SPECIAL MEETING
SEPTEMBER 15,1988
The special meeting of the City Council of the City of Apache Junction,
Arizona,was held on September 15,1988,at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Mayor Hill called the meeting to order at 8:15 p.m.

CONSIDERATION AND ACTION ON AGREEMENT
BETWEEN CITY AND APACHE JUNCTION AREA
COMMUNITY FOUNDATION FOR HUMAN SERVICES
FUNCTIONS FOR FISCAL YEAR 1988-89
)Mr.Raymond C.Johnson,690 N.
Pinyon Drive,Apache Junction,President of the Apache Junction Community
Foundation,addressed the Council with concerns about the Human Services
Agreement with the Foundation,and requested that the Council consider the needs
of people when taking action on this agreement.
Mayor Hill stated that the Council
is thinking about the people,and should the funds be expended,they should be
spent on the people instead of telephones and a secretary,and this
consideration is why this has taken so long.

Councilwoman Gardner agreed with the
Mayor,that the Council is concerned with the people,but i t comes down to the
amount funded and what the uses are.
Mr.Johnson stated that $2,000 was
spent for direct service in August,and the Council needs to make a decision
even i f i t is for $30,000 or $35,000,but until a decision is made to provide
funding to the Foundation,no services can be rendered.
Councilwoman Perkins MOVED THAT THE
CITY FUND THE COMMUNITY FOUNDATION $35,000 IN ACCORDANCE WITH THE COMMUNITY
FOUNDATION PROPOSAL.
Councilman Burgess seconded the
motion.
Councilman Burgess added to the
motion ANY CITY FUNDING FOR HUMAN SERVICES BEYOND FISCAL YEAR 1988-89 IS
CONTINGENT UPON VOTER APPROVAL OF THE EXPENDITURE LIMITATION QUESTIONS TO BE
PLACED ON THE BALLOT IN 1989.
Vice Mayor Bluntschly stated that he
is not prepared to support a motion that would do anything other than funds
being utilized for direct human services.
Councilwoman Gardner asked for
clarification as to Plan A or Plan B.
Assistant to the City Manager George
Hoffman replied that Plan A calls for $35,000.
Councilwoman Perkins and Councilman
Burgess withdrew the motion and second.
Councilman Burgess MOVED THAT THE
AGREEMENT BETWEEN THE CITY AND THE APACHE JUNCTION AREA COMMUNITY FOUNDATION FOR
HUMAN SERVICES PROVISIONS FOR FISCAL YEAR 1988-89 BE APPROVED UNDER THE SERVICE
AGREEMENT ENTITLED "STAFF ALTERNATIVE"WITH THE FOLLOWING AMENDMENTS:THAT ANY
PROPOSED FUND RAISING EVENT BE SUBMITTED FOR REVIEW BY THE CITY AND THAT WRITTEN
APPROVAL BE OBTAINED FROM THE CITY MANAGER AND THE CITY ATTORNEY IN ADDITION TO
THE OTHER REQUIREMENTS UNDER THIS SECTION OF THE AGREEMENT;
I FURTHER MOVE THAT ANY CITY FUNDING FOR HUMAN SERVICES BEYOND FISCAL YEAR
1988-89 IS CONTINGENT UPON VOTER APPROVAL OF EXPENDITURE LIMITATION QUESTION TO
BE PLACED ON THE BALLOT IN 1989.
Councilwoman Perkins seconded the
motion.
City Clerk Kathleen Connelly read
the "Staff Alternative"as follows:THE $30,000 WOULD BE SPREAD OUT IN THIS
SPECIAL MEETING OF THE CITY COUNCIL

MANNER,$4,500 -INFORMATION AND REFERRAL SERVICES,$4,000 -EMERGENCY BASIC
ASSISTANCE PROGRAM OF WHICH AT LEAST $3,500 IS TO BE USED FOR DIRECT ASSISTANCE
TO A RECIPIENT AND NO MORE THAN $500 IS TO BE USED TO ADMINISTER THIS FUND,
$4,000 -ANNUAL HUMAN SERVICES CONFERENCE,$500 -SUPPORTING AND COORDINATING
THE APACHE JUNCTION HUMAN SERVICES ADVISORY COUNCIL,$2,500 -SPECIALIZED
ASSISTANCE TO LEVERAGE CITY FUNDS TO ASSIST THE FOUNDATION IN HUMAN SERVICES IN
APACHE JUNCTION AND TO SPONSOR FUND RAISING ACTIVITIES,$14,500 -PERFORMING AND
OPERATING IN APACHE JUNCTION UNITED WAY,with the two additions "ANY ACTIVITIES
REGARDING FUNDING BE SUBMITTED AND WRITTEN APPROVAL BE GIVEN BY BOTH THE CITY
MANAGER AND THE CITY ATTORNEY,AND THAT THE FUNDING IS FOR THIS FIRST YEAR WITH
NO ADDITIONAL FUNDING PROMISE BECAUSE OF THE BUDGETARY EXPENDITURE LIMITATION
THAT IS COMING UP NEXT SPRING.
Councilman Connolly asked i f this
translates to,yes,I am voting for this year's funding plus I'm agreeing that
United Way will be formed next year.
Mr.Johnson stated that the United
Way funding would be in the next budget year.
Councilman Connolly pointed out that
i f the next City Council votes "no"for United Way,the City has spent $14,500
needlessly,and is this a good decision.
Councilwoman Gardner stated that i t
is not with a guarantee of funding in the future.
Councilman Connolly stated that he
is not against United Way,just wished clarification as to the future outcome.
Vice Mayor Bluntschly stated that he
could support this motion,with the exception of the $14,500 going for United
Way.
Councilman Burgess asked what Vice
Mayor Bluntschly would do with that money?
Vice Mayor Bluntschly replied that
there are organizations out there that need direct services,and i t could be
used for that type of funding.
Councilwoman Gardner pointed out
that without the $14,500,there would be $15,500 left for the Foundation.
VOTE:In Favor:Councilman Burgess,Councilwoman Perkins,Mayor Hill
Opposed:Councilwoman Gardner,Councilman Connolly,
Vice Mayor Bluntschly
The motion failed.

Councilwoman Gardner MOVED THAT THE
AGREEMENT BETWEEN THE CITY AND THE APACHE JUNCTION AREA COMMUNITY FOUNDATION FOR
HUMAN SERVICES PROVISIONS FOR FISCAL YEAR 1988-89 BE APPROVED WITH THE FOLLOWING
AMENDMENTS:THAT ANY PROPOSED FUND RAISING EVENT BE SUBMITTED FOR REVIEW BY THE

FUNDING FOR HUMAN SERVICES BEYOND FISCAL YEAR 1988-89 IS CONTINGENT UPON VOTER
APPROVAL OF THE EXPENDITURE LIMITATION QUESTION TO BE PLACED ON THE BALLOT IN
1989.
Vice Mayor Bluntschly seconded the
motion.
VOTE:In Favor:Councilwoman Gardner,Councilman Connolly,
Vice Mayor Bluntschly,Mayor Hill
Opposed:Councilman Burgess,Councilwoman Perkins
The motion carried.
Councilwoman Gardner stated that
this has been a very hard decision to come to,and hope that the Foundation will
realize this,but the funding of United Way is a concern.
ADJOURNMENT
)There being no further business to
discusss,Mayor Hill adjourned the meeting at 8:47 p.m.
