HomeMy WebLinkAbout1992-10-26 City Council Special MinutesCITY COUNCIL SPECIAL MEETING OCTOBER 26,1992 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on October 26,1992 at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Damiano called the meeting to order at 6:00 p.m. ROLL CALL Councilmen Present:Mayor Damiano Vice Mayor Eidson Councilwoman Barker Councilwoman Alger Councilman Coleman Councilman Cox Staff Present:City Manager Michael R.Lee City Clerk Kathleen Connelly City Attorney Glenn Gimbut Assistant City Manager George Hoffman Director of Public Works Rich Broman Others Present:Approximately 12 citizens DISCUSSION AND POSSIBLE ACTION ON CITY COUNCIL RECOMMENDATIONS TO THE REGIONAL LANDFILL SITING COMMITTEE ON PROPOSED LANDFILL SITES )Mayor Damiano asked the public present that those in favor of the proposed landfill site raise their hands; no one did.He then asked that those opposed to it raise their hands; everyone did.The Council proceeded with discussion of the issue. Vice Mayor Eidson mentioned that in the Independent Newspaper it was stated that one of the members of the Landfill Research Committee stated that they would narrow their decision to two locations in the next two weeks or so;that this issue was scheduled to be on the City Council regular meeting the middle of November but the Council decided to hold a special meeting sooner and take a stand on this issue, before the Committee made a decision. SPECIAL MEETING OF THE CITY COUNCIL OCTOBER 26,1992 PAGE 1 OF 4 Councilwoman Barker asked if they are going to make a recommendation of another possible site,or if they are going to say that the Council is not in favor of a landfill near the municipal lines. Mayor Damiano confirmed the latter. He added he wanted to let the Committee know he was opposed to the Siphon Draw and the Boundary Site;perhaps the Council can recommend to them where they would like to see it. Councilwoman Alger suggested to take only one action tonight to state their views on the Siphon Draw and Boundary Sites and if they choose to recommend another choice,that they have a work session first and look at those other sites before they attempt to say they want to recommend one in particular;that right now what they need to deal with is the two sites that border the city. Councilwoman Barker stated she did not believe it is the place of the City to make a recommendation as to another possible site;that she believed it's the Council's place to express their feeling on a site that is near or touching our boundaries;that the Council has the right and the obligation to express the feelings of the people in Apache Junction;that she has received more than a hundred letters and phones calls and stops on the street.She stated she did not believe it is the Council's place to recommend to a siting committee that is been working for a long time with detailed information where the Council might want to see it. Mayor Damiano stated he thought the Council should make a recommendation and asked confirmation from the City Attorney. City Attorney Glenn Gimbut replied that the Council can make any motion that they wish in the form of a motion or a resolution;the problem is that doing it without detailed information as to what all the other sites might be. Councilwoman Alger agreed with Councilwoman Barker and stated that the Council needs to talk about and consider what they are going to do as a City for our own needs,and that may involve information on some of the other sites,but that should come at a later time. Mayor Damiano stated he has received forty-three letters,one call and one petition. Councilman Coleman stated he has received about eighty letters and he agreed that the Council should express their views on the Siphon Draw site because he sees our city growing to the south. SPECIAL MEETING OF THE CITY COUNCIL OCTOBER 26,1992 PAGE 2 OF 4 Vice Mayor Eidson MOVED THAT WE RECOMMEND TO THE LANDFILL SEARCH COMMITTEE THAT IN NO WAY THEY CONSIDER THE BOUNDARY AND SIPHON DRAW SITES OR ANY OTHER SITE NEAR APACHE JUNCTION FOR A LANDFILL;AND THAT COPIES OF THIS MOTION BE SENT NOT ONLY TO THE SEARCH COMMITTEE BUT TO THE BOARD OF SUPERVISORS AND COUNTY MANAGERS IN MARICOPA COUNTY AND PINAL COUNTY,AS WELL AS TO THE GOVERNOR,PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE. Councilwoman Barker SECONDED THE MOTION. VOTE:Unanimous. The motion carried. ADJOURNMENT )The meeting adjourned at 6:12 p.m.as moved by Councilwoman Alger and seconded by Councilwoman Barker with a unanimous vote.
