HomeMy WebLinkAbout1988-07-18 City Council Regular MinutesCITY COUNCIL SPEC JAL MEETING JULY 18,1988 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on July 18,1988,at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Hill called the meeting to order at 6:00 p.m. ROLL CALL Councilmen Present: Staff Present: Councilman Connolly Councilwoman Perkins Councilman Damiano Councilwoman Gardner Councilman Burgess Vice Mayor Bluntschly Mayor Hill City Manager Bill R.Da Vee City Clerk Kathleen Connelly Controller Keith Lewis Director of Planning Chuck Newcomer City Attorney David Alexander Director of Public Safety Bill McDaniel Director of Public Works Rich Broman Director of Community Services Jeff Bell Assistant to the City Manager George Hoffman Director of Library Pam Loui Economic Development Specialist John Schoeph PROPOSED RESOLUTION NO.88-25,ADOPTING TENTATIVE BUDGET FOR FISCAL YEAR 1988-89; ESTABLISHING DATE FOR FINAL BUDGET HEARING )City Manager Bill R.Da Vee stated that at the budget work session of June 27th,three alternatives were presented, each of which would produce a balanced budget that could be considered for the required tentative adoption,and that comments led to the conclusion that option two was preferred,and that that option has formed the basis for the budget offered for consideration,with a balance of $9,441,381.00 which is slightly less than last years adopted budget.Mr.Da Vee further stated that there is a slight increase of $12,244.00 in sales tax which corresponds with the July Department of Revenue projections,which reflects the tax package adopted by the State Legislature,that there is an expenditure increase in the Contingency Fund SPECIAL MEETING OF THE CITY COUNCIL JULY 18,1988 PAGE 1 offering the Council the broadest possible choice of how the funds should be spent i f they are received as forecasted,and listed the personnel changes and additions that would occur with this proposed budget.Mr.Da Vee stated that this option requires the eliminating of the Little League Ballfield improvements,which would cost $150,000. Controller Keith Lewis showed overhead trasparencies of expenditures and revenue sharing. Mayor Hill asked how the cost of living increase of "across the board"$1,000 would be distributed. Mr.Da Vee replied that i t would be distributed by month. Councilman Burgess stated that he wished to include the Little League Field improvements in the budget. Mr.Da Vee stated that the funds would have to be taken from another project to accomplish that. Mayor Hill asked i f the improvements couldn't be done by the end of the budget year. Mr.Da Vee stated that the funds could possibly be taken from the Contingency Fund,barring an emergency,but i t would mean an amount of $90,000 be taken from that account. Councilman Burgess stated that the $90,000 should be taken from somewhere so that the improvements can be done. Mr.Da Vee replied that he did not like that particular option either,but obviously dealing with a budget with no additional dollars from the year before,and adding people to keep up with service demands,something has to come out,and this was one of the three options from which the Council chose. Councilwoman Perkins agreed with Councilman Burgess that the improvements should be made to the ballfield,and that the money could be taken from the additional police officer and police vehicles,stating that a new car is not necessary with every new police officer, and also stated that the City is giving more to the Chamber of Commerce then we should at this time. Mayor Hill opened the hearing to the public. Mr.Keith Hilgendorf,1075 W. Smoketree,Apache Junction,asked i f the Council has any questions regarding the "contract for services"submitted by the Chamber of Commerce,and that i t SPECIAL MEETING OF THE CITY COUNCIL JULY 18,1988 PAGE 2 outlines the administrative and line items such as promotion of Apache Junction and to increase the traffic recognizing that the number one industry is the winter visitors. Councilwoman Perkins stated that she is pleased to have the Chamber of Commerce,but i t is a concern that the Chamber does not limit itself to the City,and that the Chamber does send people to businesses west of Meridian and this takes taxes away from the City. Mr.Hilgendorf stated that he appreciated Councilwoman Perkins comments,however,the postal office extends beyond Apache Junction and other businesses have joined the Chamber in bringing the dollars into the City rather than join the Mesa Chamber of Commerce,and that in six months the City will have exact numbers as to how this benefits Apache Junction,and that those businesses west of Meridian are licensed in the City. Councilman Connolly commented that he supports the Chamber of Commerce 