AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION,ARIZONA,AMENDING THE APACHE JUNCTION CITY
CODE CHAPTER 2 MAYOR AND COUNCIL,BY ADDING ARTICLE 2-17
CITY COUNCIL LIAISONS;REPEALING ANY CONFLICTING PROVISIONS;
AND PROVIDING FOR SEVERABILITY.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION,ARIZONA,AS FOLLOWS:
SECTION I IN GENERAL
That the Apache Junction City Code Chapter 2 MAYOR AND COUNCIL,be amended
by adding Article 2-17 CITY COUNCIL LIAISONS,to read as follows:

Section 2-17-1 Liaison Positions Created
There are hereby established the positions of city council liaisons who
shall consist of members of the Apache Junction City Council appointed
under Section 2-17-2 of this Code.
Section 2-17-2 Method of Appointment
Members of the Apache Junction City Council shall serve in the capacity
of a city council liaison.Such liaisons shall be appointed by the mayor
subject to ratification by the council.City council liaisons shall be
appointed for all city departments,city boards and commissions and for
other governmental agencies,and non -governmental agencies and entities
as may be deemed necessary and appropriate by the mayor and council.
Section 2-17-3 Duties and responsibilities
The city council liaisons shall be responsible for promoting and enhancing
communications between the department,board or commission to which they
are appointed to represent and other levels of city management and members
of the city council.
The city council liaisons shall also be responsible for promoting and
enhancing communications between the governmental agencies or non -govern-
mental agencies or entities to which they are appointed to represent and
other memebrs of the city council,city management and other groups or
organizations as may be necessary.

At no time shall a city council liaison become involved in city personnel
matters or other activities that may be a violation of Apache Junction
City Code Chapter 3 ADMINISTRATION,Article 3-1 CITY MANAGER,Section
3-1-8 Powers and Duties or Section 3-1-9 Internal Relations or Article
3-10 Personnel System nor shall any member of the city staff involve a
city council liaison in such aforementioned matters so as to cause them
to be in violation of the provisions of this code.At no time shall
a city council liaison become a lobbyist for any governmental agency,
or non -governmental agency or entity for which they have been appointed
to represent.
SECTION I I REPEALING CONFLICTING PROVISIONS
All ordinances and parts of ordinances in conflict with the provisions of
this ordinance or any part of the code adopted herein by reference is
hereby repealed.
SECTION III PROVIDING FOR SEVERABILITY
I f any section,subsection,sentence,clause,phrase or portion of this
ordinance or any part of the code adopted herein by reference is,for any
reason,held to be invalid or unconstitutional by any court of competent
jurisdiction,such decision shall not affect the validity of the remaining
portions thereof.
