HomeMy WebLinkAbout1989-01-17 City Council Regular MinutesCITY COUNCIL REGULAR MEETING JANUARY 17,1989 The regular meeting of the City Council of the City of Apache Junction, Arizona,was held on January 17,1989,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Hill called the meeting to order at 7:00 p.m. INVOCATION Councilwoman Gardner gave the Invocation. PLEDGE OF ALLEGIANCE Councilman Damiano led the Pledge of Allegiance. ROLL CALL Councilmen Present:Councilwoman Gardner Councilman Connolly Councilman Burgess Councilman Damiano Mayor Hill Mayor Hill announced that Director of Public Safety Bill McDaniel's brother had died in Texas,so Mr.McDaniel will not be attending this evenings meeting. Councilman Damiano seconded the motion. REGULAR MEETING OF THE CITY COUNCIL JANUARY 17,1988 PAGE 1 VOTE:Unanimous The motion carried. Introduction of Distinguished Visitors and Guests Mayor Hill thanked everyone present for attending. AWARDS,PRESENTATIONS AND COMMUNICATIONS Acting City Manager/City Clerk Kathleen Connelly gave the Oath of Office to newly appointed councilmembers Tony Vehon and Ed Cox.Councilman ehon and Councilman Cox were seated. Mayor Hill presented Mr.Richard Taylor with a plaque for many years of service as auctioneer for the City. CALL TO THE PUBLIC None. CITY MANAGER'S REPORT Acting City Manager/City Clerk Kathleen Connelly reported that Mr.Mercer Weiskotten has been hired to the Court Administrator postition,and was selected unanimously by a three person board consisting of herself,Mr.Bill Da Vee for the area relating to Personnel,City Librarian Spencer Paden for computer and programming expertise,and that Mr.Weiskotten will begin work on January 30th, and further reported that notice has been received from the Arizona Department of Commerce of the award of a CDBG from the State's regional account in the amount of $125,000,which is to be used for housing rehabilitation.Ms Connelly also stated that a meeting was held today with Mayor Hill,Director of Public Works Rich Broman,herself and Mr.Ed Sanchez,District Aide for Congressman Jim Kolbe,with interest of helping Apache Junction develop a sewage collection and treatment system,and that Congressman Kolbe is holding a town hall meeting tonight at 7:30 p.m.,in the Chamber of Commerce Building.Ms Connelly concluded the report stating that Mr.Joe e_jo s bmitted initiative petitions intended to repeal the City's taxing ability,and that the petitions have been found to contain 750 signatures including duplications,falling short of the required 1,036 valid signatures. Mayor Hill expressed how important the home rule option is for things like sewage treatment,street improvement, and that the money is already existing,the City just won't be able to use i t to benefit the community. REGULAR MEETING OF THE CITY COUNCIL JANUARY 17,1988 PAGE 2 PUBLIC HEARINGS PROPOSED ORDINANCE NO.665, AMENDMENTS TO PERSONNEL POLICIES (REQUEST FOR CONTINUANCE) )Acting City Manager/City Clerk Kathleen Connelly explained that amendments to the Personnel Policies were proposed at the previous meeting,but the Council wished to include prior amendments,but due the circumstances of the City Manager Bill Da Vee leaving, staff has been unable to prepare those amendments,and requested that this item be postponed until February 7,1989. Councilman Damiano MOVED THAT ORDINANCE NO.665,BE POSTPONED UNTIL THE REGULAR CITY COUNCIL MEETING OF FEBRUARY 7,1989. Councilman Cox seconded the motion. VOTE:Unanimous The motion carried. PROPOSED ORDINANCE NO.666,PZ-13-88, COMMERICAL/INDUSTRIAL USES (REQUEST FOR CONTINUANCE) )Assistant to the City Manager George Hoffman stated that Associate Planner/Deputy Director Jim Nakagawa has requested that this item be postponed until the regular meeting of February 21,1989,to allow time to complete the comprehensive review of the ordinance. Councilman Damiano MOVED THAT ORDINANCE NO.666,PZ-13-88,BE POSTPONED UNTIL THE REGULAR CITY COUNCIL MEETING OF FEBRUARY 21,1989. Councilwoman Gardner seconded the motion. VOTE:Unanimous The motion carried. OLD BUSINESS None. NEW BUSINESS REGULAR MEETING OF THE CITY COUNCIL JANUARY 17,1988 PAGE 3 WASTEWATER FACILITIES PLANNING E.P.A.CONSTRUCTION GRANTS )Director of Public Works Rich Broman stated that the Council previously authorized application for an Advance Allowance for wastewater facilities planning through the Environmental Protection Agency Construction Grants Program,which is being processed,but due to time elements i t is necessary to proceed,and that this is a request for the Council to authorize entering into a contract for work as outlined in the propsal prepared by the consultant for a facilities plan. Councilwoman Gardner stated that the newspaper recently had an article asking why the City needed additional funds when a study was just performed on wastewater treatment facilities,and asked i f this is a duplication of that study. Mr.Broman replied that i t is not a duplication of the previous study. Councilman Damiano MOVED THAT THE CITY MANAGER BE AUTHORIZED TO ENTER INTO A CONTRACT WITH DONOHUE AND ASSOCIATES, INC.-ROYDEN,IN THE AMOUNT OF $69,763 IN ORDER TO PERFORM NECESSARY WORK TO DEVELOP A WASTEWATER FACILITIES PLAN TO BE IN POSITION FOR POTENTIALLY RECEIVING A SUBSEQUENT ENVIRONMENTAL PROTECTION AGENCY CONSTRUCTION GRANT. I FURTHER MOVE THAT SAID CONTRACT SHALL BE CONTINGENT UPON THE APPROVAL OF AN E.P.A.ADVANCE ALLOWANCE FOR PLANNING PURPOSES. Councilwoman Gardner seconded the motion. VOTE:Unanimous The motion carried. COUNCIL SELECTION OF VICE MAYOR )City Attorney David Alexander explained that a motion is necessary to open nominations. Mayor Hill MOVED THAT NOMINATIONS FOR VICE MAYOR BE OPENED. Councilwoman Gardner seconded the motion. VOTE:Unanimous The motion carried. Mayor Hill called for nominations for the office of vice mayor. Mayor Hill recessed the meeting at 7:27 p.m. Mayor Hill reconvened the meeting at 7:39 p.m. Mayor Hill called for a motion to reopen nominations for vice mayor. INFORMATION AND REPORTS (COUNCIL LIAISON REPORTS) Councilwoman Gardner reported that Sam Antcliff,Drug Prevention Coordinator for the Apache Junction Schools and herself attended a workshop on Substance Abuse last Thursday in Tempe and received a lot of information,and there will be a program for Substance Abuse with the School system. Councilman Damiano reported that a quintet played at the Gazebo,with the program becoming more successful,and that the next group will play on February 17th,Igor's Cowboy Jazz. Mayor Hill informed the Council and public that Congressman Kolbe is at the Chamber of Commerce Building now,and hoped that the public and Council would go an give support of the sewage treatment system for Apache Junction.
