HomeMy WebLinkAbout1989-02-15 City Council Regular MinutesCITY COUNCIL SPECIAL MEETING FEBRUARY 15,1989 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on February 15,1989,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Hill called the meeting to order at 5:30 p.m. ROLL CALL Councilmen Present: Staff Present: Councilman Burgess Councilman Connolly Councilman Cox Councilwoman Gardner Councilman Vehon Vice Mayor Damiano Mayor Hill City Clerk Kathleen Connelly Assistant to the City Manager George Hoffman City Attorney David Alexander Director of Public Safety Bill McDaniel Director of Public Works Rich Broman RESOLUTION NO.89-03,PROVIDING NOTICE OF PRIMARY ELECTION;ESTABLISHING POLLING PLACES AND VOTING DISTRICTS AND TIMES THAT SUCH POLLS WILL BE OPEN;APPOINTING ELECTION OFFICIALS AND FIXING RATE OF COMPENSATION )City Clerk Kathleen Connelly explained that this is required preceeding any election,combining a series of legal requirements;providing notice of the election date,establishing polling places and voting district and times the polling places will be open,and appointing election officials,notice of what measures or offices that will be on the ballot,and fixing the rate of compensation for election officials,and also declares the manner in which the ballots will be tabulated which will be by punch ballot in this case. Vice Mayor Damiano asked i f election board members will be paid $70.00,and inspectors $75.00,and does that include the $5.00 for the training session. SPECIAL MEETING OF THE CITY COUNCIL FEBRUARY 16,1989 PAGE 1 Ms Connelly explained that the three inspectors will get $75.00 for showing up election day,and each board worker will get $70.00 per day,and the $5.00 for the training session is in addition, and also $5.00 for one inspector and one or two judges for the Logic and Accuracy Test. Vice Mayor Damiano also asked why some precincts have more board workers than others. Ms Connelly further explained that 22A and B,and 22C and F,are larger precincts so i t is necessary to have "double board". Vice Mayor Damiano asked what the "Indian Translator"is for. Ms Connelly state that Mrs.Blackwater serves as Indian Translator,and is required by Law even though her services have never been necessary. Councilwoman Gardner MOVED THAT RESOLUTION NO.89-03,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,PINAL AND MARICOPA COUNTIES,ARIZONA,PROVIDING NOTICE OF THE REGULAR PRIMARY ELECTION TO BE HELD MARCH 21,1989;ESTABLISHING POLLING PLACES AND VOTING DISTRICTS AND THE TIME THAT SUCH POLLS WILL BE OPEN;PROVIDING FOR ELECTION OFFICIALS AND FIXING THEIR RATE OF COMPENSATION;AND PROVIDING FOR THE RECORDATION OF THE ELECTORS'CHOICE;BE APPROVED AND ADOPTED. Vice Mayor Damiano seconded the motion. VOTE:Unanimous The motion carried. PUBLIC HEARINGS PROPOSED ORDINANCE NO.669,REPEALING ORDINANCE NO.668,REINSTATING FOUR WAY STOP AT BROADWAY AVENUE AND DELAWARE DRIVE (WITH EMERGENCY CLAUSE) )Councilwoman Gardner MOVED THAT ORDINANCE NO.669 BE READ BY TITLE ONLY WITH THE EMERGENCY CLAUSE,AND THE READING OF THE ENTIRE ORDINANCE BE WAIVED. Vice Mayor Damian()seconded the motion. SPECIAL MEETING OF THE CITY COUNCIL FEBRUARY 16,1989 PAGE 2 VOTE:Unanimous The motion carried. Mayor Hill opened the hearing to the public. There being no one wishing to address the Council,Mayor Hill closed the hearing to the public. City Clerk Kathleen Connelly read as follows: ORDINANCE NO.669,AN ORDINANCE OF THE CITY OF APACHE JUNCTION,ARIZONA;ESTABLISHING LOCATIONS FOR STOP SIGNS THROUGHOUT THE CITY OF APACHE JUNCTION,ARIZONA;REPEALING ORDINANCE NO.668; PROVIDING FOR SEVERABILITY;PROVIDING FOR SEVERABILITY;PROVIDING FOR PENALTIES; AND DECLARING AN EMERGENCY. Vice Mayor Damiano asked i f this is passed will i t continue to be a four-way stop,or will signalization be installed during the summer. Director of Public Works Rich Broman stated that plans are 98%complete and will possibly go to bid during April or May,making construction feasible during the summer,and that a study does have to be done to ensure that signals are warranted. Vice Mayor Damiano asked i f the public has any say whether or not signals are warranted. Mr.Broman explained that i t depends on traffic counts,pedestrian traffic,etc. Vice Mayor Damiano stated that the subdivision residents want signalization. Mr.Broman stated that there appears to be the need,but until the road is widened and a study done,there is no way to tell for sure,but that the conduit and foundations will be put in ahead of time so that pavement doesn't have to be torn up later. Director of Public Safety Bill McDaniel stated that once the road is widened to five lanes,i t will eliminate all the problems. Vice Mayor Damiano MOVED THAT ORDINANCE NO.669,AS READ BY THE CITY CLERK,BE APPROVED AND ADOPTED. SPECIAL MEETING OF THE CITY COUNCIL FEBRUARY 16,1989 PAGE 3 Councilwoman Gardner seconded the motion. VOTE:Unanimous The motion carried.