100%,and the Council should be in closer contact with the Chamber. Vice Mayor Bluntschly asked Mr.Hilgendorf what he meant by saying that people outside the City are licensed by the City. Mr.Hilgendorf stated that those selling in Apache Junction,even though located outside the City,are licensed. City Clerk Kathleen Connelly stated that i f the business does not come into the City,they do not have to be licensed. Mr.Hilgendorf stated that i f a business solicits within the City,and contacts the Chamber of Commerce,they are urged to be licensed. Mr.Da Vee stated that he appreciates the effort made by the Chamber in the "contract for services" dialogue,which will create a much clearer relationship. Councilwoman Perkins asked i f there was any consideration for the "free utilities". Mr.Da Vee stated that the criteria applied is that the limit has not been expanded beyond last year,and that the total submitted by the Chamber of Commerce was for more,but that request was redistributed. SPECIAL MEETING OF THE CITY COUNCIL JULY 18,1988 PAGE 3 Mr.Robert Haywood,2569 W.Cactus Wren,Apache Junction,stated that the "across the board"cost of living increase of $1,000 is approximately 18%behind other cities,and that over a period of 20 years,i t will mean a loss of $29,000,and that a Little League Field is important,but the money must be available elsewhere,and further stated that the Magistrate Court has over $1,000,000 in back fines that should be paid.Officer Haywood also spoke in opposition to the "uniform allowance" cut out Mr.Robert Haywood,2569 W.Cactus Wren,Apache Junction,stated that the "across the board"cost of living increase of $1,000 is approximately 18%behind other cities,and that over a period of 20 years,i t will mean a loss of $29,000 to him,and that a Little League Field is important,but the money must be available elsewhere,and further stated that the Magistrate Court has over $1,000,000 in back fines that should be paid.Officer Haywood also spoke in opposition to the "uniform allowance"being cut out,and suggested that the Councilmembers ride with a police officer on a shift to see exactly what they do before deciding to give a certain amount of a raise. Councilwoman Perkins stated that she resented the officer cutting down the Court,as we have a fine Magistrate Court. Mayor Hill stated that this was a poor thing to bring up,and the $1,000,000 is over a period of years,not in one year. There being no one else wishing to address the Council,Mayor Hill closed the hearing to the public. Vice Mayor Bluntschly MOVED THAT RESOLUTION NO.88-25,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,FOR THE ADOPTION OF THE TENTATIVE BUDGET FOR THE CITY OF APACHE JUNCTION,ARIZONA,FOR THE FISCAL YEAR OF 1988-89,HEREWITH SETTING FORTH THE TENTATIVE ESTIMATES OF THE MONIES NECESSARY FOR THE PUBLIC EXPENSES OF THE CITY OF APACHE JUNCTION,ARIZONA,FOR THE FISCAL YEAR 1988-89,AND GIVING NOTICE OF THE TIME AND PLACE FOR HEARING TAXPAYERS FOR THE ADOPTION OF THE FINAL BUDGET,SUCH HEARING TO BE HELD ON AUGUST 1,1988,6:00 P.M.,IN THE CITY COUNCIL CHAMBERS,BE APPROVED AND ADOPTED AS PRESENTED. Councilman Damiano seconded the motion. Councilman Burgess stated that he cannot accept this proposed budget without the Little League Field improvements being included. Councilman Damiano stated that the Council is to protect the health,safety and welfare of the citizens of Apache Junction,and i f more money is found the improvements should be made,but the additional police officers and cars are necessary. SPECIAL MEETING OF THE CITY COUNCIL JULY 18,1988 PAGE 4 Councilwoman Gardner stated that the ballfield improvements are necessary and agreed with Councilman Burgess that i t should be included in this proposed budget. Councilwoman Perkins stated that she did not like to see the City's Recreation programs cut at all. Mr.Da Vee stated that he was unable to find the necessary revenue for those improvements without taking from another project. Councilwoman Perkins commented that if the Council has to stay all night,a way to include the ballfield improvements in the budget should be found. Mayor Hill asked i f anyone has suggestions. Mr.Da Vee cautioned the Council against cutting any other projects to come up with the additional $90,000. Councilwoman Perkins suggested a recess. Councilwoman Gardner suggested amending the motion to include that i f the funds should become available after all other city projects are funded,the ballfield improvements be done. Mr.Da Vee stated that this is not recommended,as i t is unlikely there will be $90,000 available. VOTE:In Favor:Councilman Damiano,Councilman Connolly,Vice Mayor Bluntschly Mayor Hill Opposed:Councilman Burgess,Councilwoman Perkins,Councilwoman Gardner The motion carried.
