Allegiance. Councilman Coleman SECONDED THE MOTION. VOTE:Unanimous. The motion carried. AWARDS,PRESENTATIONS AND COMMUNICATIONS Mayor Damiano presented awards to departing Vice Mayor Eidson and Councilwoman Alger. Vice Mayor Eidson presented an award to departing Mayor Damiano. Newly -elected Mayor Perkins,Councilwoman Richmond,and Councilman Hendricks pronounced the oath of office as they were sworn in i by City Clerk Kathy Connelly and took their seats. Mayor Perkins thanked the public for their support and introduced David Schweikert,Majority Whip at the State House of Representatives,who was present for Mayor Perkins's oath of office.She also introduced her husband Ernie Perkins and County Supervisor Sandie Smith. CALL TO THE PUBLIC Mr.Robert Camboni,1509 W.Saddle Butte addressed the Council regarding problems he is having with the City about his building.He distributed to the Council copies of the court pleadings submitted by him and the present City Attorney. CITY MANAGER'S REPORT City Manager Mike Lee informed the Council that the City was awarded $275,000 in Community Development Block Grants for Fiscal Year 1993 from the Central Arizona Association of Governments regional allocation account.He read a letter from Mr.James Marsh of the Arizona Dept.of Commerce. PUBLIC HEARINGS PERSON TRANSFER SERIES 6 LIQUOR LICENSE FOR FEEDBAG RESTAURANT AND LOUNGE )City Clerk Kathy Connelly stated that this is a routine request liquor license for the Feedbag Restaurant and Mr.Price is applying to have the liquor license transferred to his name. Councilman Perkins MOVED THAT THE APPLICATION FOR A PERSON TRANSFER LIQUOR LICENSE,SERIES 6,SUBMITTED BY JAMES PRICE FOR THE FEEDBAG RESTAURANT AND LOUNGE,BE RECOMMENDED FOR APPROVAL TO THE ARIZONA DEPARTMENT OF LIQUOR LICENSES AND CONTROL. MOTION. VOTE:Unanimous. The motion carried. OLD BUSINESS None. NEW BUSINESS NOMINATION AND SELECTION OF VICE MAYOR NOMINATIONS FOR THE OFFICE OF VICE MAYOR. VOTE:Unanimous. The motion carried. nominations. Councilwoman Barker SECONDED THE Councilman Perkins MOVED TO OPEN Councilman Cox SECONDED THE MOTION Mayor Perkins called for Councilman Perkins NOMINATED COUNCILMAN COLEMAN FOR THE OFFICE OF VICE MAYOR. Councilman Hendricks NOMINATED COUNCILWOMAN ROBIN BARKER FOR THE OFFICE OF VICE MAYOR. Mayor Perkins called three times for further nominations to the office of vice mayor.There being no further nominations,she called for a motion to close nominations. Councilman Perkins MOVED TO CLOSE NOMINATIONS FOR THE OFFICE OF VICE MAYOR. Councilman Cox SECONDED THE MOTION. REGULAR MEETING OF THE CITY COUNCIL JUNE I ,1993 PAGE 3 OF 8 VOTE:Unanimous. The motion carried. The Council proceeded to vote on the nominations in the order in which they were made. Nomination of Councilman Coleman for the office of Vice Mayor: VOTE:In favor:Councilman Coleman,Councilman Cox,Councilman Perkins. Opposed:Councilman Hendricks,Councilwoman Richmond,Councilwoman Barker,Mayor Perkins. The motion failed. Nomination of Councilwoman Barker the for office of Vice Mayor: VOTE:In favor:Councilwoman Barker,Councilman Coleman,Councilwoman Richmond,Councilman Hendricks,Mayor Perkins. Opposed:Councilman Cox,Councilman Perkins. The motion carried. Councilwoman Barker was elected to be Vice Mayor by a majority of the Council vote. DESIGNATION OF CITY COUNCIL CHECK SIGNATORIES )Mayor Perkins briefed the Council on this item.She stated that it was recommended that the new signatures take effect on June 7,1993. Councilman Coleman MOVED THAT THE FOLLOWING THREE COUNCIL REPRESENTATIVES BE DESIGNATED AS CHECK SIGNORS IN ADDITION