HomeMy WebLinkAbout1991-07-15 City Council Regular MinutesCITY COUNCIL SPECIAL MEETING JULY 15,1991 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on July 15,1991,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Damiano called the meeting to order at 7:00 p.m. ROLL CALL Councilmen Present: Staff Present: Others Present: Mayor Damiano Vice Mayor Eidson Councilwoman Barker Councilman Cox Councilman Perkins Councilwoman Alger Councilman Coleman City Manager Michael R.Lee City Clerk Kathleen Connelly City Attorney Arnold Hirsch City Attorney Glen Gimbut Assistant City Manager George Hoffman Director of Public Safety Bill McDaniel Director of Public Works Rich Broman Parks and Recreation Director Jeff Bell Mrs.Midge Conway 902 S.Ocotillo Drive Apache Junction,Arizona CONSIDERATION OF RECOMMENDATIONS FROM THE HEALTH AND HUMAN SERVICES COMMISSION REGARDING FUNDING FOR HUMAN SERVICES PROVIDERS;RECOMMENDATIONS REGARDING COMMISSION MEMBERSHIP )City Clerk Kathleen Connelly explained that at a previous meeting Health and Human Services Commission Chairman Virginia Seeman had presented the Commission recommendation to the Council,with detail on the conclusions,and stated that there has not been any changes since that time. Councilwoman Barker asked if Housing & Grants Specialist Kurt Knutson had addressed the possibility of providing grants assistance to human service providers. SPECIAL MEETING OF THE CITY COUNCIL JULY 15,1991 PAGE 1 Councilwoman Alger replied that Kurt had offered his assistance in reviewing any grant applications,but that he would not be able to offer full-time assistance because of his work load,and that Mr.Knutson had felt that the providers had more avenues and knowledge in the separate entities for grants then he would have at his disposal. Councilwoman Barker asked,per the recommendation of the Commission that 1% of the City's budget be set aside for health and human services,what 1% of the budget would be. Assistant City Manager George Hoffman replied that it would be $90,000 -$100,000,depending on Contingency Fund amounts,for human services. Councilwoman Barker commented that the City couldn't possibly do this,but possibly a goal could be set for 1993-94 of approximately 1% of the budget. Mr.Hoffman pointed out that one of the suggestions at a previous meeting had been a charge to the Commission to go back and explore how other communities fund human services and to give some com- ment on the 1%. Ms Connelly pointed out that the motion is incorrect,as the recommendation from the Commission was to set the level of 1% of the budget for human services funding for the year 1992-93. Councilwoman Alger asked Mr.Hoffman i f he wasn't going to bring back a recommendation as to membership criteria for the Commission. Mr.Hoffman recalled from the pre- vious discussion that he was to bring back changes to the ordinance giving the Council two options:out -of -city members or reducing the membership and retaining the residency requirement.Mr.Hoffman stated that it would be easier to draft the ordinance i f the Council gave a sense of which option they wish. Councilwoman Alger stated that the Council had wished i t to be brought back with drafts in both options. Councilwoman Alger suggested waiting to see how other communities are funding human services prior to committing 1% of future budget for funding. City Manager Michael R.Lee added that trying to tie a specific expense to a percent of the budget is not a good budgeting principle. Councilman Coleman stated that he would rather the Commission membership be reduced then to have out -of -city members. SPECIAL MEETING OF THE CITY COUNCIL JULY 15,1991 PAGE 2 Councilwoman Alger MOVED THAT THE RECOMMENDATIONS OF THE HEALTH AND HUMAN SERVICES COMMISSION FOR HUMAN SERVICES FUNDING BE APPROVED AS PRESENTED IN THE MEMO FROM THE CITY CLERK DATED JUNE 7, 1991. Councilwoman Barker seconded the motion. VOTE:Unanimous The motion carried. PUBLIC HEARINGS CONSIDERATION OF PROPOSED RESOLUTION NO.91-25:ADOPTION OF TENTATIVE BUDGET FOR FY 1991-92;SETTING DATE FOR FINAL ADOPTION ) )Mr.Lee stated that this is adoption of the Tentative Budget,and pointed out two misleading factors in the budget; one being the total amount $10,452,716.00 which includes the $700,000 for the transfer of U.S.60 that has never been received before and never will be received again;and the other is the $500,000 added to the Contingency Account for potential increased revenues which are not actual revenues. Mayor Damiano asked i f there was anyone who wished to address the Council on the budget. Mrs.Midge Conway asked i f the public will be allowed to speak at the work session. Mayor Damiano replied that it would be up to the Council,as normally the public is not allowed to speak at work sessions. Mrs.Conway,902 S.Ocotillo Drive, Apache Junction,stated that she would like to address the Chamber of Commerce contract,and would prefer addressing the issue at the work session. Council consensus was to allow Mrs.Conway to speak at the work session. There being no one else wishing to speak,Mayor Damiano closed the hearing to the public. Councilman Perkins MOVED THAT RESOLUTION NO.91-25,FOR THE ADOPTION OF THE TENTATIVE BUDGET FOR THE CITY OF APACHE JUNCTION,ARIZONA,FOR FISCAL YEAR 1991-92,HEREWITH SETTING FORTH THE SPECIAL MEETING OF THE CITY COUNCIL JULY 15,1991 PAGE 3 TENTATIVE ESTIMATES OF THE MONIES NECESSARY FOR THE PUBLIC EXPENSES OF THE CITY OF APACHE JUNCTION,ARIZONA,FOR THE FISCAL YEAR 1991-92 AND GIVING NOTICE OF THE TIME AND PLACE FOR HEARING TAXPAYERS FOR THE ADOPTION OF THE FINAL BUDGET, BE APPROVED AND ADOPTED. Councilman Cox seconded the motion. VOTE:Unanimous The motion carried.
