SPECIAL MEETING
JANUARY 18,1988,

The special meeting of the City Council of the City of Apache Junction,
Arizona,was -held on January 18,1988,at the Apache Junction City Council
Chambers pursuant to the notice required by law.
CALL TO ORDER
Acting Mayor Bluntschly called the meeting to order at 7:00 p.m.

AUTHORIZATION FOR RELEASE OF CONTINGENCY
FUNDS FOR SENIOR CITIZENS'MEALS PROGRAM )
)City Manager Bill R.Da Vee
explained that Catholic Social Services does not have the funds to continue
providing senior citizen meals at the Apache Junction Library,specifically the
meals delivered to those home -bound seniors,and recommended designating $5100
from the Contingency Fund for that purpose.
Councilwoman Gardner MOVED THAT
AUTHORIZATION BE GIVEN THE CITY MANAGER TO RELEASE FUNDS FROM THE CONTINGENCY
ACCOUNT IN THE AMOUNT OF $5100.00 FOR CONTINUATION OF THE SENIOR CITIZENS'MEALS
PROGRAM.

COUNCIL DISCUSSION AND DIRECTION ON
APACHE JUNCTION TRANSPORTATION/TRANSIT
STUDY
)Director of Public Works Rich Broman
stated that Todd Neglum,Consultant with Parson and Brinkerhoff,would give an
update on the development of the Transportation/Transit Study,and requested
Council input and direction.
Mr.Todd Neglum addressed the
Council,. repeating information given at a previous City Council work session and
further outlining the Study.
Councilwoman Gardner asked for
specific information on drainage.
Councilman Damiano asked what
improvements would be made to Royal Palm and Broadway.
Mr.Broman replied that i t would be
expanded to two lanes in places with curbs.
Acting Mayor Bluntschly asked what
type of action is requested.
Mr.Broman asked i f the Council
wishes to condense the storm drain plan to five years,from ten,and also asked
how the Council wishes to address the assessments.
Mr.Neglum stated that he had gotten
the impression that the Council wanted the streets paved right away,and
outlined the major street projects.
Acting Mayor Bluntschly stated that
some should not be assessed when others are not.
Councilwoman Perkins stated that
flood control is very important to improve the streets.
Mr.Broman explained that the land
acquisitions for retention basins will total approximately one-half million
dollars.

Councilman Burgess stated that this figure could not possibly be accurate.
Mr.Broman also explained that as
part of the Study,i t has been discussed to utilize the storm retentions as
parks,as there are no recreational areas in those parts of town.
City Manager Bill R.Da Vee stated
that the property for retention basins was probably selected as lower property
that would need to be filled in order to develop.
Mr.Broman explained that this Study
is preliminary and those land choices are not final,but that they were chosen
by aerial map as undeveloped property.
City Attorney David Alexander stated
that every report or study should be adopted by the City Council after final
presentation.
Mr.Broman stated that the last
Sewer and Drainage Study done,which was approximately two years ago,was
presented to -the Council but never actually approved or adopted.
Councilwoman Gardner MOVED THAT THE
FOLLOWING DIRECTION BE GIVEN TO THE CONSULTANT IN ORDER TO PROCEED WITH THE
APACHE JUNCTION TRANSPORTATION/TRANSIT STUDY:
1.MASTER STORM DRAINAGE STUDY (ANDERSON-NICHOLS)BE ACCEPTED AS PRESENTED,AND
THAT THE LIST OF STREETS TIME TABLE BE COMPRESSED AS NEEDED.
Acting Mayor Bluntschly stated that
there needs to be direction regarding the assessments.
Councilman Burgess asked i f property
owners would'need to pay for street improvements at the time of paving,or at
the time of property development.
Mr.Broman explained that through
the assessment process,i t would be assessed at the time of development,within
a ten-year plan.
Mr.Neglum stated that the City pays
for these improvements,and payments are spread out over a long period of time
for property owners,and further explained the assessment process.
Acting Mayor Bluntschly suggested
Councilwoman Gardner withdraw the motion,and the Council take a recess to allow
staff to prepare a suggested motion.

assessment process.
Acting Mayor Bluntschly recessed the meeting.
Acting Mayor Bluntschly reconvened the meeting 8:06 p.m.
Councilwoman Gardner MOVED THAT THE
FOLLOWING DIRECTION BE GIVEN TO THE CONSULTANT IN ORDER TO PROCEED WITH THE
APACHE JUNCTION TRANSPORTATION/TRANSIT STUDY:
1.THAT THE TEN-YEAR SCHEDULE PROVIDED FOR BY THE ANDERSON-NICHOLS WEST,INC.
STUDY OF APRIL 1986,BE COMPRESSED FOR LAND ACQUISITION AND TO INTERFACE
WITH STREET IMPROVEMENT PROJECTS,AND
2.THAT THE STREET IMPROVEMENT PROJECTS NOT BE FINANCED WITH SPECIAL
ASSESSMENTS.
Councilwoman Perkins seconded the
motion.
Councilman Burgess stated that he
still has a problem with the amount quoted for the acquisition of the water
retention basins,and asked where the money is coming from to purchase that
land.
Mr.Neglum explained that this money
will be allocated over a period of several years.
Councilman Burgess asked what the
City would do i f property intended for water retention is developed,as the City
cannot purchase all of that property at this time.
Mr.Broman explained that should one
of the properties in question be brought to the Council for development,a
decision would have to be made at that time whether or not to purchase it.
