HomeMy WebLinkAbout1988-08-01 City Council Regular MinutesCITY COUNCIL SPECIAL MEETING AUGUST 1,1988 The special meeting of the City Council of the City of Apache Junction, Arizona,was held on August 1,1988,at the Apache Junction City Council Chambers pursuant to the notice required by law. SPECIAL MEETING OF THE CITY COUNCIL AUGUST 1,1988 PAGE 1 Councilwoman Gardner seconded the • Director of Community Services Jeff Bell replied that the salary is about $18,000,which is about 10% of the Little League field projects. Councilman Damiano suggested waiting until next year for those improvements to the ballfield. Councilwoman Gardner stated that fund raisers could help with the needed funds for Little League,but the amendment is not the solution. Vice Mayor Bluntschly asked i f Councilman Burgess would consider a freeze on that position rather than eliminating it,to see how the budget stands later on in the year. Councilman Burgess stated that i f the budget override does not pass,that employee plus others will be gone anyway. Councilman Burgess and Vice Mayor Bluntschly withdrew the amendment and second to the amendment. Director of Community Services Jeff Bell explained that the lights alone for the Little League field are $40,000 to $45,000,and that grants can be pursued to accomplish this. Councilman Connolly made the following amendment to the motion:THAT A FREEZE BE PLACED ON THE CODE ENFORCEMENT OFFICER FOR SIX MONTHS UNTIL JOB DESCRIPTION AND THE DUTIES ARE PREPARED AND IT CAN BE DECIDED IF THE POSITION IS NECESSARY. Councilman Burgess seconded the motion. VOTE (on the amendment): In Favor:Councilwoman Gardner,Councilwoman Perkins,Councilman Burgess, Councilman Connolly,Vice Mayor Bluntschly,Mayor Hill Opposed:Councilman Damiano The amendment to the motion carried. VOTE:In Favor:Councilman Damiano,Councilman Connolly,Councilwoman Gardner, Vice Mayor Bluntschly,Mayor Hill Opposed:Councilwoman Perkins,Councilman Burgess The motion carried. SPECIAL MEETING OF THE CITY COUNCIL AUGUST 1,1988 PAGE 4 I Mr.Da Vee replied that he didn't have a job description,but the position is going to be a field Code Enforcement Officer,who will assist in processing the applications for permits,and be in the field taking care of complaints. Mayor Hill stated that two or three years ago,two men were hired to take care of this. Mr.Da Vee stated the Council could read the job description of this new position prior to advertisement. Mayor Hill asked i f there was anyone who wished to address the Council on this item.There being no one wishing to speak,Mayor Hill closed the hearing to the public. Councilman Damiano MOVED THAT RESOLUTION NO.88-26,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,FULLY ADOPTING ESTIMATES OF EXPENDITURES BY THE CITY OF APACHE JUNCTION FOR THE FISCAL YEAR BEGINNING JULY 1,1988,AN ENDING JUNE 30,1989;DECLARING THAT SUCH SHALL ESTABLISH THE BUDGET OF THE CITY OF APACHE JUNCTION FOR FISCAL YEAR 1988-89,BE APPROVED AND ADOPTED. Councilwoman Gardner seconded the motion. Councilwoman Perkins stated that adding more police officers in this budget is still a problem. Councilman Burgess added that there is still a problem with not including the Little League Ballfield improvements, and made the following amendment to the motion:THAT AT LEAST ONE EMPLOYEE OF THE PARKS DEPARTMENT,THAT IS PLANNED TO BE HIRED,(LABORER I)BE ELIMINATED, AND APPLY THAT MONEY TO THE PROJECT OF LITTLE LEAGUE FIELD IMPROVEMENTS,AND ALSO IN FEBRUARY OR MARCH LOOK AT THE CONTINGENCY FUND AND IF THERE IS MONEY THAT CAN BE SPENT,USE THE FUNDS FOR THE LITTLE LEAGUE BEFORE NEXT SEASON. Director of Community Services Jeff Bell explained that with the addition of parks,and improvements to existing parks,those additional laborers for the parks are necessary. Councilwoman Perkins stated that there is lot of work to be done in the parks,and this is not the solution to finding funds for the improvements. Vice Mayor Bluntschly seconded the motion. Councilman Damiano asked what the salary is of the position proposed to be eliminated. SPECIAL MEETING OF THE CITY COUNCIL AUGUST 1,1988 PAGE 3 I VOTE:Unanimous The motion carried. City Clerk Kathleen Connelly read as follows: ORDINANCE NO.642,AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,AMENDING, REVISING,AND ADOPTING THE CLASSIFICATION PLAN FOR THE CITY OF APACHE JUNCTION, ARIZONA;REPEALING ANY CONFLICTING PROVISIONS;PROVIDING FOR SEVERABILITY;AND DECLARING AN EMERGENCY. Mayor Hill opened the hearing to the public.There being no one wishing to address the Council,Mayor Hill closed the public hearing. Vice Mayor Bluntschly MOVED THAT ORDINANCE NO.642,AS READ BY THE CITY CLERK,BE APPROVED AND ADOPTED. Councilman Damiano seconded the motion. VOTE:Unanimous The motion carried. PROPOSED RESOLUTION NO.88-26,ADOPTING FINAL BUDGET FOR THE CITY OF APACHE JUNCTION FOR FISCAL YEAR 1988-89 )City Manager Bill Da Vee explained that this is the proposed Final Budget for the Fiscal Year 1988-89,is as previously approved on July 18th,with adjustments to approved personnel changes.Mr.Da Vee stated that this budget is less than last year by $20,228.00,which in a growing community translates into some extremely difficult choices,each of which the Council has dealt with,such as Parks vs. law enforcement,utilities vs.industrial development programing,and referred to each choice and other items specifically,including the continued progression on annexation of BLM lands to the southeast and northeast of the City,and the construction of the Handicapped Center on the complex,and completion of the design for the Little League Field improvements making i t construction -ready, and also construction of Phase I I of Prospector Park,with a contract for services with the Chamber of Commerce spelling out specifically what the City expects accomplished with funds provided.Mr.Da Vee showed overhead transparancies of revenues and expenditures. Vice Mayor Bluntschly asked what the job description of the Code Enforcement Officer is.
