CALL TO ORDER
Mayor Wilson called the special meeting of the Apache Junction city council to order at 7:00 p.m.

1. 24-300 Presentation and discussion with the mayor and city council on the Fiscal
Year 2024-2025 budget, classification and compensation plan for city
employees, and the Public Safety Personnel Retirement System
(PSPRS) Pension Funding Policy.
City Manager Bryant Powell introduced the Fiscal Year 2024-2025 budget, (FY24-25),
classification and compensation plan, and explained some of the changes in this budget
compared to previous years. He shared some upcoming challenges will be surrounding
communities possibly becoming cities,which will impact our share of intergovernmental
revenue, and the loss of the rental tax effective January 2025.
Assistant City Manager Matt Busby gave special thanks and recognition to Controller Connie
Chow for her dedication to serve and maintain the Finance department roles in the budget
preparation during the interim of the vacant Finance Director position from January through April.
Mr. Busby also commended Human Resources Director Anna McCray for the efforts she put
forth on the salaries, benefits, and the classification and compensation schedule for the Police
Department and all other city employees. Staff works well and does a great job in fine tuning
our budget in a timely manner.
Finance Director Angelie Hawley shared key budget assumptions of positive activity with sales
tax, decrease in state shared revenues-rental tax eliminated effective January 2025,which will
create an estimated decrease of$2.1 million, employee compensation increases and capital
projects will proceed as planned for the General and Special Revenue Funds. Ms. Hawley
presented various slides that reflected the budget summary, general fund revenues and
expenditures, special revenue fund revenues and expenditures, capital projects for FY 2025,
and some of the before and after completed capital projects for FY 2024.
Council commented on the professionalism and hard work that staff has done to create this
finished project, clarification on special revenues, and funding amount for the landfill.
Assistant City Manager Matt Busby answered Council queries, and stated the next steps are to
conduct a special meeting for tentative budget adoption to be held Monday, May 20th, 2024, and
final budget adoption on June 17, 2024.

Mayor Wilson adjourned the meeting at 7:14 p.m.