TO THE CITY CLERK:MAYOR: PERKINS,' VICE MAYOR BARKER,AND COUNCILMAN COX. Vice Mayor Barker SECONDED THE MOTION. City Clerk Kathy Connelly asked if Councilman Coleman would add to his motion that it be effective June 7,1993. Councilman Coleman ADDED THAT THE CHECK SIGNERS BE EFFECTIVE JUNE 7,1993.Vice Mayor Barker SECONDED THE CLARIFICATION. REGULAR MEETING OF THE CITY COUNCIL JUNE 1,1993 PAGE 4 OF 8 VOTE:Unanimous. The motion carried. BIDS FOR CHIP SEAL PROJECT )Public Works Operations Supt. Doug Dobson briefed the Council on this item.He stated that the low bidders were Cashway Concrete on the washed chips at $10.50 per ton;International Surfacing on the chip seal oil at $0.85 cents per gallon;and Saguaro Machinery Company on the self-propelled chip box at $12,780.00. Councilman Perkins asked if Mr. Dobson had seen the self-propelled chip box. Mr.Dobson answered that he has seenit;that it is currently working on a project for the State and if the City decided to purchase it,it would be available next Monday. Councilman Perkins asked Mr.Dobson if there would be any problems as far as maintenance. Mr.Dobson answered that basically it is a truck chassis with two conveyors and explained that it could be repaired and maintained by the City,and that he did not see any mechanical problems with it. Councilman Hendricks asked what would be the service life of that vehicle. Mr.Dobson answered that it would probably be ten to fifteen years. Councilman Hendricks asked if all the maintenance could be performed by the City. Mr.Dobson answered yes,except for the hydraulic pumps that operate the conveyors;that would have to be repaired somewhere else. Mayor Perkins asked if this means that more streets will be paved in the City. Mr.Dobson explained that having this truck would save the City money and we would have the extra money to either do more maintenance or do more paving. Mayor Perkins mentioned that the street were she lives is not paved. City Manager Mike Lee stated that he,Mr.Broman,and Mr.Dobson have had conversations about the need for those things;that as much as he likes the idea of paving dirt roads,his main REGULAR MEETING OF THE CITY COUNCIL JUNE ,1,1993 PAGE 5 OF 8 concern right now was saving the paved roads.He added there is the need of having 50 miles chip -sealed within the next year if possible. Councilman Perkins MOVED THAT THE BID FOR WASHED CHIPS,PROJECT NO.PW 92-10,BE AWARDED TO CASHWAY CONCRETE AND MATERIAL FOR $10.50 PER TON;AND THAT THE BID FOR CHIP SEAL OIL,PROJECT NO.PW 92-11,BE AWARDED TO INTERNATIONAL SURFACING,INC.FOR $0.85 CENTS PER GALLON;AND THAT THE BID FOR USED SELF-PROPELLED CHIP BOX,PROJECT NO.PW 92-12,BE AWARDED TO SAGUARO MACHINERY CO.,FOR $12,780.00 DELIVERED PRICE. Councilman Cox SECONDED THE MOTION. VOTE:Unanimous. The motion carried. COUNCIL DIRECTION TO STAFF ON PROPOSED LEGISLATION OR ACTIONS None. SELECTION OF MEETING DATES,TIMES,LOCATIONS,AND PURPOSES Councilman Coleman MOVED THAT AN EXECUTIVE SESSION BE HELD AT 6:00 P.M.AND A WORK SESSION AT 7 00 P.M.ON MONDAY,JUNE 14,1993 IN THE CITY COUNCIL CONFERENCE ROOM AND THE CITY COUNCIL CHAMBERS RESPECTIVELY;AND THAT AN EXECUTIVE SESSION BE HELD AT 6:00 P.M.ON TUESDAY,JUNE 15,1993 IN THE CITY COUNCIL CONFERENCE ROOM;AND THAT A SPECIAL WORK SESSION BE HELD JUNE 16TH AT 7:00 P.M.AS A TIME FOR THE COUNCIL ORIENTATION SESSION WITH THE EXECUTIVE DIRECTOR OF THE LEAGUE OF CITIES. MOTION. VOTE:Unanimous. The motion carried. Vice Mayor Barker SECONDED THE Mayor Perkins proposed to have a special meeting to discuss a citizens review board as it was promised to their constituents.
