AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION,ARIZONA AMENDING THE APACHE JUNCTION CITY
CODE,CHAPTER 2,MAYOR AND COUNCIL BY ADDING ARTICLE 2-18,
COMMUNITY RELATIONS COMMISSION;REPEALING ANY CONFLICTING
PROVISIONS;AND PROVIDING FOR SEVERABILITY.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION,ARIZONA,AS FOLLOWS:
SECTION I IN GENERAL
That the Apache Junction City Code,Chapter 2,Mayor and City Council,be
amended by adding Article 2-18,Community Relations Commission,to read as
follows:

Section 2-18-1 Creation
A Community Relations Commission for the City of Apache Junction is
hereby created.
Section 2-18-2 Membership and Terms of Office
A.The Community Relations Commission shall consist of seven members who
shall be appointed by the Mayor and approved by the City Council.
B.The initial appointments of members shall be as follows:Three mem-
bers with terms beginning on their appointment and expiring June 30,
1990;two members with terms beginning on their appointment and
expiring June 30,1991;and two members with terms beginning on their
appointment and expiring June 30,1992.Thereafter,Commission mem-
bers shall serve for a term of three years or until their successors
are duly appointed and qualified.
Terms of members shall be so staggered that the terms of no more than
three members shall expire in any one year and,in accordance with
this section,all such terms shall expire on June 30 of the applicable
year.If a reduction in membership is ever approved by the City

Council,the terms of office due to expire or unfilled at the time of
amendment shall remain so and no future appointments shall be made to
replace those members.
C.Four members of the Commission shall be residents of the City of
Apache Junction and three members of the Commission shall reside
within the zone of influence located within a three-mile radius of the
corporate City limits.
Section 2-18-3 Salaries and Personal Expenses
The members of the Community Relations Commission shall receive no
salary or other remuneration for their services in such capacity and shall not
be entitled to personal expenses incurred by them in the discharge of their
official duties except to the extent,purposes and amount such expense is
authorized and approved in advance by the City Council.
Section 2-18-4 Officers
The Community Relations Commission shall elect a chairman and vice-
chairman from its members to serve for a period of one year.The vice-chairman
shall preside at meetings in the absence of the chairman.
Section 2-18-5 Meetings
The Commission shall establish a meeting day and time and shall meet
at least once each month.Special meetings may be called as required.A quorum
shall consist of four voting members for the transaction of all business.
Section 2-18-6 Vacancies
Vacancies shall be filled by the City Council in accordance with
Section 2-18-1 for the unexpired term of the member affected.
Section 2-18-7 Removal of Members
Members of the Commission shall serve at the pleasure of the Council
and may be removed by the Mayor with concurrence of the Council.A member shall
not be absent from regular meetings for more than three consecutive times
without a reasonable excuse.After an absence of three consecutive meetings,
the remaining members of the Commission shall vote to retain or to recommend to
the City Council that the absentee members be relieved of their duties on the
Commission.
Section 2-18-8 Duties
The Community Relations Commission shall be responsible for conveying
information from the City Council to the citizens within,and in proximity to,
the City,and to return information from these citizens to the Council in order
to develop City policy in concurrence with public participation.The Commission
shall also be responsible for assisting citizens in understanding City Council
policy and direction.

SECTION I I REPEALING CONFLICTING PROVISIONS
All ordinances and parts of ordinances in conflict with the provisions
of this ordinance,or any part of the Code adopted herein by reference,is
hereby repealed.
SECTION III PROVIDING FOR SEVERABILITY
I f any section,subsection,sentence,clause,phrase,or portion of
this ordinance,or any part of the Code adopted herein by reference,is for any
reason,held to be invalid or unconstitutional by any court of competent juris-
diction,such decision shall not affect the validity of the remaining portions
thereof.
