HomeMy WebLinkAboutRES 81-13RESOLUTION NO.81-13 A RESOLUTION OF THE CITY OF APACHE JUNCTION, ARIZONA, AMENDING RESOLUTION 79-41 PERTAINING TO THE DEVELOPMENT AND IMPLEMENTATION OF FLOOD PLAIN MANAGEMENT MEASURES IN CONJUNCTION WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY AND OTHER FEDERAL, STATE AND LOCAL AGENCIES: BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL AS FOLLOWS: WHEREAS, pursuant to Resolution 79-41, the Director of Planning for the City of Apache Junction, Arizona, was vested with the responsibility, authority and means to implement the Flood Insurance Program, and WHEREAS, the Zoning Administrator for the City of Apache Junction, Arizona, is presently enforcing the requirements of the Federal Emergency Management Agency, through the issuance of building permits, and WHEREAS, the responsibility, authority and means to manage such a program should not be separated or duplicated by departments within the City of Apache Junction, Arizona. NOW, THEREFORE, BE IT RESOLVED, that this City Council hereby amends Resolution 79-41 be deleting paragraphs 2 and 3 thereof in their entirety and substituting in the place thereof the following provisions: 2.Vests and Zoning Administrator with the responsibility, authority and means to: a.Delineate or assist the Emergency Management Specialist, as may be reasonably requested in delineating the limits of the areas having special flood hazards on available local maps of sufficient scale to identify the location of building sites. b.Provide such information as the Emergency Management Specialist may reasonably request concerning present uses and occupancy of the flood plain. c.Cooperate reasonably with Federal, State and local agencies and private firms (under contract to the Federal Emergency Management Agency) which undertake to study, survey, map, and identify flood plain areas, and cooperate with neighboring communities with respect to management of adjoining flood plain areas in order to prevent aggravation of existing flood prone hazards. d.Submit on the anniversary date of the community's initial eligibility an annual report to the Administrator on the progress made during the past year within the community in the development and implementation of flood plain management measures. 3.Appoints Zoning Administrator to maintain for public inspection and to furnish upon request a record for elevations (in relation to mean sea level) of the lowest floor (including basement) of all new or substantially improved structures located in the special flood hazard areas.If the lowest floor is below grade on one or more sides, the elevation of the floor immediately above must be recorded.
