AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,
ARIZONA,ADOPTING THE "APACHE JUNCTION FIVE YEAR STREET IMPROVEMENT PLAN";
REPEALING ANY CONFLICTING PROVISIONS;AND PROVIDING FOR SEVERABILITY.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,
ARIZONA,AS FOLLOWS:
SECTION 1 IN GENERAL
That certain document entitled "APACHE JUNCTION FIVE YEAR STREET IMPROVEMENT
PLAN",three copies of which are on file in the office of the City Clerk,which
document was made a public record by Resolution No.90-27 of the City of Apache
Junction,Arizona,is hereby referred to,adopted and made a part hereof as
i f fully set out in this ordinance.
SECTION I I REPEALING ANY CONFLICTING PROVISIONS
All ordinances and parts of ordinances in conflict with the provisions
of this ordinance,or any part of the code adopted herein by reference,are
hereby repealed.
SECTION III PROVIDING FOR SEVERABILITY
I f any section,subsection,sentence,phrase,clause
ordinance,or any part of the code adopted herein by reference,is for any reason
held to be invalid or unconstitutional by the decision of any court of competent
jurisdiction,such decision shall not affect the validity of the remaining por—
tions thereof.

APACHE JUNCTION
FIVE YEAR
STREET IMPROVEMENT PLAN
FISCAL YEARS
1990-1991 Through 1994-1995
PREFACE
This Five -Year plan consists of an estimate of revenues for each of the five
years and lists major street improvements by the year they are intended to be
constructed.Residential streets are listed separately,in order of
importance and are intended to be constructed as soon as right-of-way is
acquired,plans are completed,effected utilities are relocated, funds are
available and City construction forces can schedule the work.
I Development of today's program began with the City's "Streets and Storm
Drainage Construction Program",as prepared in April,1988 by Parsons,
I ,Brinkerhoff, Quade & Douglas.That report ranked a total of 20 major and 31
residential streets.Since acceptance of said report, a variety of projects
have been completed, new priorities have arisen and revenues have fluctuated.
Therefore, a new program was prepared.
I This program is based upon the following assumptions:
1.Street improvements will also include drainage improvements whenever a need
is evident.Drainage improvements may be constructed in conjunction with
street improvements or can be phased in one year, followed by the street
the next year.
2.Sales Tax or General Fund continues to provide additional revenues at a
•constant $750,000 per year for years 2 thru 5.
3.Cooperative projects with Arizona Department of Transportation stated in a
1989 Letter of Intent are not included.Scope of work and amount of
funding have not been agreed upon by ADOT.Years 2 and 3 may include extra
revenue and project costs after final decision is made.However, work
outside ADOT right-of-way related to those projects are included.
A.Construction costs are composed of right-of-way, drainage, curbs, sidewalks
and pavement only when applicable.However,pavement costs reflect
materials only.The City has committed to building streets with their own
forces.Labor,equipment,fuel and repairs are part of the annual
Operation and Maintenance budget of the Public Works Department, which is
deducted from revenues to determine what is available for Capital
Improvements.
5.Pavement material costs are estimated to be $32,000 per lane mile in FY
90/91.
6.Curb, gutter and sidewalk are estimated to be $95,000 per mile per side.
7.After the second year, revenues show a 4% per year growth and expenditures
grow 375% per year.
